Currently, storm No. 10 has entered the East Sea, the strongest wind near the storm center is level 11, gusting to level 14 and is likely to strengthen. This is a very fast moving storm at about 35km/hour (twice the speed of normal storms), the storm's intensity is very strong, the area of influence is wide, can cause combined impacts of many types of natural disasters such as strong winds, heavy rain, floods, flash floods, landslides and coastal flooding; the storm circulation causes heavy rain in the Northern and North Central regions, commonly from 200-400mm, locally over 600mm, which is an area that has suffered heavy damage from storm No. 3, storm No. 5 and floods in the recent past.
To proactively respond to storms and post-storm floods, and avoid subjective thinking immediately after responding to storm No. 9, the National Steering Committee for Civil Defense requested ministries, branches and People's Committees of coastal provinces and cities from Quang Ninh to Khanh Hoa to direct decisively, early and from afar to minimize damage to people and property.
For sea routes, ministries, branches and localities closely monitor the storm's developments; strictly manage vessels going out to sea; organize counting and notify owners of vessels and captains of ships and boats operating at sea of the location, direction of movement and developments of the storm (very fast moving speed and very strong intensity) to proactively avoid, escape, not move into dangerous areas or return to safe shelters. Dangerous areas in the next 24 hours: From latitude 11.5-17.0N; east of longitude 112.0E (dangerous areas are adjusted in forecast bulletins).
Provinces and cities shall deploy work to ensure safety of people, vehicles and property, especially for tourist spots, aquaculture, fishing and constructions at sea, on islands and coastal areas; based on specific situations, proactively decide to ban fishing boats, transport ships and tourist boats from going to sea, paying attention to the ban time being earlier than previous storms and evacuating people in cages, watchtowers for aquaculture along the coast, at sea and on islands to ensure safety; be ready with forces and means for rescue when required.
For mainland areas: Provinces and cities direct functional units to organize tree pruning, bracing, and reinforcing houses; prepare measures to ensure safety, limit damage to warehouses, headquarters, public works, industrial parks, mining areas, mineral exploitation, factories, power grid systems, and telecommunications; take measures to quickly overcome traffic, electricity, and telecommunications incidents, ensuring operations are maintained in all situations, without interruption before, during, and after the storm.
Provinces and cities organize the evacuation of households in dangerous areas, especially coastal areas, low-lying areas, areas at high risk of landslides, flash floods, and deep flooding to safe places; have plans to support temporary accommodation, food, and necessities for people who have to evacuate, ensuring a stable life for people; prepare forces, means, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations, especially for areas at risk of being isolated, areas that have suffered heavy damage due to natural disasters in recent times; urgently review plans to ensure the safety of dike works under construction, key and vulnerable areas, and plans to protect dikes against storms and floods in the area according to the "four on-site" motto.
Localities in the areas affected by storms and floods have plans and decisions to let students stay home from school and workers in industrial parks and businesses stay home from work during the storm; urgently mobilize forces to harvest agricultural production with the motto "green at home is better than old in the fields"; organize traffic flow from a distance, limit people from going out during storms and heavy rains; be ready to deploy forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials and vehicles to overcome incidents, ensure smooth traffic on main traffic routes when heavy rain occurs.
At the same time, localities inspect and review key works, unfinished works, small reservoirs that have been filled with water due to heavy rains in the area in recent times; direct reservoir owners and relevant agencies to urgently operate water discharge to reserve capacity to receive floods according to regulations, especially in key provinces expected to make landfall from Thanh Hoa to Ha Tinh; organize regular and ready to regulate to ensure safety of works and downstream areas; prepare plans to ensure drainage and prevent flooding for agricultural production areas; deploy forces and means to drain buffer water, clear blockages, and prevent flood discharge, be ready to operate drainage systems for industrial parks, urban areas, and residential areas, and at the same time inform and guide people to raise their belongings, prepare food and essential supplies to cope with storms and floods to minimize damage.
Vietnam News Agency, Vietnam Television, Voice of Vietnam, the coastal information station system and mass media agencies from central to local levels should increase information on developments of storms and floods to authorities at all levels, especially commune levels, owners of vessels operating at sea and people to proactively prevent and respond.
The Head of the National Civil Defense Steering Committee assigned the central and local hydrometeorological forecasting agencies to closely monitor the storm's developments and provide full, accurate, and timely forecast information to relevant agencies to serve the direction and response to storms and heavy rains according to regulations.
Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to storms and floods, and at the same time organize serious on-duty shifts and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
