Lack of teachers but no contracts signed

According to the reflection of Ms. Nguyen Thi Thanh Huong, Principal of Dien Dong Primary - Secondary School, Dien Khanh District, Khanh Hoa, implementing the announcement of the Department of Education and Training of Dien Khanh District, from October 1, 2024, schools will stop signing education civil servant contracts for all teachers in the district. Schools that have signed teacher contracts before October 1 will also terminate the contract.

According to the Khanh Hoa Department of Education and Training, many schools in the province are currently facing difficulties in recruiting teachers. In particular, some localities are recruiting according to regulations and are not allowed to sign contracts with teachers during this process. Localities that have recruited teachers in the 2023-2024 school year but have not met the quota will continue to develop recruitment plans and are not allowed to sign contracts with teachers to teach at schools.

Currently, many localities in Khanh Hoa province are experiencing a local shortage of teachers.

The reason for stopping the teacher contract is that in the 2023-2024 school year, districts in Khanh Hoa province organized teacher recruitment exams for schools in need, but because the statistics on surplus and shortage of teachers were not accurate and some subjects did not have teachers participating in the recruitment exam, the number of teachers for all subjects for schools was not guaranteed. For this reason, at the beginning of the 2024-2025 school year, principals of some schools signed teaching contracts for subjects that were lacking teachers according to Decree No. 111/2022.

In fact, many localities in Khanh Hoa province are currently experiencing a local shortage of teachers. The whole province has a surplus of 40 teachers in natural sciences, while there is a shortage of 32 teachers in social sciences. Therefore, to mobilize and resolve the rotation of these surplus and shortage teachers, it is necessary to seek the opinion of the Ministry of Home Affairs . Therefore, for now, the province has decided to temporarily stop signing teaching contracts with teachers in the whole province.

The sudden termination of teacher contracts after one month of signing has caused many difficulties for schools in implementing education and teaching plans. Specifically, when terminating teacher contracts, Trinh Phong Secondary School lacked 5 teachers, Dien Tan Primary - Secondary School lacked 11 teachers... Principals of the schools have chosen many different solutions such as assigning teachers to take on more lessons, combining classes (increasing the number of students per class)...

On the afternoon of October 23, Mr. Dinh Van Thieu, Vice Chairman of Khanh Hoa Provincial People's Committee, chaired a meeting with the Department of Home Affairs, Department of Education and Training, Department of Finance... After listening to the opinions of the meeting participants, Mr. Thieu assigned the Department of Home Affairs to urgently propose to the Ministry of Home Affairs to guide the province on the mechanism for implementing professional labor contracts for the position of teachers; the Department of Education and Training to review and redefine the teacher quota at schools for the 2024-2025 school year so that relevant departments and branches have a basis to advise the Provincial People's Committee to resolve difficulties related to the recruitment and arrangement of teachers; localities still lacking teachers to urgently organize additional recruitment.
