The 16th Provincial Party Congress took place from September 25 to 27. After two days of urgent, serious and responsible work, it spread pride, excitement and trust among cadres, party members and people of the whole province, opening a new development path for Quang Ninh. .

At the Luc Hon commune cultural house, people gathered to watch the Congress live in the spacious campus, enthusiastically discussing outstanding achievements such as traffic infrastructure, new rural construction, social security, employment, and improving living standards. Ms. Ly Thi Hoang, Secretary of the Ban Cau village Party Cell, emotionally shared: Roads, electricity, water, and Internet reach every household, children can study fully, the whole village has no poor households, all thanks to the attention of the Central and the province for the people in the highlands.
For the coal industry workers, a large and representative force of Quang Ninh, this recognition has a deeper meaning. Mr. Dang Nhat Lam, a worker at Mining Workshop 1, Vang Danh Coal Joint Stock Company, shared: The hardships in the mine sometimes make us tired, but when Quang Ninh is praised as a typical pioneer in development, I feel that my efforts also contribute to that common achievement. That is an incomparable pride. That development is clearly shown when the lives of workers and miners are increasingly improved, from living conditions, working environment, to income...
Intellectuals and businessmen see the recognition from the Central Government as an affirmation of the correct vision and development model of Quang Ninh. Businessman Nguyen Huu Thuy, Chairman of the Board of Directors of Thong Nhat Seafood Investment and Trading Company, said that the achievements of the province in the past term clearly demonstrate the harmonious combination of economic growth with ensuring progress, social justice, maintaining political stability, national defense and security. The stable, dynamic and open socio-economic environment has created conditions for the business community to confidently invest, expand production and innovate. The province's close support and attention have added confidence for businesses to promote their potential and strengths for sustainable development.
Mr. Thuy expressed his hope that in the next term, Quang Ninh will continue to maintain and promote achievements, build a favorable business environment, and create a foundation for businesses to not only grow locally, but also expand to domestic and international markets, especially when Resolution 68-NQ/TW of the Politburo on private economic development and the implementation of the 2-level local government model comes into practice.
Teacher Ha Hoang Giang, Principal of Quang Ha Secondary School, happily said: In the past term, the Quang Ninh Education sector has received special attention. Many schools that have been degraded after many years of use and whose scale does not meet the needs have been newly invested in by the province. Teachers and students are extremely excited to be able to teach and study in a new environment. This is also an important criterion for the education sector to complete its tasks in the new term. Especially when the political report at the Congress also clearly affirmed the goal of Quang Ninh striving to be in the top 10 localities in the country in education and training of high-quality human resources.
From the Congress hall, pride spread to many agencies, units and businesses . Many officials and employees in tourism businesses were excited when tourists listened to the Congress report on the radio while taking a taxi, and saw that Quang Ninh was praised by the Central Government and sent congratulations. They admired the strong rise of Quang Ninh in the past term when overcoming many difficulties and challenges such as the Covid-19 pandemic, typhoon Yagi, especially with many diverse and rich products... helping tourism recover strongly .
The recognition from the Congress has proven that what Quang Ninh has achieved is not only the result of its relentless efforts over the past 5 years, but also the inheritance of the tradition of “Discipline - Unity” - the source of strength of the heroic mining region. The recognition from the Central Government is a worthy reward, and at the same time a responsibility for the province to continue to maintain its pioneering role in innovation and development.
Ms. Nguyen Thi Loan, Party Cell Secretary, Head of Ha An 5 Ward, said that following the Congress is also a practical activity, helping each Party member to have more confidence in the breakthrough decisions and correct strategies of the Provincial Party Committee to connect with the practical implementation of the movement, effectively, in line with the Party's will and the people's heart. The Congress wisely selected truly outstanding personnel in terms of political mettle, qualities, capacity, intelligence, prestige, pioneering, exemplary, closely connected with the people for the new Executive Committee; at the same time, ensuring a reasonable structure, creating inheritance and continuous development.
Mr. Ngo Viet Tat, Quang Yen ward shared: Although I am a busy businessman, I still take time to follow the Congress because I believe that the newly strengthened leadership team will take specific and decisive actions, turning the commitment to the people into practical work, right after the Congress.
Expectations for the new term
According to the political report, the general goal of the province is : Building Quang Ninh into a rich, civilized, modern, and happy province; striving to become a centrally-run city by 2030, and a large urban area of regional and international stature by 2045. The province also clearly identified strategic breakthroughs, including: Rapid and sustainable development based on three pillars of green transformation, digital transformation, and innovation; building Quang Ninh into a center of processing and manufacturing industry, an international tourism center, strongly developing the marine economy, border gate economy, night-time economy, and cultural industry. These orientations have fueled confidence and aspirations among all classes of people.
Based on that goal, people in all regions of the province are extremely excited. In Na Nhai village, quite far from the center of Binh Lieu commune , the atmosphere towards the Congress is also very exciting. People expect the province to continue to support their livelihoods (loans, training, product consumption...) to develop livestock and crop farming, and escape poverty sustainably. Secretary of the Na Nhai village Party Cell, Choong Thi Hoa, affirmed that she will work with the collective to convey the spirit and results of the Congress to the people, to join hands to turn the goals into reality.
Closely following the Congress's developments over the past two days, Chairman of the Hai Ha Fisheries Union Le Quy Trong expressed : With the province setting the goal of developing the marine economy, I believe that fisheries infrastructure will be invested in a systematic manner, helping fishermen feel secure in going out to sea, both getting rich and protecting national sovereignty.
In the highlands, ethnic minorities also have high expectations. Mr. Be Van Ly, a Tay ethnic in Tien Yen commune, confided: The province clearly determined that it will continue to invest in infrastructure, schools, healthcare, and production in the mountains. We believe that no one will be left behind, all ethnic groups are equal and develop together.
Young people see the province's orientations as opportunities to assert themselves. Ms. Dao Ngoc Dung (Hong Gai ward) shared: The congress also set the goal of putting Quang Ninh into the top 10 localities in the country in education, modern healthcare, and training high-quality human resources. This helps us see clearly the path to strive for. It is also the motivation for young people to strive to study, be creative, and start a business.
Chairman of the Provincial Young Entrepreneurs Association Khuc Dinh Phuong said: In the past term, Quang Ninh continued to be the leading locality in the country in improving the investment environment, as evidenced by the PCI and PAR Index indexes in the highest group in the country for many years. With the orientation of developing processing and manufacturing industry, clean and smart agriculture, 3-5 star OCOP products and diverse tourism, we believe that the investment environment in the province will become increasingly favorable, opening up opportunities for cooperation, especially international connections. The valuable thing is that the provincial leaders always pay attention to and closely accompany the business community, including the private economy - an important driving force of the economy. Young entrepreneurs hope that in the next term, the province will continue to have stronger incentive and support policies, in line with the Central's orientation on private economic development, creating a foundation for the business community to promote aspirations, creativity, and contribute more to the sustainable development of Quang Ninh.
“In recent times, Quang Ninh has issued many appropriate tourism stimulus resolutions, demonstrating the province's great sharing with tourism businesses to overcome difficulties. At the Congress, I saw the goal of making Quang Ninh one of the international tourism centers mentioned, so those of us working in tourism are very happy and excited. This is also the motivation and pressure for tourism and service businesses to come up with plans and at the same time make efforts with the province to achieve the goal" - Mr. Tran Van Hong, Head of the Ha Long Tourist Boat Association, shared.
Not only stopping at belief, the people also showed their determination to accompany the province. From deep mines, bustling ports, to highland classrooms, everywhere echoed the spirit of "Party's will meets people's heart". Everyone joined hands to build and bring the Congress Resolution into life, realizing the aspiration to make Quang Ninh a dynamic, creative and modern developing locality.
A new spirit has been aroused with expectations and trust in the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development", along with the tradition of "Discipline - Unity" of the heroic mining land. Quang Ninh will build a rich, civilized, modern, happy province , worthy of being one of the dynamic, comprehensive development centers of the North and the whole country, together with the whole country entering a new era of development, an era of national growth. Realizing the goal of building Quang Ninh rich, civilized, modern, happy, becoming a city directly under the Central Government before 2030. And that is also the strong determination, the burning aspiration of more than 1.3 million cadres, party members, and people of Quang Ninh province.
