On the afternoon of November 27, Vice Chairman of the Provincial People's Committee Le Duc Giang chaired a conference to listen to reports on a number of contents in the agricultural sector: Project "Collecting, preserving and developing genetic resources of some valuable crops, livestock and aquatic products in Thanh Hoa province by 2023"; List of public career services using the state budget in the field of science and technology in agriculture for the Thanh Hoa Agricultural Institute.

At the conference, the leaders of Thanh Hoa Agricultural Institute briefly reported on the Project "Collecting, preserving and developing genetic resources of some valuable crops, livestock and aquatic products in Thanh Hoa province by 2023".

According to the project's assessment, Thanh Hoa province has recorded 756 valuable genetic resources of crops, livestock and aquatic products. Of these, 390 are indigenous genetic resources and 366 are imported and hybrid varieties. This is the basis for the province to promote the application of technology in the conservation and development of precious and rare genetic resources for crossbreeding and selecting varieties to serve the restructuring of agriculture towards sustainability.

At conservation facilities in the province, 119 genetic resources of crops, livestock, aquatic products, microorganisms and fungi have been conserved at research and training facilities. In addition, genetic resources serving production are mainly kept on farms, in fields and household gardens in localities in the province.

Genetic resources of crops, livestock, aquatic products, microorganisms and fungi in the province are exploited and used in concentrated and main forms such as: Building experimental farming models, experimental production; building specialized models; household farming models, household livestock models.

Among the products created from genetic resources, 231 products achieved 3-4 star OCOP quality; of which: 78 products are directly from genetic resources; 153 products are processed from genetic resources of plants, livestock, aquatic products, microorganisms, and fungi.

There are 200 valuable biological genetic resources that have been investigated, collected and catalogued. Initial assessment of 104 microbial genetic resources in the established list; detailed assessment of 20 initially assessed animal genetic resources; DNA identification of 20 biological genetic resources that have been assessed in detail. Evaluation of the development potential of genetic resources, identification of 10 genetic resources with high economic value, which can create commercial products that bring economic efficiency to farmers, from which proposals for genetic resource development are made.

However, the awareness of the community and society about biodiversity conservation, especially the conservation of genetic resources of crops and livestock is still limited. There is a lack of proper attention in the management and documentation of genetic resources. There is a lack of attention to indigenous and rare genetic resources. Conservation methods are not diverse. Genetic resources conserved locally are facing the risk of quality decline. The model of exploitation and development of genetic resources is still scattered and small-scale...

With the goal of collecting and identifying genetic resources of some crops, livestock, aquatic products, microorganisms, and fungi with economic, social, medical, scientific, and environmental value that need to be preserved and developed in Thanh Hoa province by 2030; to serve the work of preservation; breeding; building specialized farming areas for crop varieties, livestock, aquatic products, microorganisms, and fungi that can create key products, high-value OCOP products; specialty and endemic genetic resources; genetic resources at high risk of loss and extinction in Thanh Hoa province, the project aims to investigate, collect, supplement, and create a list of at least 300 valuable genetic resources of crops, livestock, and aquatic products. Supplement the initial assessment list of 250 genetic resources that have been investigated, collected, and evaluated in detail 30 genetic resources that have been initially evaluated. Introduce, cultivate/test 3-4 plant varieties; 2-3 livestock and aquatic species with economic and application value. Maintain and upgrade the genetic resource database software; register to participate in the national gene pool network of 500 investigated and collected genetic resources.

Maintain conservation models of 119 genetic resources of crops, livestock, aquatic products, microorganisms, and fungi that are being conserved at research and training facilities and conservation facilities in Thanh Hoa province. The project also clearly identifies tasks, solutions, and priority investment projects in collecting, preserving, and developing genetic resources of some valuable crops, livestock, and aquatic products in Thanh Hoa province by 2023.

At the conference, delegates from departments and branches basically agreed with the goals, directions and solutions that the project has developed.

Delegates also discussed and agreed on the proposal to end the assignment of the task of advising on the issuance of the "List of public career services using the state budget in the field of science and technology in agriculture for the Thanh Hoa Agricultural Institute".

Concluding the conference, Vice Chairman of the Provincial People's Committee Le Duc Giang highly appreciated the efforts of the Institute of Agriculture as well as member sectors and research experts in surveying and evaluating the collection, conservation and development of genetic resources and building the Project "Collecting, conserving and developing genetic resources of some valuable crops, livestock and aquatic products in Thanh Hoa province by 2023".

The development and implementation of the project is necessary and urgent, not only to help protect genetic resources but also to ensure the basis for sustainable development of the agricultural sector, meeting the increasing demand for genetic resources for research and development.

To make the project valuable, the Vice Chairman of the Provincial People's Committee requested the Thanh Hoa Agricultural Institute and the expert council to absorb the opinions of the delegates, study, supplement and complete the contents of the project, focusing on updating more data, clarifying the tasks, priority investment projects, supplementing valuable genetic resources of crops, livestock, aquatic products... so that the project can be implemented more effectively when approved. He requested the Thanh Hoa Agricultural Institute to quickly complete the project this year.

Regarding the "List of public career services using the state budget in the field of science and technology in agriculture for the Thanh Hoa Institute of Agriculture", the Vice Chairman of the Provincial People's Committee agreed with the proposal of the Department of Agriculture and Rural Development to stop the task of advising on the issuance of the "List of public career services using the state budget in the field of science and technology in agriculture for the Thanh Hoa Institute of Agriculture". At the same time, the Department of Agriculture and Rural Development was assigned to coordinate with the Department of Finance to review, amend and supplement Decision 3387/QD-UBND dated August 26, 2019 on the list of public career services using the state budget in the field of Agriculture and Rural Development in Thanh Hoa province, and submit it to the Provincial People's Committee before December 20, 2024.
