Resolutely clear bottlenecks and disburse public investment capital

Continuing the 10th Session Program, on the morning of October 21, National Assembly deputies discussed in groups the results of the implementation of the socio-economic development plan for 2025 and the planned plan for 2026. Delegates analyzed the achievements in the past time in many aspects as well as the opportunities, advantages, difficulties and challenges, and proposed solutions to achieve growth targets.

Most of the delegates' opinions said that to realize the aspiration of "reaching out to the ocean", Vietnam needs to continue to innovate its thinking, perfect its institutions, promote domestic resources, while controlling risks, strengthening its social security foundation and creating a sustainable development environment.

Most delegates expressed their agreement and appreciation for the Government's report, considering it a comprehensive summary, vividly reflecting the vitality of the Vietnamese economy after a period of overcoming many global fluctuations.

“I am very impressed with the Prime Minister 's report – a comprehensive and complete report, clearly demonstrating the great aspirations of the country in the new development stage,” said delegate Ta Dinh Thi (Hanoi).

Delegate Nguyen Thi Lan (Hanoi) said: The report on the results of socio-economic development in 2025, the 2021-2025 period and the planned socio-economic development plan for 2026 reflected a positive general picture of the country after 5 years, as well as agreed with the results stated in the report.

Delegate Nguyen Anh Tri (Hanoi) expressed his impression of the Prime Minister's report presented to the National Assembly as "emotional", full of responsibility and enthusiasm. He said he was impressed with the assessment of high economic growth, achieving the set targets, associated with maintaining macroeconomic stability; controlling inflation well; ensuring major balances of the economy. "This is a very difficult task that we have done," said delegate Nguyen Anh Tri.

Discussing the country's development goals for the new period, many delegates expressed their satisfaction with the Prime Minister's statement that the Government will have breakthrough mechanisms and policies to effectively exploit marine space, underground space and outer space, "reaching out to the ocean, going deep into the earth, flying high into space"; believing that this is a goal with strategic vision and strong development aspirations of the country.

According to delegate Ta Dinh Thi, as reported by the Government, Vietnam's economy is resilient enough to maintain a growth rate among the highest in the world. In particular, the marine economy has emerged as a key driving force, opening up new development space, as coastal infrastructure has developed strongly with more than 1,700 km of coastal roads completed, far exceeding the set plan. International seaport systems such as Lach Huyen, Cai Mep - Thi Vai have been upgraded, connecting with strategic logistics routes. Sea trade and exports have grown at a record pace with a trade turnover of about 900 billion USD, putting Vietnam in the top 20 in the world in terms of import and export turnover. Sea tourism has recovered impressively, it is expected that in 2025, Vietnam will welcome 22-23 million international visitors, demonstrating the resilience and attraction of seas and islands.

With this result, 15/15 socio-economic targets were achieved and exceeded the plan; GDP growth rate was adjusted to 8%, higher than the initial target of 6.5-7%.

In addition to positive results, many delegates pointed out the limitations and challenges that are hindering sustainable development, requiring the Government to have more drastic and synchronous solutions in the coming time. Although considered an important driving force, the progress of disbursement of public investment capital is still slow. As of mid-October 2025, the whole country has only reached about 50%, lower than expected. Many delegates emphasized that disbursement of public investment capital is not only about budget spending, but also about jobs and livelihoods of the people...

“By September, the disbursement nationwide was still only at about 50%. The story of disbursing the remaining public investment capital is a challenge; a very big problem, requiring capacity, knowledge, and qualifications. Besides, there is great determination and responsibility for programs, projects, units and for the country. I know that the Prime Minister is very upset and the Government is also very determined to do it; I hope all departments, branches, organizations, ministries, agencies and localities will focus on doing a good job of disbursing public investment capital”, said delegate Nguyen Anh Tri.

Many opinions also expressed concern about the rapid increase in real estate prices, especially in the apartment segment, causing great pressure on middle-income earners; meanwhile, the gold market fluctuated strongly.

Believing that the real estate market and the gold market are important "measures" of the economy, reflecting the trends, health and stability of the economy and society, delegate Nguyen Lam Thanh (Thai Nguyen) suggested that the Government should have stronger measures in control and management, both to ensure the gold market operates according to the law of supply and demand, and to keep the real estate market developing healthily. According to the delegate, good management is not about tightening buying and selling transactions, but the State needs to create a transparent and stable environment for the market to operate naturally and in the right direction.

In addition, some delegates warned that the problem of counterfeit and poor quality goods is becoming more and more complicated. According to delegate Nguyen Thi Thuy (Thai Nguyen), in October, the authorities discovered many serious cases such as fake Lavie mineral water, or the production of more than 3 million fake fire extinguishers from 2018 to now, which have been supplied to many localities, and have just been discovered and prosecuted by the authorities. Delegate Nguyen Thi Thuy emphasized that voters and National Assembly delegates are very concerned about this issue because it is directly related to the lives, safety and property of the people.

Delegates also paid special attention to the situation of high-tech crimes and online fraud. Delegate Ha Sy Dong (Quang Tri delegation) emphasized that this is a "very painful social issue today", "causing great damage to the property and reputation of the country" and suggested that the Government strengthen its management capacity in preventing and combating high-tech crimes, closely coordinate between the police, border guards, and foreign affairs in fighting, investigating, and strictly handling transnational fraud rings.

Emphasizing the increasingly evident impacts of climate change, with the recent two storms No. 10 and 11 causing heavy damage in a number of localities, many delegates suggested considering natural disaster prevention and control as a priority direction in the national development strategy, while investing in modernizing the disaster warning and monitoring system...

Emphasizing that the transition to a two-tier local government model is a major turning point, some delegates suggested that careful preparation in terms of human resources, facilities and appropriate decentralization mechanisms is needed.

Acknowledging the profound opinions of National Assembly deputies, especially the recommendations on decentralization, delegation of power, and operation of the two-level local government model in special areas such as mountainous areas, National Assembly Chairman Tran Thanh Man stated that the Politburo and the Secretariat have held many meetings, even weekly meetings, to direct the Government Party Committee, the National Assembly Party Committee, and relevant ministries and branches to resolve and remove difficulties.

According to the National Assembly Chairman, in reality, in the initial phase of implementing the new model, the division of functions and tasks between levels in a number of fields is still overlapping and not synchronous, along with a number of shortcomings in terms of facilities, geographical distance, information technology infrastructure, and guidance documents that are still inconsistent or have not been issued fully and promptly. "Regarding these issues, comrades, rest assured that the Politburo has directed the National Assembly Party Committee and the Government Party Committee to continue reviewing and adjusting, and any content that the law stipulates must have a decree or circular to guide, creating favorable conditions for local authorities to operate effectively," the National Assembly Chairman emphasized.

According to Minister of Home Affairs Pham Thi Thanh Tra, overall, the two-level local government after the reorganization is operating well, without any interruption or breakdown. Connection, synchronization, and unity from the central to the grassroots level are ensured. Many localities have good and creative ways of doing things, helping to improve the operational efficiency of the apparatus after the reorganization.

Believing that the concerns of the delegates were completely justified, the Minister of Home Affairs also said that the level of decentralization from the central to local levels reached about 56%. This figure is still low compared to practical requirements and needs to be further adjusted so that localities can make decisions and take more substantial responsibility.

According to the Minister, the current key task is to complete the entire institutional system for operating two-level local governments, with priority given to completing the criteria for classifying administrative units and urban standards. Ministries and branches are urgently reviewing the entire mechanism and policies on salaries, allowances and social security to be consistent with the classification of administrative units.
