
The Steering Committee for the project to organize high school graduation exams on computers held its first meeting. This is a specific step in implementing the Government's Action Program to implement Resolution No. 71, which requires the development of a project to comprehensively reform exams from 2026, including high school graduation exams, university entrance exams, vocational education and large-scale assessment exams - all in the form of computer-based exams.
Previously, on September 29, 2025, the Minister of Education and Training signed a decision to establish a Steering Committee to develop the project. The Ministry of Education and Training also established a drafting committee and an editorial team for the project with 19 and 17 members, respectively.
At the first meeting, members discussed important contents such as: Project development progress, implementation roadmap, question bank and exam software development, related legal framework, digital transformation solutions in teaching and assessment, ensuring exam security and safety, and data synchronization issues.
It is expected that in April and May 2026, the Ministry of Education and Training will organize a pilot test of computer-based exam questions with a scale of about 100,000 candidates. By July 2026, the Ministry will submit the project to the Government .
From October to December 2026, the procedures and regulations for organizing computer-based exams will be issued, and preparations will be made to deploy pilot exam sites.
In June 2027, computer-based high school graduation exams will be officially held at qualified locations, while paper-based exams will still be maintained in locations that do not meet infrastructure requirements.
