On November 14, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting of the National Council for Education and Human Resources Development (referred to as the Council) to discuss the draft plan for high school graduation exams from 2025.

Attending the meeting were Minister of Education and Training Nguyen Kim Son, Deputy Minister of Education and Training Pham Ngoc Thuong; Council members; a number of education experts; and representatives of leaders of a number of ministries, branches, and localities.

On November 14, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting of the National Council for Education and Human Resources Development (referred to as the Council) to discuss the draft plan for high school graduation exams from 2025.

Attending the meeting were Minister of Education and Training Nguyen Kim Son, Deputy Minister of Education and Training Pham Ngoc Thuong; Council members; a number of education experts; and representatives of leaders of a number of ministries, branches, and localities.

Supporting the 2+2 option, opinions from Prof. Dr. Nguyen Quy Thanh (Principal of the University of Education, Vietnam National University, Hanoi), Prof. Dr. Nguyen Van Minh (Principal of Hanoi National University of Education);

Prof. Dr. Duong Quy Sy (Principal of Lam Dong Medical College), Assoc. Prof. Dr. Tran Diep Tuan (Chairman of the School Council, Ho Chi Minh City University of Medicine and Pharmacy);

Associate Professor Dr. Le Huy Hoang (Deputy Head of the Department of Education, Central Propaganda Department), Professor Dr. Thai Van Thanh (Director of Nghe An Department of Education and Training), Mr. Nguyen Van Hieu (Director of Ho Chi Minh City Department of Education and Training)... also raised issues such as the construction and announcement of exam formats, organizing exams in conjunction with human resource training, in addition to graduation exams, it is necessary to pay attention to assessing students' learning process...

Discussing the concern that "if Foreign Language is not compulsory, it will lead to students not studying, making it difficult to integrate internationally", Prof. Dr. Thai Van Thanh (Director of Nghe An Department of Education and Training) gave an example from Nghe An province when about 5 years ago the quality of teaching and learning English was low, after the province had mechanisms to influence teachers and learners, paying attention to the learning environment, the quality of teaching and learning English has gradually improved.

“To teach English well, there needs to be a mechanism to influence teachers and students and a learning environment, not just taking exams to improve foreign language results,” Mr. Thanh shared.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha assessed the preparation of the Ministry of Education and Training for the draft plan for exams and recognition of high school graduation from 2025.

The Deputy Prime Minister directed: “Today, the Council members have chosen the 2+2 option. I request the Ministry of Education and Training to have a comprehensive and methodical plan, including very specific issues such as preparing a question bank, preparing exam organization plans…”.

The Deputy Prime Minister also paid attention to ensuring fairness in access to education when developing a project on organizing high school graduation exams from 2025.
