The Party Committee and the Hanoi Capital Command have proactively advised the City Party Committee and the City People's Committee to lead and direct all levels and sectors to thoroughly and effectively implement the Party and State's viewpoints and guidelines on military, national defense, and Fatherland protection, especially Conclusion No. 64-KL/TW dated October 30, 2019 of the 12th Politburo on promoting the implementation of Resolution No. 28-NQ/TW dated September 22, 2008 of the Politburo on continuing to build centrally-run provinces and cities into solid defense zones (KVPT) in the new situation, Resolution No. 44-NQ/TW dated November 24, 2023 of the Party Central Committee (13th tenure) on the strategy of protecting the Fatherland in the new situation and resolutions, conclusions, projects, laws on national defense, security...; Issue complete and synchronous leadership and direction documents and organize the implementation of military and defense tasks and build the city's KVPT.

Effectively implement the coordination regulations between the Central Military Commission Standing Committee and the Hanoi Party Committee Standing Committee in leading and directing military and defense tasks associated with economic and social development in the area. Successfully complete the task of practicing the city's defense zone; direct the practice of ensuring combat operations in the defense zone for 5 departments, complete 100% of the practice of the defense zone in districts, towns, and cities; practice combat in the defense zone of communes, wards, and towns. Closely organize the preliminary and final summaries of the Party's resolutions and directives, and the Government's decrees; develop and promulgate the Action Program to implement the Resolution of the 8th Central Committee (term XIII); the Plan to implement Resolution No. 22-NQ/TW of the Politburo on civil defense until 2030 and the following years. Resolutely and effectively implement, comprehensively complete and exceed targets in implementing Program No. 09-CTr/TU dated March 17, 2021 of the Hanoi Party Committee on strengthening national defense and security potential, maintaining political security and social order and safety in the city, period 2021-2025.

Advise the City Party Committee and People's Committee to lead and direct the synchronous implementation of solutions to promote the combined strength of the political system and the entire people in protecting the Fatherland; effectively mobilize resources in building the all-people national defense, the all-people national defense posture, associated with the people's security posture, strengthening the potentials in the KVPT; attach importance to building political, spiritual, cultural and social potentials; actively participate in building a strong political base, a solid "people's heart posture".

Focus on advising the City People's Committee on solutions to improve the quality and effectiveness of State management of national defense, focusing on advising on the implementation of the Law on National Defense; Law on Military Service; Law on Mobilization Reserve Forces; Law on Militia and Self-Defense Forces; Law on National Defense and Security Education; Law on Civil Defense, Law on People's Air Defense...; resolutions, conclusions, strategies of the Politburo, the Party Central Committee, decrees of the Government on the field of national defense and national defense; directives of the City Party Committee, plans of the City People's Committee on leadership and direction of military and national defense tasks; promptly issue national defense work plans and implement them synchronously and uniformly throughout the city. Develop a plan to adjust the Master Plan for national defense arrangement combined with socio-economic development in the city in accordance with the practical situation; complete the Military Position Plan of the City's KVPT; Implement detailed planning for the construction of defense works, urban works of tactical value... linking the construction of the KVPT with civil defense; mobilize thousands of billions of VND to invest in building the KVPT military posture, focusing on command posts, combat bases, rear bases, campaign posts... forming a widespread, interconnected posture between all levels, solid in each direction and region, meeting the requirements of national defense, security and combat missions to protect the Capital when war breaks out. The standing force is built to be lean, compact, and strong in the direction of "revolutionary, regular, elite, modern"; prioritize the number of troops for units on combat readiness missions; adjust and organize the staffing of agencies and units; merge agencies and units at all levels in the BTL to ensure strictness and compliance with regulations; announce the decisions of the Ministry of National Defense and the General Staff on the establishment of the Regional Defense Command in accordance with procedures, principles and time.

Strictly manage national defense land, national defense works, military zones, gradually resolve problems related to national defense land according to the provisions of law. Provide opinions on more than 400 planning projects and socio-economic development projects according to authority. Clear bombs, mines, explosives for socio-economic development projects; mobilize more than 7,000 people with more than 650 vehicles to participate in preventing and fighting the Covid-19 pandemic, overcome the consequences of 639 natural disasters, fires, forest fires, construction collapses, search and rescue, contributing to reducing damage to State property, people's lives and property.

Thoroughly grasp and strictly implement the Law on National Defense and Security Education; attach importance to innovation and improve the quality of training in national defense and security knowledge for all subjects, and strengthen national defense education for all people. Coordinate and guide high schools, colleges, and universities to implement national defense education programs for students; organize competitions and sports events to improve the quality of cadres and lecturers of national defense education centers. Enhance the spirit of revolutionary vigilance, awareness, and responsibility of cadres, party members, and people for national defense and security tasks; contribute to consolidating the national defense and a solid "people's heart position".

Directing and comprehensively improving the quality of building a strong and widespread militia and self-defense force, with the rate of party members reaching over 22.9% (exceeding the term target), building a strong reserve mobilization force, with the rate of party members reaching 11.9% (exceeding the term target). Military Party cells in communes, wards and towns were established and operated in a disciplined manner. National defense work in departments, agencies, branches and localities was deployed synchronously and effectively.

The work of registering and managing reserve troops is carried out strictly, arranging enough staff for units with the criteria of being close, compact in area, and having a high rate of military professionalism. Every year, units and localities complete 100% of the plan targets for mobilization, inspection, readiness for mobilization and training. Hanoi is currently the leading locality in training reserve officers with local budget sources. The work of registering and managing technical means of the national economy is well implemented, ready to mobilize to supplement the regular force of the Army. During the term, 100% of the targets for selecting and calling citizens to join the Army were completed, the rate of citizens joining the army who graduated from university, college, and vocational secondary school always led the country (average 59.07%, exceeding the set target), ensuring publicity, democracy, compliance with the law with high quality.

Every year, the Command has actively advised the City Party Committee and People's Committee to organize delegations of city officials to visit and encourage the soldiers and people of Truong Sa island district (now a special zone) and the officers and soldiers of DK1 platform; supported the construction of 6 multi-purpose cultural houses and donated working equipment worth more than 308 billion VND on the islands. This has contributed to improving the material and spiritual life, serving the living, training, and combat readiness of officers, soldiers and people who are day and night at sea, firmly holding their guns to protect the sacred sovereignty of the sea and islands of the Fatherland. On the occasion of the Lunar New Year every year, the Command directs agencies and units to coordinate with local Party committees, authorities, socio-political organizations, businesses and philanthropists to organize the program "Spring in solidarity - Tet full of military-civilian affection" in the city with a total amount of more than 7 billion VND. Advise and effectively implement social policies and policies for the Army and the Army's rear, build military-civilian solidarity, contribute to strengthening people's trust in the Party, State, Army, Party committees and authorities at all levels; at the same time, continue to spread the noble qualities of Uncle Ho's soldiers and the cultural beauty of "Capital soldiers" in the hearts of the people.

Promoting the tradition of the unit being awarded the title of Hero of the People's Armed Forces four times, and the results of performing military and defense tasks during the term; in the coming time, the Party Committee and the Armed Forces of the Capital are determined to continue to make efforts, strive, and advise on successfully performing military and defense tasks in the area, creating a favorable environment and conditions to promote economic and social development, and build the capital Hanoi "Cultured - Civilized - Modern".
