Resolution No. 72 NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, issued by the Politburo on September 9, is of special importance, continuing to demonstrate the Party's deep concern for the health of each citizen.

One of the important highlights of Resolution 72-NQ/TW is to shift the focus from “treatment” to “prevention”, taking preventive medicine and primary health care as the foundation and people will have access to quality health services, comprehensive health management right at the commune health station. This guiding viewpoint of the resolution is completely consistent with current reality, when non-communicable diseases such as cancer, cardiovascular disease, diabetes, hypertension... tend to increase.

In particular, Resolution 72 - NQ/TW sets a target that from 2026, people will receive regular health check-ups or free screening at least once a year. This is a humane and practical goal, contributing significantly to social security, because "prevention is more important than cure". A country that wants to develop needs healthy and happy citizens.

Resolution 72 - NQ/TW also sets the target that by 2030, people will be exempted from basic hospital fees according to health insurance benefits according to the roadmap. If implemented effectively, this policy will reduce the burden on patients, especially those from poor families. It can be said that this is a goal that touches the hearts of millions of people, is rich in humanity and concretizes the viewpoint of "people benefiting" on the basis of stability and sustainable development of the country.

The two major goals mentioned above in Resolution 72-NQ/TW demonstrate the Party and State's vision in the new era, helping people avoid falling into poverty due to illness, while not leaving anyone behind in the development process.

I believe that with strong innovation in management thinking, improving the capacity of the health system, especially preventive medicine and primary health care, along with promoting the strengths of traditional medicine, developing quality and synchronous health human resources, will bring about better results. Thereby, contributing significantly to building a rich and civilized country in the new era.

The goals of the resolution are a major step forward for social security.

Resolution 72-NQ/TW of the Politburo was issued in a special context, when our country is synchronously implementing 4 pillar resolutions including: Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW on international integration; Resolution 66-NQ/TW on innovation in law-making and enforcement, meeting the requirements of national development in the new era; Resolution 68-NQ/TW on private economic development.

Recently, the Politburo also issued Resolution No. 71-NQ/TW on breakthroughs in education and training development, which identified this as a breakthrough field, creating a foundation for improving people's knowledge, training human resources, and nurturing talents.

In this context, Resolution 72 - NQ/TW and the resolutions issued by the Politburo complement and closely interact with each other to complete the "triangle" of pillars of the Vietnamese people: learning, health and institutions. This is a rare convergence, affirming the Party's comprehensive vision of economic development, improving and perfecting institutions, focusing on health and education, all revolving around a central axis: the people.

The goals, tasks and solutions set out in Resolution 72 - NQ/TW are similar to the action roadmap to concretize the Party's long-term guiding views on people's health care. People strongly agree with and expect to implement the goals, tasks and solutions set out. In particular, people are most interested in implementing 3 goals: from 2026, periodic health check-ups or free screenings will be organized for people at least once a year, by 2030, basic hospital fees will be exempted within the scope of health insurance benefits and the scope of health insurance benefits will be expanded.

The above objectives are a big step forward in social security, demonstrating the spirit of “taking people as the center”. To successfully implement these 3 important objectives, it is necessary to first ensure the sustainability of the health insurance fund - the common “wallet” for implementing the policy.

At the same time, it is necessary to have a reasonable roadmap, prioritizing vulnerable groups, avoiding cutting benefits according to household registration or administrative boundaries; reforming insurance payment methods, overcoming shortcomings in quotas and bidding for drugs and medical supplies... to help policies come into life.

In particular, to implement the adjustment of the scope of health insurance benefits in sync with digital transformation and life-cycle health management as proposed in the resolution, it is necessary to follow a cautious roadmap and ensure implementation conditions. First of all, it is necessary to prioritize a number of target groups such as people at risk of incurable diseases, chronic diseases, cancer; focus on preventive medicine, community rehabilitation, and mental health care. Along with that, issuing a list of basic health services by age group and risk is a mandatory requirement to avoid overload and ensure resource balance; standardizing the appraisal process and digital payment on the electronic health record platform...

Improving the treatment regime for grassroots health workers as well as increasing investment in this health level is a core task. This is the level closest to the people, providing primary health care for the people, but has not received due attention for a long time, leading to overload at upper-level hospitals. Therefore, it is necessary to prioritize budget and superior mechanisms for grassroots health workers, especially in difficult areas. The target by 2030, each commune health station has 4-5 doctors is a specific target that needs to be resolutely implemented.

In addition to increasing income and allowances for grassroots health workers, it is necessary to deploy family doctor models, digital health stations and pay due attention to preventive medicine - a "shield" to prevent diseases, reduce cost burden and protect public health.

Innovation and action, putting people at the center of health activities

Resolution 72-NQ/TW of the Politburo has strategic and long-term significance and is a resolution of innovation and action. The resolution addresses many new and important issues of great influence, creating breakthroughs in protecting, caring for and improving people's health to complete the set strategic goals.

The Resolution identifies 5 viewpoints, 5 specific target groups until 2030, vision to 2045 and 6 groups of tasks, breakthrough solutions as well as responsibilities in implementation. In which, the second viewpoint “people are the central subject, given the highest priority in building and implementing policies to strengthen protection, care and improve physical health…” is completely correct and necessary.

With this perspective, in all health activities, people are at the center, not only as beneficiaries but also as partners in the health care process. Putting people at the top priority means that the health system must ensure equitable access, quality services, and reasonable costs; at the same time, focus on disease prevention and physical improvement, not just on treatment.

The resolution has set out many practical goals for the people. In particular, the goal from 2026, to conduct periodic health check-ups or free screening at least once a year is the right policy, demonstrating the vision of disease prevention rather than cure. But at the same time, it also poses a huge challenge in terms of resources, especially when having to take care of nearly 100 million people. That requires careful preparation right now, from budget, facilities to human resources to flexible and creative organization (application of technology, mobile organization by location...).

People are very excited and have high expectations for Resolution 72-NQ/TW. However, the most important thing is that the implementation must be substantial, brought into life, bringing convenience, transparency and fairness in health care for all people.
