Quang Ninh: Protecting dynamic, innovative, creative cadres who dare to think, dare to do, dare to break through, and dare to take responsibility for the common good.

On February 26, the Quang Ninh Provincial Party Committee issued Official Dispatch No. 2545-CV/TU on promoting the encouragement and protection of dynamic, innovative, creative cadres who dare to think, dare to do, dare to break through, and dare to take responsibility for the common good.

Accordingly, with the position of one of the growth driving forces of the Red River Delta, making an important contribution to the country's overall growth target, the Provincial Party Committee has agreed on the policy of adjusting the province's economic growth target for 2025 to reach 14% or more (an increase of 2% compared to the old target), creating a foundation to maintain a double-digit growth rate in the new term (2025-2030), firmly entering a new era with the whole country, an era of national growth; a very high target that requires determination and drastic solutions to clear and liberate all resources, exploiting to the maximum the potentials and strengths for development, along with continuing to arrange and streamline the organizational apparatus according to the requirements of the Central Government.

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, presented the decision to establish the Party Committee of Quang Ninh Provincial Party Agencies.

In response to that request, the Provincial Party Standing Committee requests all levels, sectors and the team of leaders and managers at all levels to: Raise awareness and strengthen the responsibility of Party committees, agencies, units, localities, cadres, civil servants, public employees, and workers in the whole province, especially the leaders, to create high unity within the entire Party and consensus in society on the policy of encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to break through for the common good; strongly encourage and arouse the sense of responsibility, aspiration to contribute, spirit of innovation, wholeheartedly serving the people of the cadre team.

In the process of performing assigned duties and tasks, based on the urgent requirements and demands of reality, encourage cadres to have innovative and creative thinking, breakthrough ways of doing things, remove and resolve bottlenecks and knots in mechanisms and policies, focus on issues that have not been regulated or have been regulated but are not suitable for reality or handle specific issues with complicated problems in the spirit of clearing resources, not for selfish or negative purposes, bringing practical values and effectiveness, creating strong changes, and positively contributing to the common development.

Regularly review and propose solutions to shortcomings in mechanisms and policies; at the same time, direct the implementation and timely concretization of new contents in Party regulations and State laws to ensure timely and definitive removal and resolution of bottlenecks and bottlenecks in mechanisms and policies.

Continue to revise, review and supplement working regulations, assignment procedures and organization of task implementation of agencies and units under authority to closely follow the actual situation, suitability, capacity and strengths. Strengthen administrative reform, review and cut unnecessary administrative procedures, reform public service, code of conduct, public service ethics combined with review, rotation and change of work positions for cadres, civil servants and public employees according to regulations and task requirements.

At the same time, promptly commend and reward collectives and individuals with breakthrough and effective ways of working; remove and resolve bottlenecks and knots in mechanisms and policies; encourage and protect dynamic and creative cadres for the common good according to Conclusion No. 14-KL/TW dated September 22, 2021 of the Politburo. Prioritize the arrangement, use, planning, training, fostering, rotation, transfer, and appointment of cadres with innovative thinking, breakthrough and creative ways of working, daring to think, daring to do, and having specific products with high efficiency in the spirit of "from selecting people"; pay attention to, encourage, and create a favorable environment for cadres and party members to study, improve their qualifications, promote their capacity and strengths, and boldly propose innovations and creativity. Review, clarify responsibilities, and assign other tasks to cadres who shirk, avoid, fear responsibility, stagnate, and are passive in the face of new arising problems.

Comrades, members of the Provincial Party Standing Committee and members of the Provincial Party Executive Committee, according to their assigned fields, localities, units and tasks, should strengthen their grasp of the grassroots situation, direct, inspect, supervise and urge the implementation of the Party's guidelines and policies and the State's laws; pay attention to grasping and removing difficulties, obstacles, proposals and recommendations from the grassroots; promote well the role and responsibility of setting an example, being a center of solidarity, an example of dedication, innovative thinking, daring to think, daring to speak, daring to do to remove bottlenecks and knots and successfully complete assigned tasks, creating a spread in agencies and units. The Provincial Party Committee's Inspection Commission monitors the implementation; strengthens regular supervision of the implementation of the Central's regulations and the Provincial Party Standing Committee's direction on the policy of encouraging and protecting dynamic and creative cadres for the common good; promptly inspects, considers and handles the responsibilities of party organizations and party members who have violated.
