The National Assembly opened and decided on personnel on the first day of the session.

Before the opening ceremony, leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths, visited President Ho Chi Minh's Mausoleum, and commemorated heroic martyrs at Bac Son Memorial.

At 8:00 a.m., the National Assembly held a preparatory session. The deputies listened to the speech of the National Assembly Chairman Vuong Dinh Hue; and listened to the report of the Standing Committee of the National Assembly, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong on the reception, explanation, and revision of the proposed agenda for the 5th session.

The National Assembly then discussed and voted to approve the session agenda.

After the opening speech by National Assembly Chairman Vuong Dinh Hue, Prime Minister Pham Minh Chinh presented a supplementary assessment report on the results of the implementation of the socio-economic development plan and the State budget in 2022; the implementation of the socio-economic development plan and the State budget in the first months of 2023.

On the first day of the session, the National Assembly will also consider and decide on personnel work.

The National Assembly will consider, discuss, comment, and vote on the proposal of the National Assembly Standing Committee on the dismissal, removal from office, and removal from office of personnel elected by the National Assembly, and conduct the process of electing members of the National Assembly Standing Committee and Chairman of the National Assembly's Finance and Budget Committee.

Regarding the case of Chairman of the National Assembly's Finance and Budget Committee Nguyen Phu Cuong, the Party Central Committee voted and agreed to let Mr. Nguyen Phu Cuong cease to hold the position of member of the 13th Party Central Committee.

On May 16, Mr. Nguyen Phu Cuong submitted a request to resign from his duties as a National Assembly deputy and from the position elected by the 15th National Assembly.

At the same time, the National Assembly will consider proposals to approve the appointment and dismissal of the position of Minister of Natural Resources and Environment according to regulations.

Regarding the law-making work, the National Assembly will consider and pass 8 draft laws and 3 draft resolutions, including: Law on Consumer Rights Protection (amended); Law on Bidding (amended); Law on Prices (amended); Law on Electronic Transactions (amended); Law on Cooperatives (amended); Law on Civil Defense; Law on amending and supplementing a number of articles of the Law on Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; Resolution on the Law and Ordinance Making Program in 2024, adjusting the Law and Ordinance Making Program in 2023; Resolution amending and supplementing Resolution No. 85/2014/QH13 dated November 28, 2014 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils; Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

The National Assembly will review and comment on nine draft laws, including: Land Law (amended) (second opinion); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Citizen Identification Law (amended); Law on Credit Institutions (amended); Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Regarding the work of supervision, review and decision on important national issues, the National Assembly reviewed reports on additional assessments of the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023; approved the 2021 state budget settlement; reviewed the Report on thrift practice and anti-wastefulness in 2022.

The National Assembly exercises supreme supervision over the mobilization, management and use of resources for Covid-19 prevention and control; and the implementation of policies and laws on grassroots healthcare and preventive medicine.

The National Assembly also considered and approved Resolutions on the Supervision Program and the establishment of the National Assembly's Thematic Supervision Delegation in 2024; considered and decided on adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province.

The National Assembly considered and decided on the investment policy for the traffic project from National Highway 27C to Provincial Road DT.707 in Khanh Hoa province, connecting with Lam Dong and Ninh Thuan.

The National Assembly also considered and decided on the continued allocation of medium-term public investment capital and capital of the Socio-Economic Recovery and Development Program; considered and decided on the adjustment and addition of charter capital for the Vietnam Bank for Agriculture and Rural Development.

At the meeting, the Central Committee of the Vietnam Fatherland Front reported on the synthesis of opinions and recommendations of voters and people.
