Great Unity - The Source of All Victory

Solidarity is an extremely precious tradition of the Vietnamese people, forged over thousands of years of history. It is also a strategic line, a source of strength, a main driving force of the Vietnamese revolution, creating glorious victories from the period of fighting for national independence to the cause of renovation, building and defending the Fatherland. Looking at the determination to overcome challenges, along with the breakthrough achievements of the Party Committee, government and people of Quang Ninh province, it is further affirmed that the tradition of great solidarity is embellished, the source of all victories.

The power to overcome pandemics and natural disasters

In January 2020, the World Health Organization (WHO) officially announced information about the situation of pneumonia of unknown cause in China. In a very short time after that, Covid-19 broke out into a global pandemic, becoming a serious threat requiring drastic response solutions, with many resources being mobilized to the maximum. In Quang Ninh, the entire political system from the province to the grassroots level has promoted the spirit of solidarity and unity following the direction of the central government and proactively applied the grassroots practices, resolutely implementing solutions to strictly control the epidemic situation in the area. In particular, Directive No. 18-CT/TU (dated October 18, 2021) of the Provincial Party Committee Standing Committee "On strengthening leadership and direction in implementing the Overall Strategy for safe and flexible adaptation, effective control of the Covid-19 epidemic and socio-economic stability, maintaining double-digit growth momentum in Quang Ninh province" urgently came into life. The resolute goal is to both ensure social security and order, and flexibly adapt to achieve socio-economic development goals in new conditions.

The Party's will and the people's hearts blend together. During the pandemic with countless difficulties, the whole province unanimously implemented that each commune, ward and town is a "fortress", each citizen is a "soldier", a subject of epidemic prevention and control. From the direction of the Provincial Party Committee, the Provincial People's Committee joined the propaganda and mobilization of the Fatherland Front and the provincial socio-political organizations, community Covid-19 prevention and control teams were established throughout residential areas, performing well the coordination work to control all population movements, temporary residence, temporary absence, promptly detecting cases returning from high-risk areas. Especially, ensuring that all citizens declare their health honestly and get vaccinated according to instructions; Preventing people from evading quarantine, illegal immigrants and illegal immigrants, illegal residents and temporary residents in the area... The people's self-awareness and sense of responsibility for the community, combined with the correct and timely policies of the Party Committee and government, and the tireless sense of responsibility of the medical force, police, and army, all have combined to create great strength for Quang Ninh to repel the pandemic, adapt safely, and recover growth quickly.

Once again affirming the tradition of solidarity that always shines, is the story of Quang Ninh resiliently overcoming the fierce devastation of Typhoon Yagi, which directly hit the province in September 2024. The province has been proactive in preparing for the storm according to the motto "3 before, 4 on-site", from afar, early, from the grassroots. Forecast information on the storm's developments is constantly updated, warnings of the risk of damage are regularly conveyed to the entire population, not to be subjective in the face of unusual natural disasters.

When the storm had passed, the inter-sectoral working groups continuously spread out to every alley, knocking on every door, spreading the policies to overcome the damage after the storm quickly into people's lives; consolidating trust and high consensus among the people. The province-wide campaigns on general environmental sanitation, cleaning the sea, recovering damaged forests, overcoming the consequences after the storm... were deployed synchronously and effectively, with the people's approval and active participation. The images of the elderly, children, women, youth union members joining hands to clean up the environment, prepare food to give to police officers, soldiers, electricity workers and environmental sanitation workers... were recorded throughout the province, are beautiful images showing the spirit of solidarity, affection, and joint efforts of the people along with the province's efforts to overcome the consequences after the storm.

Ms. Nguyen Thi Dinh (Da Trang village, Thong Nhat commune) shared: "During the storm 1 year ago, my village experienced a major flood, causing houses to be inundated, many properties damaged, and swept away by the rushing water. At that time, the local Party Committee and government deployed relief and support work very promptly, and the people were safe. After the storm, the whole village united together to overcome the damage and restore life."

Party committees, authorities, departments, branches, Fatherland Front, and organizations have increased forums to listen to public opinion, fully synthesized the people's legitimate proposals and aspirations, and specific damages arising in residential areas. From there, Quang Ninh quickly implemented policies, programs, and social security activities very quickly, without any errors. Typical examples include mechanisms to partially support the cost of salvaging production means such as ships and boats sunk by storm Yagi; financial support for cases of collapsed, collapsed, or severely damaged houses; 100% tuition support for preschool children and primary school students; raising the province's social assistance standard to 700,000 VND/month, higher than the central level...

A solid foundation for development

In the 2020-2025 term, in the context of complicated and unpredictable developments in the world and the region, greatly affecting the implementation of the province's political tasks and the people's lives, the Party Committee, government and people of all ethnic groups in the province have promoted the tradition of solidarity, which is a solid foundation to successfully complete the goals and tasks set out in the Resolution of the 15th Provincial Party Congress.

The work of building and rectifying the Party and the political system to be clean and strong in all aspects has achieved many important results; the Party's leadership capacity and fighting strength have been enhanced. The work of inspection, supervision, mass mobilization, internal affairs, anti-corruption, waste and negativity; timely detection and correction of limitations and shortcomings, handling of Party members who violate regulations, contributing to strictly maintaining Party discipline. The models of "4 good Party cells", "4 good grassroots Party organizations", pilot thematic activities of "Party cell 35"... have been effectively implemented, contributing to strengthening the work of building grassroots Party organizations, improving the quality of Party members. The leadership and management capacity of authorities at all levels has been improved. The activities of the Fatherland Front and mass organizations have had many innovations, strongly oriented towards the grassroots, uniting and mobilizing people to well implement the Party's guidelines and policies, the State's laws and policies, and actively participating in the implementation of local political tasks. People's trust in the Party and government increased from 95.6% in 2020 to 96.16% in 2024.

Despite the impact of the prolonged Covid-19 pandemic and the unstable global economic and political situation, in the 5 years (2021-2025), Quang Ninh's economic growth rate has remained high, 1.7 times higher than the national average. The economic scale has increased rapidly, currently reaching nearly 395,000 billion VND, 1.9 times higher than in 2020. The total state budget revenue in the area is always among the top localities in the country; the 2021-2025 period is estimated to reach over 274,000 billion VND, 1.3 times higher than the 2016-2020 period, an increase of 3.1%/year. The Provincial Sustainable Development Index (PSDI) and the Provincial Green Index (PGI) are always among the top localities in the country...

Quang Ninh's cultural and social achievements over the past 5 years have marked important steps in the province's development, thanks to the correct decisions of the Party Committee and the government, along with the spirit of solidarity and consensus of all classes of people. The province completed the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 3 years ahead of schedule, with no more poor or near-poor households according to the province's poverty standards (1.4 times higher than the central poverty standards in terms of income criteria). The province completed the National Target Program on New Rural Construction for the period 2021-2025 2 years early at all 3 levels: province, district and commune. From 2023, Quang Ninh will eliminate 100% of newly-emerged temporary and dilapidated houses in the province, with 1,861 cases receiving support; leading the country in the progress of support for building and repairing houses for people with revolutionary contributions and relatives of martyrs, ensuring that the army's rear work is always complete.

Speaking of the strength of solidarity, it is indispensable to mention the important role of the all-people national defense posture associated with the increasingly solidified people's security posture. Thanks to that, the fight against crime and social evils has been comprehensively strengthened from the province to the grassroots level. With the core force of regular, elite police right from the grassroots level, the province has focused on fighting and suppressing all types of crimes, especially drug, economic, environmental, corruption, position, high-tech crimes; promoting the prevention of social evils, taking the lead in building drug-free grassroots areas. At the same time, resolutely ensuring traffic safety and order, especially among teenagers; strengthening the prevention of natural disasters, fires, epidemics, search and rescue; doing a good job of administrative management of social order, implementing Project 06 of the Government with the motto "resolute, fast, effective"...

People-to-people diplomacy activities have been promoted, making an important contribution to building a peaceful, friendly, stable, cooperative and developed border. In recent years, the province has continued to maintain and effectively implement 9 pairs of border twinning relations; constantly focused on and deepened foreign affairs activities with traditional partners Guangxi, Yunnan, Hainan, Fujian (China), 3 provinces of Northern Laos, Hokkaido province (Japan); promoted the expansion and development of relations with potential partners: Shiga (Japan), Irkurts (Russia), Kalovy Vary (Czech Republic)... Up to now, Quang Ninh has officially established foreign relations with 16 foreign localities, has economic and trade relations with over 70 countries, territories and many regional and international organizations and forums.

New faith and aspirations

The great strength from the tradition of great solidarity has helped the Party Committee, government and people of Quang Ninh to successfully carry out the task of streamlining the organization and operating the local government at two levels from July 1, 2025, ensuring stable, effective, efficient and effective operations. From 171 communes, wards and towns merged into 54 communes, wards and special zones. The commune level has been decentralized and delegated more strongly than before, with over 1,000 tasks transferred from the provincial and district levels. Despite temporary pressures, this model has promoted the grassroots government to change in the direction of innovating its thinking and working methods, towards a streamlined administration, serving the people better, creating a foundation for rapid and sustainable growth.

For many months now, Party committees at all levels in the province have focused on leading and directing the successful completion of many political tasks in various fields, while successfully organizing Party congresses at all levels, towards the 16th Provincial Party Congress and the 14th National Party Congress. Each congress forum is a milestone that recognizes the high determination, tradition of solidarity, efforts to overcome difficulties and achieve many positive results of each locality and base in the whole province in the past term. This includes the political determination of Party committees at all levels; the dynamism and responsibility in the management of the government; the synchronous participation of the entire political system; the spirit of solidarity, self-reliance and strong aspiration of cadres, Party members, armed forces soldiers and people in the province. Each congress is a day of solidarity, a political event of great significance, for the majority of Party members and people to express their belief and aspirations for the new achievements of the province in the process of development with the country.

With the position and strength accumulated after 40 years of renovation, Quang Ninh is entering a new era with many new opportunities and fortunes, which always requires important motivation from the spirit of patriotism, the desire to contribute, the will to be self-reliant, national pride and the great strength of the great national unity bloc. Including the strong solidarity of the Party's will and the people's heart; solidarity between ethnic communities in all regions, between religious and non-religious compatriots, between people of different religions; between Vietnamese people at home and abroad; solidarity between the Vietnamese people and people who love peace and progress in the world.
