Speaking at the seminar, Mr. Nguyen Huy Can, Chairman of the Ho Chi Minh City Association for Promotion of Education, emphasized the importance of promoting education, talent, and building a learning society and learning city in the city.
Accordingly, in recent times, the work of promoting learning, promoting talents, building a learning society and a learning city has always received deep attention from the leaders of the City Party Committee and the People's Committee of Ho Chi Minh City, as well as the effective coordination of the Department of Education and Training and the Association for Promoting Learning at all levels.
Ho Chi Minh City has been recognized by UNESCO as a member of the Global Learning Cities Network. This is not only an honor but also a challenge for the city to continue to develop and improve its programs and policies to encourage learning.
At the seminar, delegates shared about key issues: the role of local Party committees and authorities in leading and directing the work of promoting learning and talent; the development and consolidation of the system of learning promotion associations from the city to the grassroots; promoting the role of political -social and professional organizations; the emulation movement "The whole country builds a learning society, promotes lifelong learning in the period 2023-2030".

Ms. Nguyen Thi Cuc, Chairwoman of the District 4 Education Promotion Association, Ho Chi Minh City, mentioned the education promotion activities in the locality. Accordingly, District 4 has built a strong education promotion association system with 100% of wards and establishments having education promotion associations.
District 4’s education promotion activities such as fundraising walks, reading culture days, and piggy bank opening festivals have been held regularly, attracting the participation of many people. This not only helps to encourage learning but also creates cohesion in the community.
Ms. Le Thi Thuy Trang, Chairwoman of the Cu Chi District Education Promotion Association, pointed out the difficulties in implementing education promotion work in the district.
One of the major challenges is the lack of human resources and allowances for heads of the education promotion association. Many people who do this work have to hold multiple positions, leading to overload and inability to complete the task well.
Therefore, Ms. Le Thi Thuy Trang recommended that the city should have a mechanism to support remuneration for education promotion officers.

At the seminar, delegates proposed many solutions to improve the effectiveness of education promotion work, especially in innovating propaganda methods, popularizing and implementing emulation movements on education promotion. The construction of effective learning models, from family, clan to community, was also discussed.
Mr. Le Hong Son, Deputy Head of the Standing Committee of the Propaganda Department of the Ho Chi Minh City Party Committee, affirmed that the work of promoting learning and talent is not only the responsibility of the learning promotion association but requires the coordination of the entire political system.
At the same time, it is necessary to continue to raise public awareness of the important role of lifelong learning. Only when everyone is aware of the importance of learning, and then turns awareness into concrete action, can the work of promoting learning be truly effective.
Party committees and local authorities need to continue to direct, closely monitor and introduce appropriate policies to promote the learning promotion movement.
