Phu Tho Department of Education and Training guides procedures for students transferring schools and re-applying to study

On July 9, the Department of Education and Training of Phu Tho issued Document No. 36 on instructions for transferring schools, re-applying for study, accepting Vietnamese students returning to the country and accepting foreign students for primary, secondary and high school levels.

Accordingly, the Department of Education and Training provides specific guidance on school transfers for primary, secondary and high school levels as follows: Students who change their place of residence with their parents or guardians; Students who have particularly difficult family circumstances or have truly legitimate reasons to transfer schools.

Transferring from a regular high school to a specialized high school (boarding school for ethnic minorities, specialized school, gifted school) is carried out according to the specific regulations of that specialized school.

In case a student studying at a private high school must move his/her residence with his/her parents or guardians to an area with particularly difficult socio -economic conditions where there is no private high school, the Director of the Department of Education and Training shall consider and decide on each specific case.

For other cases, the Director of the Department of Education and Training shall consider and decide.

The school transfer file includes: Application for school transfer signed by the father, mother or guardian; Original school report card; In case of digital school report card, it must be printed and certified by the school. Certificate of admission to the first grade of high school specifying the type of school admitted (public or private); School transfer recommendation letter issued by the Principal of the school where the transfer is made; School transfer recommendation letter issued by the Chairman of the People's Committee of the commune (for primary and secondary school) where the transfer is made (in case of transfer from another commune or ward); Director of the Department of Education and Training (for high school) where the transfer is made (in case of transfer from another province or city).

In addition, information is needed about learning materials at the school, program implementation progress for primary school students, summary table of student training and learning assessment results according to regulations; Individual education plan for students with disabilities (if any).

Regarding the process and procedures for transferring schools, for primary and secondary school students, the father, mother or guardian writes an application, then asks for the opinion of the Principal of the school of destination and the Principal of the school of departure (with the opinion, signature and seal of the school), and the opinion of the People's Committee of the commune or ward, in exceptional cases regarding the time of school transfer according to regulations or transferring from a private school to a public school.

In case of transferring to another school within the same commune or ward, the father, mother or guardian must submit all required documents to the new school. The principal of the new school will receive, check the documents, consider and resolve the matter.

In case of transferring from another commune or ward, the father, mother or guardian must submit all required documents to the People's Committee of the commune or ward where they are going (through the administrative procedure reception and results return department of the People's Committee of the commune or ward). The People's Committee of the commune or ward where they are going will receive, check the documents, consider and introduce the school.

For high school students, the father, mother or guardian writes an application, then asks for the opinion of the Principal of the school of destination and the Principal of the school of departure (with the opinion, signature and seal of the school), and the opinion of the Department of Education and Training, in exceptional cases regarding the time of school transfer according to regulations or transferring from a private school to a public school.

In case of transferring schools within the same province, the father, mother or guardian must submit all required documents to the school of destination. The principal of the school of destination will receive the documents, review and process them.

In case of transferring to another school from another province or city, the father, mother or guardian must submit all required documents to the Department of Education and Training of the destination place (through the one-stop department of the Department of Education and Training at the Public Administration Service Center of Phu Tho province).

Phu Tho Department of Education and Training receives, checks documents, considers and introduces the school.

Transfers are made at the end of the first semester of the school year or during the summer before the start of the new school year.

Exceptions regarding time shall be considered and decided by the Chairman of the People's Committee at the commune level (for primary and secondary schools) or the Director of the Department of Education and Training (for high schools).
