Thai Binh agrees on plan to reorganize and streamline apparatus in political system

On the afternoon of December 10, Thai Binh Provincial Party Committee held a meeting of the Provincial Party Executive Committee to discuss and agree on the implementation of documents of the Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW on reorganizing and streamlining the apparatus.

The conference discussed and agreed on the policy of merging Thai Binh Newspaper and Thai Binh Radio and Television Station; ending the operations of magazines and newsletters belonging to provincial departments, branches and sectors.

Merge the District and City Radio and Television Station with the District and City Cultural and Sports Center; merge the District and City Health Department into the Office of the People's Council and People's Committee of the District and City.

Reorganize the District and City Industrial Cluster and Land Fund Development Center in the direction of ending the career activities for the District and City Industrial Cluster and renaming it the District and City Land Fund Development Center. The State management task for the District and City Industrial Cluster continues to be performed by the District Economic - Infrastructure Department (City Urban Management Department).

Establish Party committees of Party agencies, mass organizations, People's Councils, and judiciary at district level on the basis of merging Party committees of Party agencies and mass organizations at district level with Party committees, Party cells of People's Councils, People's Procuracy, People's Court, and mass associations at district level assigned tasks by the Party and State.

The Steering Committee of Thai Binh province agreed to study and reorganize a number of other agencies and units to ensure streamlining. It is required that agencies and units not subject to consolidation or merger reduce 20% or more of internal focal points.

Speaking at the conference, Mr. Nguyen Khac Than - Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thai Binh province, Head of the Steering Committee for summarizing Resolution 18-NQ/TW of Thai Binh province emphasized: The arrangement and streamlining of the apparatus in the political system is a revolution, a particularly important task and it is time to implement it as affirmed by General Secretary To Lam, Head of the Central Steering Committee for summarizing Resolution 18/NQ-TW.

To carry out this particularly important task well, the Secretary of the Thai Binh Provincial Party Committee requested agencies, organizations and units to unify their viewpoints on actions and goals; promote the responsibility of leaders; and at the same time closely follow the direction of the Central Government and the Provincial Steering Committee on work progress, quality and efficiency.

For agencies and units not currently subject to consolidation or merger, the Provincial Party Secretary requested that heads of these agencies and units immediately review, arrange, restructure, and reduce the number of focal points in the direction of streamlining, operating effectively, efficiently, and effectively; ensuring that the average number of streamlined internal focal points reaches 20% or more.

Request localities, agencies and units to ensure that after the reorganization, operations are smooth, effective and efficient, without interruption of work, without leaving any areas or fields vacant, and without affecting the normal operations of agencies, units, organizations and society.

In particular, it must be implemented from December 2024 according to the orientation contents of Conclusion 05-KL/BCĐ of the Provincial Steering Committee. At the same time, review and propose to issue new regulations on functions, tasks, powers, organizational structure, and working relationships of the agency and unit, to be completed before December 31, 2024.
