Determined to reach the budget revenue target of over 57,300 billion VND

Along with the whole country, Quang Ninh is highly determined, making great efforts, mobilizing the strength of the entire political system, people, and business community to realize the growth target set for 2025 of over 14% - the highest level ever.

In 2025, Quang Ninh set a target of state budget revenue of VND 57,303 billion, an increase of about 10% compared to 2024. To achieve the set goals, the province has promptly issued resolutions on socio -economic development in 2025, in which the Provincial Party Executive Committee issued Resolution No. 31-NQ/TU on directions and tasks in 2025, with the working theme identified as "Breakthrough in economic development, creating momentum for the new term"; The 14th Provincial People's Council issued Resolution No. 237/NQ-HDND on directions and tasks in 2025 with many high and breakthrough goals and targets.

Since the beginning of the year, although the world and regional economic and political situation has been complicated and unpredictable, the domestic context has had many favorable and difficult factors intertwined, but with the close management and direction of the province, along with the efforts of departments, branches, localities, and the business community, the province's socio-economic development has been maintained stably, closely following the growth scenario target set.

Particularly in August, many works and projects were started and inaugurated by the province to celebrate the August Revolution and National Day September 2. In particular, Quang Ninh was honored and proud to have 3 works contributing to the important event to celebrate the National Day, including: Ha Rang underground mining extension project of Vietnam National Coal - Mineral Industries Group; Social housing project of Ngan Ban hill residential area in Ha Long and Ha Lam wards of the consortium of Global Financial Investment Consulting Joint Stock Company and Hanoi Housing Investment and Development Joint Stock Company No. 6; Factory for manufacturing speakers, headphones and smart electronic devices of Tonly Electronics Industries (HK) Limited in Dong Mai Industrial Park.

In addition to the 3 projects selected by the Central Government to start construction and inaugurate, Quang Ninh province also selected dozens of projects and works that are eligible to be put into use, operated, exploited and started construction, and launched to organize ribbon cutting to celebrate National Day September 2. Thereby, creating momentum to promote Quang Ninh's socio-economic development to develop further in the last months of 2025 and the following years.

Thanks to the flexible, creative leadership and direction, timely removal of difficulties and obstacles for people and businesses, the province's socio-economic situation continued to have a stable growth rate in the first 8 months. The total state budget revenue in the first 8 months is estimated at 47,093 billion VND, equal to 111% of the 9-month scenario, 85% of the Central's annual estimate, 82% of the provincial's annual estimate, up 26% over the same period. Of which, revenue from import-export activities is estimated at 11,600 billion VND, equal to 88% of the 9-month scenario; Domestic revenue is estimated at 35,476 billion VND, equal to 121% of the 9-month scenario, 94% of the Central's annual estimate, 90% of the provincial's annual estimate, up 44% over the same period. There are 13/16 revenue items that have achieved an average collection rate of 8 months, including large revenue items such as: Revenue from the enterprise sector managed by the Central Government; revenue from enterprises with foreign investment capital; personal income tax; fees and charges; revenue from granting rights to exploit minerals, airspace, and sea areas; land use fees; land rental fees...

Thus, from now until the end of the year, to achieve the budget revenue target of 57,303 billion VND, Quang Ninh still has about 10,210 billion VND to collect. This is not too much pressure but also requires the province and departments, branches and localities to continue to be more determined, because the economic situation at the end of the year also faces challenges from international policy fluctuations, as well as the impact of new mechanisms and policies...

Quang Ninh's socio-economic situation in the first 8 months of 2025 achieved many positive results in most areas. To complete the set targets for the whole year, Quang Ninh is determined to maintain growth momentum, focusing on renewing traditional growth drivers, promoting new growth drivers, thereby actively contributing to the implementation of the country's GDP growth target of 8.3-8.5% in 2025 as set by the Government.
