Entering a new development phase with the aspiration to become a centrally-run city before 2030, Quang Ninh is continuing to affirm its position as a leading province in the country in terms of growth model innovation and synchronous, modern, and multi-modal infrastructure development. Accordingly, the province has identified that a breakthrough in attracting investment and developing infrastructure is one of the key political tasks, creating a solid foundation for rapid and sustainable socio-economic development in the coming years.

In its strategic vision, Quang Ninh focuses on mobilizing all investment resources to the maximum, diversifying investment forms in the direction of public-private combination, promoting the leading role of public investment capital to activate, guide and spread social resources. The province advocates using State resources to arouse and activate private resources, focusing on mobilizing idle capital from the population into production, business and essential infrastructure investment sectors. The province orients the development of a strategic transport system in a modern, multi-modal direction, ensuring synchronous connections between economic zones, industrial parks, industrial clusters and economic development corridors in the region. In particular, the province prioritizes the completion of the logistics system including warehouses, transit stations, and cargo gathering points closely linked between airports, seaports and the road and railway network, forming a complete transport chain, reducing logistics costs, and improving the competitiveness of the economy. In the period of 2026-2030, the province will focus resources on completing a series of key projects and works of strategic connectivity such as: Upgrading National Highway 4B through Quang Ninh, Yen Vien - Ha Long railway, Hai Phong - Ha Long - Mong Cai standard gauge railway, Hanoi - Ha Long high-speed railway, along with projects such as Bac Luan 3 bridge, Troi 2 bridge, Tinh Yeu bridge, coastal road in the North and Northwest of Cua Luc bay, coastal road extending from Tran Quoc Nghien - Binh Minh bridge - Bang bridge. Along with that is investment in economic - social infrastructure of Van Don Special Zone, Co To Special Zone, power supply, water supply, drainage systems for industrial parks and clusters...

In the field of economic zone and industrial park infrastructure, Quang Ninh aims to develop synchronously and modernly, towards clean, environmentally friendly production models, efficient use of resources and promotion of industrial - service symbiosis. New industrial zones will be planned in a specialized, ecological direction, with zero net emissions, prioritizing the attraction of high-tech industries, supporting industries and high-quality services... In particular, Quang Ninh aims to build Van Don special economic zone into a new generation economic zone on par with the region and the world, a center of entertainment industry, cultural industry with casinos, high-class sea and island tourism and international-class comprehensive services; developing according to the model of a smart urban area, an economic - cultural center of the North Asia - Northeast Asia region. In parallel, the Quang Yen coastal economic zone continues to be developed as a growth driver for the western route and the whole province, attracting large corporations to invest in processing and manufacturing industry, clean energy and logistics.

In Mong Cai area, the province is accelerating the construction of smart border gates and the Mong Cai - Dong Hung cross-border industrial cooperation zone, contributing to creating an open economic space, promoting cross-border trade, services and logistics. Along with that, the province focuses on synchronous investment in technical infrastructure and social infrastructure in industrial parks, removing bottlenecks in land, workers' housing, schools, hospitals, warehouses, etc., aiming to build modern, livable and sustainable industrial parks.

Regarding seaport infrastructure and seaport services, Quang Ninh continues to strongly develop science and technology to serve the marine economy, invest in deep-water seaports and international-class tourist harbors associated with the development of a chain of coastal urban economic zones. The province strives to become one of the country's key logistics centers, currently focusing on completing and soon putting into operation Van Ninh Port, while speeding up the progress of dredging projects of Van Gia, Song Chanh, and Hon Gai waterways to ensure the capacity to receive large-tonnage ships.

In the field of urban development, Quang Ninh aims for a smart, ecological, civilized urban model that adapts to climate change, taking Cua Luc Bay as the center of connection, expanding urban space according to a multi-polar model. The province is researching the construction of a new administrative center, a square and a monument of Ho Chi Minh, along with cultural, sports, service and tourism centers in the northern area of ​​Cua Luc Bay. Quang Ninh aims to improve the quality of urbanization, synchronously combining the renovation and reconstruction of existing urban areas with the development of new urban areas, meeting the criteria of a modern, livable city directly under the Central Government.

In the agricultural and rural areas, the province continues to invest in irrigation infrastructure and multi-purpose reservoirs, ensuring water security, while also renovating rural residential areas according to regional cultural characteristics, associated with the development of new-style rural areas and ecological rural areas. Quang Ninh also conducts pilot research on the "smart commune" model in some suburban areas to gradually replicate throughout the province.

The province also focuses on developing the infrastructure system serving the cultural industry and organizing international events in Van Don and Ha Long; investing in building multi-purpose entertainment, recreation and sports areas to meet the increasing enjoyment needs of the people. Along with that, the province completes the elimination of telecommunication signal depressions, ensures electricity grid and communication infrastructure in all island communes, gradually improves the quality of life, and creates opportunities for equal development between regions.
