Thanh Ha district is the locality with the slowest disbursement of public investment capital in Hai Duong province. In 2024, the total budget capital assigned to all three levels of province, district and commune is 308,739 billion VND. By the end of November 11, the district had only disbursed 16,528 billion VND, equivalent to 5.35%.
According to the People's Committee of Thanh Ha district, the provincial budget capital allocated in early 2024 and the additional target in 2024 by mid-November is 149.06 billion VND to invest in 8 projects. These are 4 projects to build commune-level police headquarters, 3 projects to build additional houses and classrooms, and 1 project to renovate traffic routes. To date, no project has been disbursed.
The district budget was allocated at the beginning of the year with 152,179 billion VND, of which 19,679 billion VND was invested in basic construction, the rest was collected from land use fees. The projects focused on building and expanding roads and classrooms. As of November 19, the district had only disbursed 12,688 billion VND, reaching 8.3%.
The total public investment capital plan at the commune level has been assigned 7.5 billion VND. The district has disbursed 3.84 billion VND, reaching 51.2%.
The main reason for the slow disbursement is that the district has been slow in clearing the land, so construction has not been able to begin. Some projects to build new commune-level police headquarters were funded in early November. In 2024, the district will rotate many officials related to the fields of investment, construction, finance, etc.
Thanh Ha district currently has 8 projects with additional capital from the province and 23 projects with capital from the district budget. The projects focus on renovating and expanding provincial roads, building commune-level police headquarters, and building roads connecting communes, houses, and classrooms.
To speed up the disbursement of public investment capital, from now until the end of the 2024 budget year, Thanh Ha district will focus on propaganda and mobilization for site clearance. The district urges investors to work specifically with construction units to speed up progress, and when the volume is completed, promptly organize acceptance and payment.
