To ensure traffic order and safety, prevent traffic congestion, and meet the convenient travel needs of people, students, and tourists . Implementing Official Dispatch No. 81/CD-TTg dated August 20, 2024 of the Prime Minister on ensuring traffic order and safety during the National Day holiday on September 2 and the peak month of traffic safety for students going to school; The Provincial Traffic Safety Committee requests the Provincial Police to direct the functional forces of the Provincial Police, the Police of districts, towns, and cities to develop plans and deploy solutions to ensure order and traffic safety. Strengthen patrolling, controlling and strictly handling violations of traffic safety order in the spirit of respecting the law; handle them resolutely and persistently, without forbidden areas or exceptions. Focus on handling violations that are the direct cause of traffic accidents such as violations of alcohol and drug concentration regulations, speeding violations; proactively prevent, stop and strictly handle acts of gathering to disturb public order, illegal racing; resolutely handle and suppress subjects who act against law enforcement officers. Increase the force to regulate, reasonably divide traffic, and guide safe and smooth traffic, especially on routes and areas where traffic is forecast to increase during the National Day holiday.

Continue to effectively implement Plan No. 68/KH-BCA-C08, dated February 16, 2024 of the Ministry of Public Security to implement Directive No. 31/CT-TTg, dated December 21, 2023 of the Prime Minister on "Strengthening the work of ensuring traffic order and safety for school-age children in the new situation"; coordinate with the Ministry of Education and Training to strengthen propaganda and guidance for students on safe traffic participation skills; direct the Traffic Police and Commune Police to strengthen inspection and handling of violations of traffic order and safety in school areas according to their authority; handle violations of the law on traffic order and safety for high school students, combined with handling of the act of handing over vehicles or letting unqualified people drive vehicles (promptly inform the school about cases of violations by students to have appropriate forms of education, reminders and handling).

Directing the improvement of traffic infrastructure safety conditions, especially on main traffic routes, important traffic hubs, key traffic routes, and tourist centers; reviewing areas at high risk of landslides and increasing warnings if necessary; promptly resolving traffic infrastructure incidents; promptly handling newly emerging "black spots" of traffic accidents; reviewing and supplementing signaling systems, strictly implementing the organization and guidance of traffic safety on sections, routes, and construction sites with construction activities; prioritizing roadways for people to travel during the holidays. Coordinate to ensure traffic safety at the entry and exit points of the Eastern Expressway through Thanh Hoa province.

Direct functional units and localities to strengthen inspections to ensure traffic safety on rivers, lakes, dams, river crossings, tourist piers, suspension bridges, and pontoon bridges; resolutely suspend operations of waterway passenger vehicles that violate safety conditions, and strictly prohibit waterway vehicles from operating when the weather and floods are complicated.

The Department of Education and Training and the Provincial Youth Union shall strengthen propaganda, education, and reminding teenagers, pupils, and students to strictly comply with traffic safety laws right from the first days of the new school year 2024 - 2025; direct and guide schools to promote education on knowledge and skills of safe traffic participation for students, strengthen guidance for students to comply with traffic rules when driving electric motorbikes and electric bicycles; direct educational institutions in the province to coordinate with the Parents' Representative Committee to mobilize parents and guardians to instruct on traffic participation skills; remind and educate their children to voluntarily comply with traffic rules, take measures to manage and sign a commitment to comply with traffic safety laws; do not let children drive motorbikes when they are not old enough or do not have a suitable driver's license; strictly prohibit students from driving vehicles without a driver's license or underage. The Department of Information and Communications directs media units and local culture and information departments to increase the time spent promoting compliance with traffic safety laws, causes of traffic accidents and preventive measures; focus on devoting time to propaganda on grassroots radio systems and media in tourist areas; persistently mobilize people to implement "If you drink alcohol or beer - do not drive"; "Do not use the phone while driving"; "Wear a standard helmet when riding a motorbike, scooter, or electric bicycle"; "Wear a seat belt when riding a car"; "Comply with speed regulations".

Strengthen the review and strictly handle the posting of information on social networking platforms that violate regulations on management, posting, and provision of press information that negatively affects the assurance of traffic order and safety. Correct the compliance with traffic laws by reporters and collaborators; strictly handle cases of intervention and impact on the handling of violations by functional forces.

The Department of Health directs medical examination and treatment facilities in the province to ensure conditions, equipment, ensure on-call duty, increase forces and means to best meet the ability to rescue traffic accident victims.

The Provincial Fatherland Front Committee and other member sectors promote the work of mobilizing and propagating traffic safety among cadres, union members and association members; promote responsibility and set an example in complying with traffic safety laws; effectively carry out the campaign "All people participate in ensuring traffic safety and order" with the theme "Respecting the law to build a culture of safe traffic".

Traffic Safety Committees of districts, towns and cities direct functional units to coordinate in inspecting and reviewing to ensure traffic safety for the activities of passenger transport vehicles by road and waterway in the management area; arrange forces to guide and regulate traffic on key routes, central areas of cities, towns, school gates and tourist spots; coordinate in inspecting to ensure safety of suspension bridges, pontoon bridges, and community bridges; wharves and ferry vehicles; rivers, streams, lakes and dams; closely monitor the activities of vehicles carrying passengers across rivers and tourists by waterway.

Direct agencies, sectors, communes, towns, and functional forces to strengthen propaganda and mobilize people and tourists to comply with legal regulations on traffic order and safety; organize propaganda and mobilize families to actively remind and mobilize children of young age, especially students, not to drive motorbikes or motorbikes when they are not old enough, do not have a driver's license and do not have enough skills to participate in traffic; focus on exchanging information on violations of traffic order and safety by students between functional forces and schools and from schools to families to jointly manage and educate children about traffic safety.

Widely publicize the hotline number to receive and promptly handle people's feedback on traffic order and safety; promptly report to the Provincial Traffic Safety Committee and relevant departments of the province when particularly serious traffic accidents occur in the area for timely coordination to overcome and resolve.
