On the morning of April 2, General Secretary To Lam, Secretary of the Central Military Commission, chaired the 13th Conference of the Central Military Commission for the 2020-2025 term, to review and give opinions on the Project on organizing "lean, compact, and strong" local military forces to meet mission requirements in the new situation.

At the Conference, the Central Military Commission Standing Committee reported on the content of the Project on "lean, compact, strong" local military organization, aiming to implement the resolutions and conclusions of the Central Committee and the Politburo on continuing to arrange and streamline the apparatus of the political system, reorganize administrative units at all levels and build two-level local governments.

According to the report, the Central Military Commission Standing Committee and the Ministry of National Defense have proactively oriented and assigned tasks to research agencies and proposed plans for local military organization when reducing administrative units at the provincial and commune levels and eliminating the district level.

In his concluding remarks at the Conference, General Secretary To Lam, Secretary of the Central Military Commission, noted that the Project on organizing local military "refined, compact, strong" to meet the requirements of tasks in the new situation must be consistent with the Military and Defense Strategies and military and defense policies.

The General Secretary emphasized that it is necessary to ensure that the Army is truly the core force to firmly protect the Fatherland.

Based on the results of implementing the resolutions and conclusions of the Politburo, the General Secretary requested to continue to reorganize local military organizations and Border Guards according to the Party and State's policies, ensuring "streamlining - compactness - strength" effectiveness and efficiency, reducing intermediary contacts, truly being the core in building and implementing the national defense policy, people's war and firmly protecting national border security and sovereignty.

In principle, the General Secretary thoroughly implemented the arrangement according to the general policy of the Party and State; arranged the provincial military commands and provincial border guards according to the merged provinces.

The adjustment process, as required by the General Secretary, must be comprehensive, synchronous, and consistent with the national defense policy, people's war, national defense strategy, and national border protection strategy.

Besides, it is necessary to ensure command and unity in building a solid, interconnected defense zone, maintaining stability; after adjustment, it is necessary to ensure better completion of assigned functions and tasks.

The General Secretary proposed the goal of building a truly revolutionary, disciplined, elite, modern local military organization and provincial Border Guard with a reasonable organizational structure, suitable to the requirements of the task of protecting the Fatherland in the new situation.

According to the General Secretary, this must be the core force in building the all-people national defense posture associated with the people's security posture, building the potential of inter-regional defense, and firmly protecting the Fatherland.

On behalf of the Central Military Commission, General Secretary To Lam assigned the Central Military Commission Standing Committee to absorb the conclusions of the Central Military Commission and direct the completion of the Project to submit to the Politburo for consideration and decision.

After the Politburo approved the Project, the General Secretary requested the development of a Resolution of the Central Military Commission to lead the implementation of the Project; and directed research agencies to adjust and supplement the art of people's war, defense zone operations, and the system of training documents suitable for the new organization and staffing.

In addition, the General Secretary assigned the Central Military Commission Standing Committee to direct research agencies to propose, amend and supplement the system of legal documents related to the military and defense fields; continue to research the organization of the Military Command of communes and wards to suit the scale of commune-level administrative units, local defense and military tasks, and current socio-economic development conditions.
