
Mr. Mai Van Phan - Deputy Director of the Department of Land Management (Ministry of Agriculture and Environment) said that the 90-day campaign to clean up land data, from September 1 to November 30, 2025, will review and clean up the land database that has been built over time at 2,342/3,321 commune-level units; at the same time, collect, digitize, and create data for Certificates of land use rights and house ownership rights that have been issued but not yet entered into the database.
According to the guidance of the Ministry of Agriculture and Environment, when updating, adjusting and supplementing information on the cadastral database, localities must simultaneously consolidate the land database of the old provincial administrative units into a unified land database according to the new provincial administrative unit. To date, more than 17 million land plots have been synchronized from 34 provinces and cities to the Central Government.
Regarding the tasks chaired by the Ministry of Public Security , 2/4 of the tasks have been completed so far, with 2 regular tasks remaining within 90 days. Regarding classification, more than 18 million plots of land have been classified for commune-level units; 49 million plots of land have been reviewed, of which more than 15 million plots are guaranteed to be correct, sufficient, clean, and alive to synchronize with the central level.
For the remaining area of residential land and houses with land use right certificates but no database has been established, there are more than 9 million land plots. To date, localities have collected information on more than 5 million plots to update into the common data.
