Through the implementation of professional measures, on April 25, the Department of Cyber Security and High-Tech Crime Prevention (Quang Ninh Provincial Police) presided over and coordinated with Uong Bi City Police to conduct an inspection and discovered in the handbag of an elderly person (born in 1991) in Yen Thanh Ward, Uong Bi City, a number of health certificates with a red seal from Quang Ninh Provincial General Hospital.

NCT admitted that these were fake health certificates. When he saw on social networks that many people needed to find jobs in industrial zones, NCT and NVT (born in 1996) ordered fake health certificates from an unknown person online, then resold them to some people in need to make a profit.

The investigation agency said that the behavior of NCT and NVT is "Forgery of documents of agencies and organizations", regulated in Article 341 of the Penal Code, which can be punished by non-custodial reform for up to 3 years or imprisonment for up to 7 years.

Through this incident, people need to be extremely vigilant with posts and comments on social networks, and absolutely do not buy, sell, or forge documents, diplomas, or certificates contrary to the provisions of the law.
