Students who do not study English still have to pay

Students at Ho Chi Minh City University of Technical Education who have met the foreign language output standards still have to pay for English subjects whether they study or not.

From the 2023 class, Ho Chi Minh City University of Technical Education requires students to register and pay tuition for at least two English communication courses. If they have met the foreign language output standards, students can submit certificates to convert into credits, but tuition fees will not be exempted whether they attend classes or not.

The school's current foreign language output standard is TOEIC 500 or Aptis ESOL A2 or equivalent.

The new regulation has made many students wonder. Thanh Tuyen, a new student majoring in Accounting, thinks that when students have an English certificate equivalent to the output standard, they should be exempted from this course and not have to pay tuition.

"This is like not buying the product but still being charged," Thanh Tuyen wondered.

According to the female student, each person has a different method of learning a foreign language. English should be an elective course so that students can choose according to their needs and learning style.

Nhan, a new student majoring in Electrical and Electronic Engineering, is also concerned that the school does not allow students to choose English courses as before and as many other schools do.

"If you register to study English at a center or with a tutor, you can proactively choose the time, method and form of study. Studying at school is much more restrictive," Nhan said.

Dr. Quach Thanh Hai, Head of Training Department, Ho Chi Minh City University of Technical Education, said that English is a compulsory subject according to the school's project, applied from the 2023 enrollment period.

Depending on the major and training program, this subject is different. However, each student must have at least two English communication subjects, about 4 credits. According to Mr. Hai, the reason is that businesses responded that students can read and write but have poor English communication skills after graduation.

"Since it is a compulsory course, students must register and pay tuition. However, the school creates conditions for students with good English skills to choose whether or not to attend the class," said Dr. Hai.

Regarding tuition fees, Dr. Hai said that the tuition fees for the 2023 course are calculated based on the academic year and include English and National Defense Education courses. Students do not need to pay extra and will not be deducted whether they attend English classes or not.

For students of previous courses, English is an elective course. If students register, they pay according to the number of credits of the course. If they have a certificate equivalent to the output level but still want to study, they will receive a 50% reduction in tuition fees.

Previously, students at the Ho Chi Minh City University of Technical Education were also upset because this year’s tuition fee increased by about 20% compared to last year. The school explained this according to economic and technical standards. Tuition fees in previous years were low because there was no such standard.

Ho Chi Minh City University of Education will enroll 6,500 new students this year.
