In the coming time, the Department of Natural Resources and Environment and Ha Tinh City will coordinate to resolve and remove difficulties, obstacles and problems in State management in the field of land and environment in the area.

On the afternoon of September 29, the People's Committee of Ha Tinh City had a working session with the Department of Natural Resources and Environment on State management in the field of land and environment in the area.

Recently, the implementation of State management of land and environment in Ha Tinh city has shown many backlogs, difficulties and problems that need to be resolved to continue to be implemented promptly and effectively.

At the working session, in the field of land management, the city proposed allowing localities to lease short-term some land funds in the area (public land fund; land fund under approved construction planning for transportation, irrigation, urban area projects, ecological lakes... but currently left abandoned due to lack of conditions for implementation).

Leaders of the Department of Natural Resources and Environment responded and guided some contents proposed by the city.

Propose that the Department of Natural Resources and Environment request the construction unit to speed up the progress of completing 100% of the project volume to strengthen land management and land database implemented in Ha Tinh province (VILG project) in the city, update data of all component databases to put into use and exploitation.

Currently, Ha Tinh City is also facing some difficulties in granting certificates, exchanging certificates, and re-recognizing residential land use limits when used before 1980. These include difficulties related to determining increased area due to measurement errors; handling cases that have been recognized as exceeding the residential land limit; providing guidance on canceling or adjusting the original land plot to serve as a basis for recognition for households sharing the original land plot. In addition, the locality is also facing some difficulties related to the content of determining within or outside the residential land allocation limit; cases of land allocation in the location of power line corridors or bridge abutments; handling encroachment; specific land prices for land clearance and site clearance...

In the field of environment, in reality, the city is generating many types of common industrial waste such as waste from wood processing factories, plaster, ceramics, composites, goods of unknown origin or expired, scraps from sewing establishments, ... the amount generated is about 20-30 tons/month, while in the area there is no facility to treat these types of waste, so there is a risk of many environmental problems. Therefore, the Department of Natural Resources and Environment has proposed to the Provincial People's Committee to allow and guide the Urban Environment and Construction Joint Stock Company to add the function of treating industrial waste.

The city also proposes to classify waste at households: Solid waste that can be reused or recycled; other solid waste; hazardous waste generated from daily activities. As for food waste, households are only encouraged to classify and treat it themselves.

At the meeting, leaders of the Department of Natural Resources and Environment and specialized departments under the department responded and provided guidance on a number of issues proposed by the city. Among them, many local proposals were agreed upon by the department for implementation.

At the same time, delegates also discussed and agreed on a number of issues related to close coordination to remove difficulties, obstacles, problems and limitations according to the principle of harmoniously resolving practices and ensuring compliance with legal bases...

Regarding issues beyond its authority, in the coming time, the Department of Natural Resources and Environment will advise and propose to the Provincial People's Committee solutions to resolve related issues...
