Lang Son Provincial Department of Finance attended an online conference on guidelines for implementing tasks related to the financial and budgetary sectors when organizing two-level local government at the commune level.

The conference was chaired by Comrade Nguyen Duc Chi, Deputy Minister of Finance, together with leaders of central ministries, branches and leaders of People's Committees of provinces and cities.

After more than 2 months of organizing the 2-level local government, the implementation of financial and budget-related fields for the commune level in some places has encountered some shortcomings, with difficulties and problems such as: the organization model of the commune-level accounting apparatus in some units has not been implemented smoothly, some units have not been able to arrange a chief accountant; the work of arranging and managing public assets..., affecting the operations of the apparatus, the implementation of political tasks, social security, and support for people and businesses.

Speaking at the conference, Deputy Minister of Finance Nguyen Duc Chi acknowledged the comments and emphasized: The conference is an opportunity to identify and resolve difficulties in financial and budgetary work arising in the process of implementing the 2-level local government model, such as: Some communes and wards are slow in decentralizing revenue/expenditure sources; some localities lack personnel and standards for appointment as accountants/chief accountants, so they cannot conduct transactions with the State Treasury, causing delays in paying salaries and benefits to officials. In some localities, there are difficulties in resolving policies for officials affected by the arrangement; the work of arranging, protecting and preserving public assets has not had many positive changes. From there, he requested the specialized agencies of the Ministry to strengthen coordination with ministries, branches and localities to focus on resolving existing problems in the coming week and send officials to provide professional support to localities in each field...

At the Conference, the leaders of the Ministry of Finance provided guidance and answered questions on the implementation of the organization of two-level local government at the commune level, in which the difficulties and problems of Lang Son province were basically the same as those of other localities and were answered right at the Conference./.
