Specifically, add points c1 and c2 after point c, Clause 2, Article 1 as follows: “c1) Poor ethnic minority households; poor Kinh households living in extremely disadvantaged communes and extremely disadvantaged villages in ethnic minority and mountainous areas without houses or houses that are dilapidated or damaged according to Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister approving the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021-2030, phase I: from 2021 to 2025. c2) Poor households and near-poor households according to the multidimensional poverty standard for the period 2022-2025 in 6 poor districts (in addition to the subjects specified in Point c and Point c1, Clause 2 of this Article)”.
Amend and supplement Point a, Clause 1, Article 2 as follows: “a) The subjects specified in Point a, Point b, Point c, Point c1, Point c2, Clause 2, Article 1 of this Resolution have degraded, damaged houses that do not meet the prescribed criteria and have been surveyed and approved by the locality”.
Amend and supplement Article 3 as follows: “Article 3. Support level: 1. Subjects specified in Point a, Point b, Point c2, Clause 2, Article 1: a) Support for new construction: VND 60,000,000/house. b) Support for repair: VND 30,000,000/house”. 2. Subjects specified in Point c, Clause 2, Article 1: a) Additional support for new construction: VND 14,000,000/house. b) Additional support for repair: VND 7,000,000/house. 3. Subjects specified in Point c1, Clause 2, Article 1: Additional support for new construction: VND 16,000,000/house. 4. The support level specified in Clause 1, Clause 2, Clause 3 of this Article is the minimum support level. Encourage agencies, units, localities, organizations and individuals inside and outside the province to support new construction and housing repair at a higher level than the level prescribed in Clause 1, Clause 2 and Clause 3 of this Article.
Amend and supplement Article 4 as follows: “Article 4. Implementation funding from the provincial budget: 170 billion VND; central support source: 10 billion VND; other legally mobilized capital sources”.
The Provincial People's Council assigned the Provincial People's Committee to direct the review and approval of the list according to the 2 groups of subjects added at Point c1, Point c2, Clause 2, Article 1 of this Resolution and provide financial support to ensure the subjects and time according to regulations.
