
In his closing speech, National Assembly Chairman Tran Thanh Man emphasized that the upcoming 10th session of the 15th National Assembly has a huge amount of work and is of special significance, not only considering the regular year-end contents, but also summarizing the work of the entire term; at the same time, passing many important decisions that provide orientation for the new period. The upcoming 10th session is the last session of the term, and is especially important.
The National Assembly Chairman requested that agencies promptly absorb all the opinions agreed upon at the 49th session of the National Assembly Standing Committee; complete reports to ensure quality to serve the 10th session. Regarding draft laws, the National Assembly Chairman requested that they focus on completing and revising to ensure strict, scientific and feasible regulations; 21 draft laws, after the National Assembly Standing Committee gives its opinions, will be submitted for comments at the conference of full-time National Assembly deputies.

It is expected that at the 10th session, the National Assembly will consider and pass nearly 50 draft laws and resolutions, including many important resolutions to promptly institutionalize the Central Government's new policies on education, health care, and international integration. "This is the largest legislative workload since the beginning of the term, far exceeding that of the 9th session." Along with that, it will consider the summary report of 5 years of implementing national target plans and programs; approve investment policies for important programs; and simultaneously carry out personnel work, supervision, and people's petitions.
In preparation for the session, at the October session, the National Assembly Standing Committee still needs to consider 16 draft laws and 3 draft resolutions (these are projects that have a full political and legal basis and have been included in the session's agenda). In addition, reserve time to consider 10 draft laws and 2 resolutions that the Government is proposing to add to the session. The National Assembly Chairman requested the Government and relevant agencies to closely follow the agenda, coordinate closely, and proactively send documents early, even when they are being drafted, so that the National Assembly agencies have a basis for research right from the beginning; at the same time, promptly complete and send official documents to members of the National Assembly Standing Committee.
The 10th session will also have important changes in the organization method (no dividing the session into two sessions, no mid-session break; content groups in the same or related fields will be arranged for presentation and discussion; further shortening the time for presenting reports and proposals...).
The National Assembly Chairman especially noted the need to proactively advise and prepare early to submit to the National Assembly for consideration the contents within its authority, promptly and fully absorb the Central's instructions to complete the socio-economic contents to submit to the National Assembly Standing Committee for comments before submitting to the National Assembly.
The preparation time for the session is still very short, and the October meeting of the National Assembly Standing Committee will also last until right before the opening of the session. The National Assembly Chairman requested that agencies make the most of every day and every hour, be urgent in the final stage but absolutely not do it in a perfunctory manner; ensure that the submitted documents are complete, rigorous, and thoroughly examined.
