Synchronously and effectively implement tasks on operating two-level local government
Reporting on the operation of the two-level local government model from July 1, 2025 to present, Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam said that the Provincial People's Council has issued a resolution to establish specialized agencies under the Provincial People's Committee, including 14 departments, branches and 2 equivalent organizations, including the newly established Department of Foreign Affairs; appointed 16 members of the Provincial People's Committee according to regulations. The Provincial People's Committee appointed 128 leaders of departments, branches and sectors according to their authority, and issued decisions approving the organizational structure of departments, branches and sectors.

The number of civil servants and public employees from the two provinces of Dak Nong (old) and Binh Thuan (old) who came to work in Lam Dong province is 1,314 people, of which 972 are civil servants and 342 are public employees.
The number of civil servants and public employees currently working, and will continue to be arranged and rearranged in the coming time in the two localities of Dak Nong (old) and Binh Thuan (old) to receive administrative procedures, handle work, and create convenience for the people is 8,025 people, of which, civil servants are 1,034 people, and public employees are 6,991 people.
For public service units under the Provincial People's Committee, initially maintain the current merged service units. At the same time, specialized agencies continue to advise and report to the Provincial People's Committee and the Standing Committee of the Provincial Party Committee for comments on the arrangement plan. For district-level public service units (when operations end), proceed to transfer the original state of public service units to the commune and department levels. For public service units under the Department level, after the arrangement, there will be 265 units, a reduction of 58 units.
At the commune level, the positions of Secretary, Deputy Secretary of the Party Committee, Chairman, and Vice Chairman of the People's Committee of 124 communes, wards, and special zones have been appointed according to regulations. All communes, wards, and special zones in the province have established specialized agencies and appointed leadership positions in accordance with regulations. The Chairman of the Provincial People's Committee has appointed 122 Commanders, 80 Deputy Commanders, and 42 Assistants to the Military Command at the commune level according to regulations.
The handover of documents, assets, seals, and people between relevant administrative agencies in the process of model conversion has been basically completed. The application of software for document management, digital signatures, and paperless meetings is being implemented synchronously.
Regarding the facilities, working means, and equipment of the new provincial and communal agencies and units, there has been a basic guarantee. At the same time, there has been a plan to arrange accommodation for the staff, civil servants, public employees, and workers of Dak Nong province (old) and Binh Thuan province (old) when they are transferred to work in Lam Dong province.

Currently, Lam Dong has implemented policies and regimes for over 2,000 cases of civil servants and public employees according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
In the process of organizing the implementation of the 2-level local government, Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam also raised a number of difficulties and problems, of which the most prominent are: The document management system, processing flow and receiving documents in some localities still have errors. Regarding current administrative procedures, there are still some problems in the determination of processing authority, some information fields do not have full unit names when submitting documents online, and the location has not been established on the system... In addition, there are no regulations on regional allowances and attraction allowances for civil servants. Ministries and branches have not yet issued full Circulars regulating the functions, tasks and powers of departments, branches and public service units, so localities still face difficulties in the implementation process.
Lam Dong province requests ministries and branches to share, synchronize data, and connect specialized data software to carry out procedures for people. In parallel with resolving the retirement policy according to Decree 178, it is recommended that competent agencies soon develop a salary increase roadmap for cadres and civil servants to attract and retain competent and qualified people to stabilize the cadres and civil servants. It is recommended to amend Decree 170/2025/ND-CP to allow the People's Committees at the commune level to recruit civil servants on the basis of the Provincial People's Committee promulgating regulations on recruiting civil servants at the commune level.
Regarding the preparation for the Party Congresses at all levels, implementing the Conclusion of the Permanent Deputy Prime Minister of the Government and implementing the Decision of the Steering Committee for the merger of Lam Dong province, Binh Thuan province and Dak Nong province on the establishment of the Editorial Team for the Documents of the Congress of Delegates of the Lam Dong Provincial Party Committee (new) for the term 2025-2030, relevant agencies of the 3 provinces: Lam Dong, Binh Thuan and Dak Nong have proactively coordinated to research, synthesize and develop the draft Political Report of the Lam Dong Province (new) to submit to the Provincial Party Congress for the term 2025-2030 to ensure the progress, orientation and direction of the Central Government.
The direction of the organization of the Party Congress at the commune level in the province has ensured progress, quality, and requirements set out in the plan. Up to now, 124/124 communes, wards, and special zones of Lam Dong have basically completed the content of the documents serving the Party Congress at the commune level for the 2025-2030 term in accordance with the Central's orientation and at the same time, close to the practical conditions of each locality.

Lam Dong province has well implemented the direction of the Politburo and the Central Government on the organization and operation of the two-level local government, ensuring that work and tasks are maintained regularly and without interruption; all activities are gradually getting into order and moving in an increasingly better direction.
The preparation work for party congresses at all levels closely followed the plan and requirements set out, especially the documents for the party congresses were carefully, thoughtfully, elaborately prepared, in accordance with regulations and procedures. Although the operation of the two-level government is "all beginnings are difficult", it can be affirmed that the initial implementation was very smooth, without any breaks or interruptions.
Ensure facilities and arrange adequate human resources in agencies and units.
Although everything initially went smoothly, Permanent Deputy Prime Minister Nguyen Hoa Binh also noted that leaders at all levels of Lam Dong authorities must always promote the spirit of openness, proactiveness and creativity in their work, must anticipate difficulties, challenges and problems to proactively respond and handle them, and especially must listen to people's opinions, especially in operating and maintaining the operations of public administrative service centers to carry out tasks more effectively and serve the people better.

In addition, it is necessary to pay special attention to training, education, and arrangement of sufficient human resources in agencies and units to best meet the requirements and tasks set out. Pay attention to effectively solving the remaining difficulties in headquarters, means, and working equipment in communes and wards; public administrative service centers in communes and wards must be given special attention and investment because this is the face of a commune or ward, a place to interact and directly serve the people. Conduct a general review and have a specific plan to arrange and effectively use the surplus headquarters after the arrangement.
Continue to pay attention to directing and implementing well the work of preparing and organizing party congresses at all levels, especially in drafting documents and personnel work. Documents submitted to congresses, especially documents submitted to the new term provincial party congress, must clearly demonstrate the spirit of innovation, breakthroughs and breakthroughs; the directions and tasks set out for the new term must be very specific and clear. At the same time, Lam Dong also needs to pay close attention and focus on removing difficulties for the remaining projects. Balance, arrange and mobilize resources to effectively implement the program of eliminating temporary houses, dilapidated houses, boarding schools for students... according to the policies and directions of the Government.

In the first 6 months of 2025, Lam Dong has resolutely implemented tasks and solutions for socio-economic development and achieved some positive results in various fields. The economy continues to grow, especially in the agriculture and service sectors, with an estimated GRDP growth rate of 5.97% in the first 6 months of 2025 over the same period. Budget revenue increased sharply over the same period, as of June 30, 2025, the total state budget revenue reached 16,256 billion VND. Attracting investment projects and registering businesses continued to have many positive changes. Total export turnover reached 1,572.2 million USD, up 28.31% over the same period. Investment in key inter-regional transport infrastructure has been promoted with attention. Tourists to Lam Dong are estimated at 12.163 million arrivals, reaching 54.21% of the plan, up 20.26% over the same period, of which international visitors are estimated at 798.3 thousand arrivals. Total retail sales of goods, service revenue and exports increased quite well.
