The art program is directed by the Provincial Party Committee, People's Council, and People's Committee in terms of content, and directed by the Department of Culture, Sports and Tourism in terms of implementation. The implementing unit is Ham Nghi Joint Stock Company (Hanoi), general director is Hoang Cong Cuong, and general choreographer is People's Artist Huu Tu.
