Reporting at the working session, Minister of Transport Nguyen Hong Minh said that after the Prime Minister's direction, the ministry, together with the Airports Corporation of Vietnam (ACV), and contractors reviewed and developed a new plan for the Long Thanh airport project.
Most items are on schedule
Accordingly, component project 1 (headquarters of state agencies) has now started construction on 4/5 projects and is committed to completing before December 31, 2025. The animal and plant quarantine station is being implemented more slowly.
As for component project 2 (flight management works), it is planned to be completed before the deadline of December 31. The air traffic control tower has completed the cement concrete part and is trying to have the roof done before Tet.
Component 3 plays the most important role. The project consists of 16 construction and equipment packages. By the end of 2024, 3 packages will be basically completed, 7 packages will be under construction, 3 packages will be selecting construction contractors, and 3 other packages will be undergoing technical design appraisal.
ACV has worked with contractors to request speeding up construction, and all parties are also making efforts to complete the packages 3-5 months ahead of schedule. However, there are still some difficulties.
In particular, package 5.10 (passenger terminal construction) is considered the "heart" of the entire project. The terminal has many complex, highly technical items, designed with advanced, modern automation technology, so shortening the progress is a big challenge.

Calculating overall economic efficiency
After listening to reports from ministries, investors and contractors, the Deputy Prime Minister assessed that the only remaining quarantine station for component project 1 is the Ministry of Agriculture and Rural Development. The Ministry of Agriculture and Rural Development has officially taken responsibility and assigned the agency and investor to carry out the procedures to complete the schedule. However, there needs to be a monitoring mechanism and commitment to responsibility, including political, financial and economic aspects.
For component project 2, up to now, the construction part is basically 4-5 months ahead of schedule, after equipment installation progressed at least as early as committed to the Prime Minister.
Especially for component project 3, the Deputy Prime Minister said that compared to the report to the Prime Minister, a more specific report is needed. This includes construction contents such as runways, taxiways, and parking lots.
"In general, the project component 3 is being implemented according to the committed schedule. Some items will be implemented ahead of schedule, such as the runway and taxiway. Meanwhile, the heart of the airport (package 5.10) is being implemented according to schedule, but accelerating the progress by 3-6 months compared to the contract is extremely difficult," the Deputy Prime Minister commented.
The reasons given are international contracts; complex projects implemented according to technological processes; problems related to synchronous equipment that must be signed for production and manufacturing in many places to suit us; the testing process... these times cannot be reduced. Problems that can be reduced require human resources, equipment and resources.

The Deputy Prime Minister noted that it is necessary to clarify that reducing time and speeding up the progress of the 5.10 package requires looking at the overall progress of the items of all four component projects. And if there is synchronization during operation, then it will be effective in practice.
"I suggest that ACV needs to analyze very carefully during the negotiation process and report to the Prime Minister in calculating the overall economic efficiency. Putting quality, safety and overall efficiency first," the Deputy Prime Minister emphasized.
In addition, during the implementation process, the Deputy Prime Minister noted that the 5.10 package still depends a lot on the overall regulation, progress as well as the construction plan of other items that can cause overlap, contradiction, and conflict. It is also necessary to pay attention to the time to adjust the plan to ensure certainty and avoid risks.
Regarding the fourth component project, the Deputy Prime Minister said that the difficulties were behind him and that he had to look ahead. He asked the Minister of Transport to review the priority items that needed to be implemented soon to maintain the high ranking of Long Thanh airport.
