Before, during and after the Lunar New Year, the situation of smuggling goods across the border and trade fraud has become complicated, showing signs of increasing with many tricks to bring goods into the domestic market for consumption. Therefore, the functional branches of the province have developed plans and arranged forces to effectively implement the work of preventing and combating smuggling and trade fraud, contributing to stabilizing the market and ensuring the rights of consumers.

Resolutely preventing smuggling, illegal transportation of goods, trade fraud and counterfeit goods on land borders during Tet, the Provincial Border Guard Command has directed units to proactively develop specialized programs and plans to strengthen strict control of the entire land and sea border. In particular, focusing on key items such as: Drugs, fireworks of all kinds, cigarettes, food, cosmetics, consumer goods, poultry and poultry products, mobile phones...; strengthening coordination, exchange and sharing of information to arrest and strictly handle cases of smuggling and illegal transportation of goods across the border. In 2024, the Border Guard force took the lead in arresting and handling 97 cases/104 subjects, with the value of seized goods reaching 4.9 billion VND, an increase of 42.6% in the number of cases and 69% in value compared to 2023; 20 criminal cases/29 subjects were handled, an increase of 42.9% in the number of cases, an increase of 26.1% in the number of subjects compared to 2023; 79 administrative cases were handled, with an administrative fine of 1.8 billion VND.

The provincial Customs force also strengthened the control of goods based on the analysis and forecast of the smuggling situation before, during and after Tet, to propose specific goals and solutions to deploy to units and local management facilities in localities. In particular, focusing on 8 groups of work and 49 specific tasks with the goal of "Managing the area, controlling the situation, restraining subjects; resolutely not allowing hot spots of smuggling, trade fraud and illegal transportation of goods to arise within the customs operation area"; issuing many documents directing grassroots units to strengthen control, fight against smuggling and illegal transportation of electronic cigarettes, heated tobacco, gold, currency, electronic telecommunications equipment, mobile phones, lobster breeds, pigs, pharmaceuticals, cosmetics, functional foods, medicinal herbs, animals, animal products, livestock breeds, aquatic products; goods in transit, independent transportation...; Promote the exchange of diplomatic notes for cooperation with Nanning Customs - China in the fight against smuggling, trade fraud, and illegal transportation of goods and drugs across the border.

Mr. Pham Van Minh, Deputy Head of Mong Cai Border Gate Customs Branch, said: To resolutely prevent smuggling and illegal transportation of goods during Tet, the unit has developed a plan, organized the fight, arrested and strictly handled cases of smuggling and illegal transportation of prohibited goods, counterfeit goods, fake goods, poor quality goods, goods that affect security, order and social safety through the management area; strengthened strict control of imported, port-transferred, temporarily imported, re-exported and transit shipments, especially consumer goods and essential goods to serve the increased demand before, during and after Tet. At the same time, strictly implemented the control of goods and synchronously applied professional measures, strengthened coordination with functional forces to promptly detect, arrest and strictly handle acts of smuggling and illegal transportation of goods across the border within the management area.

In particular, to effectively control the market and prevent the formation of "hot spots" of smuggling, trade fraud, and counterfeit goods, the Provincial Steering Committee 389 has deployed professional measures, grasped the situation, identified key areas and subjects to proactively develop specialized plans, patrol and control, establish specialized projects to organize the fight, hit complex networks, gangs, and handle violations. In 2024, the functional forces of the Quang Ninh Provincial Steering Committee 389 detected, arrested, and handled 3,587 cases of smuggling, trade fraud, and counterfeit goods; the value of the violated goods was 34.63 billion VND, an increase of 19% in the number of cases and 57% in value. 3,522 administrative violations were handled, an increase of 4% in the number of cases handled; and fines of over 385 billion VND were imposed.

The Provincial Steering Committee 389 has developed a plan and deployed tasks to members of the Steering Committee to strengthen control, prevent the formation of hot spots and groups transporting goods inland before, during and after the Lunar New Year 2025; proactively develop and effectively implement plans to combat smuggling, trade fraud and counterfeit goods in 2025, ensuring that it is commensurate with the situation, associated with the responsibilities of heads and heads of units; pay attention to directing the implementation of information collection, grasp the situation of the area and key subjects. At the same time, forecast, warn, prevent early, from afar and strengthen inspection, control, promptly detect, arrest and strictly handle acts of smuggling, illegal transportation of goods, unreasonable price increases, causing market instability; Strengthening control of e-commerce business activities, business on digital platforms... Thereby, contributing to maintaining a safe area, stabilizing the market, promoting production and business activities, increasing budget revenue, ensuring security and order, protecting sovereignty , national interests, rights and legitimate interests of people and businesses.
