The Party Executive Committee of Cua Lo Ward has just assigned the Ward People's Committee to complete a pilot plan to install 30 km/h signs on 5 roads, and submit it to competent authorities for permission to use 4-wheel electric vehicles for tourism.

The plan to manage the operation of 4-wheel electric vehicles serving tourists , developed by the People's Committee of Cua Lo Ward, was reviewed and commented on by the Ward Party Executive Committee at the regular meeting in July 2025, held on July 17, 2025.

After being agreed by the Executive Committee of the Cua Lo Ward Party Committee, on July 18, 2025, the Cua Lo Ward Party Committee issued Conclusion Notice No. 07-TB/DU, with the following content:

Agree with the plan to manage business activities for 4-wheel electric passenger vehicles on a pilot basis in Cua Lo ward, agree to request a plan to install signs limiting the speed to under 30 km/h on a pilot basis on 5 routes. Assign the ward People's Committee to direct the specialized department to complete the plan, report to the provincial People's Committee and relevant provincial departments, branches and sectors for approval for implementation.

According to Vice Chairman of Cua Lo Ward People's Committee, Mr. Nguyen Van Hung, recently, Cua Lo Ward People's Committee has proactively organized a study trip to pilot the installation of speed limit signs under 30 km/h in Thanh Hoa province.

After that, the People's Committee of Cua Lo Ward drafted a plan for 4-wheel electric vehicles to both maintain operations to serve tourists and ensure compliance with the Law on Road Traffic Order and Safety, Decree 158/2024/ND-CP and related regulations to submit to the Ward Party Executive Committee.

Regarding the current status of the roads along and across the tourist area, the People's Committee of Cua Lo ward considers that from Binh Minh street to Mai Thuc Loan street and from Nguyen Xi street to Vinpearl Cua Hoi gate mainly serve passenger vans, tourist cars, family cars and trucks under 2.5 tons operating during the tourist season.

In addition to the above means, every day tourists staying in motels and hotels often walk on the roads to go to the beach, which is not safe for tourists.

Meanwhile, maintaining the operation of 4-wheel electric vehicles will create favorable conditions for tourists to travel, visit, shop for aquatic products, seafood, electronics, OCOP products and serve the passenger transport activities of 4-wheel electric vehicle owners, contributing to stabilizing life and developing the economy and society; at the same time, ensuring safety for tourists when traveling through the routes to go swimming.

Therefore, to serve tourists and electric vehicle owners operating during the 2025 tourist season, the People's Committee of Cua Lo Ward plans to pilot the installation of speed limit signs of 30 km/h on 5 routes, specifically:

Binh Minh Street (from Huyen Tran Cong Chua Street to Cao Huy Tuan Street); Cao Huy Tuan Street (from Binh Minh Street to Long Street No. 3, in the old Nghi Thuy Ward); Nguyen Nang Tinh Street (from Mai Thuc Loan Street to Binh Minh Street, in the old Thu Thuy and Nghi Thu Wards); Nguyen Thuc Tu Street (from Mai Thuc Loan Street to Binh Minh Street, in the old Nghi Thu and Nghi Huong Wards); Nguyen Duc Cong Street (from Mai Thuc Loan Street to Binh Minh Street, in the old Nghi Huong Ward).

Also according to Mr. Nguyen Van Hung, from July 10, 2025, the People's Committee of Cua Lo Ward has coordinated with the provincial authorities to review and propose to install 30 km/h speed limit signs on 13 routes. However, to avoid sudden impacts on the operation of other means of transport, in the immediate future, the People's Committee of Cua Lo Ward will develop a pilot plan to install speed limit signs below 30 km/h on 5 essential routes serving tourists.

Vice Chairman of Cua Lo Ward People's Committee, Mr. Nguyen Van Hung said: "If the proposed plan of Cua Lo Ward People's Committee is agreed by the Provincial People's Committee and provincial departments, branches and sectors, the sign installation will be implemented in July 2025."

At the same time, the People's Committee of Cua Lo Ward said that it will assign the Cua Lo Tourism Cooperative to develop a management plan and organize the signing of commitments for electric vehicle drivers to properly implement the plan's contents, only operate within the route with posted signs, comply with operating hours and stop, park, pick up and drop off passengers... according to regulations; at the same time, strictly comply with the provisions of the Law on Road Traffic Order and Safety, Decree 158/2024/ND-CP and related regulations.
