According to the report of the Ward People's Committee, in the area there are 3 kindergartens with 748 children, 4 primary schools with 2,386 students, 3 secondary schools with 1,340 students. The total assigned staff is 312 teachers, compared to the reality, there is still a shortage of 26 staff according to regulations.

Regarding the current state of facilities, in recent years, despite investment, the school system in Dien Ban Bac ward has now degraded.

Many items no longer meet the requirements, significantly affecting the quality of teaching and learning in schools. The criteria for building national standard schools according to the circular of the Ministry of Education and Training have not been met for many years.

From that situation, the Ward People's Committee proposed that the City People's Committee and relevant departments and branches pay attention to supplementing the assigned staff and contracts according to Decree No. 111/2022/ND-CP of the Government at schools in the ward.

Specifically, it is proposed to supplement the number of missing staff assigned to the ward to meet the prescribed number of 26 staff; to propose a policy or plan to recruit education officials so that the locality can ensure the number of missing staff compared to the current reality at schools of 54 people.

The Ward proposed that the City People's Committee pay attention to investing in school facilities to meet teaching and learning needs, improve the quality of education to build schools that meet national standards.

Regarding the implementation of the National Target Program on Poverty Reduction, currently, the whole ward has 54 poor households and 104 near-poor households. Every year, the old wards (Dien Hoa, Dien Tien, Dien Thang Bac) and the current Dien Ban Bac ward always pay attention and create all conditions to support poor households, near-poor households, including those in difficulty.

At the same time, support preferential capital in programs, support 100% health insurance; coordinate with the Vietnam Fatherland Front Committee of the ward to support the construction of gratitude houses, repair degraded houses; visit households in difficulty and illness; promptly resolve policies related to poor and near-poor households.

Concluding the meeting, Vice Chairman of the City People's Committee Tran Anh Tuan acknowledged and commended the efforts of Dien Ban Bac ward in effectively implementing education, training, and multidimensional poverty reduction, and shared the difficulties and obstacles that the locality is facing.

The Vice Chairman of the City People's Committee requested the ward to continue promoting its sense of responsibility and focus on implementing planning work well, especially in key areas such as education, health care and production.

From now until the end of 2025, it is necessary to clearly identify key tasks to develop specific plans that are close to the actual situation.

In organizational work, it is necessary to focus on assigning staff in accordance with their capacity and strengths to improve the efficiency of serving the people and businesses. At the same time, continue to innovate leadership and management methods and promote the application of science and technology in local activities.

Regarding the implementation of the organization of a two-level local government, the Vice Chairman of the City People's Committee requested the ward to review and re-evaluate the shortcomings after more than two months of implementation, and synthesize specific recommendations for timely resolution.

Regarding the poverty reduction program, Dien Ban Bac ward needs to continue to promote and improve the effectiveness of implementing solutions. Particularly in the field of education, the locality is required to review and re-plan the management staff to improve quality; at the same time, re-plan the school system, ensuring that 100% of preschool children attend boarding school.

Wards need to be proactive and flexible in signing contracts with teachers at schools to meet teaching needs.

In addition, it is necessary to conduct a comprehensive survey and assessment of school facilities in the area, thereby building a network of standard schools to meet the requirements of educational development in the coming period.
