Nationwide recall, temporary suspension of circulation of many types of sunscreen

The Drug Administration of Vietnam ( Ministry of Health ) has just issued a decision to suspend circulation and recall nationwide a batch of SPF Sun G8 Collagen skin cream, box of 1 bottle of 30ml, announcement receipt number: 9006/21/CBMP-HN, batch number: 2260125.

The organization responsible for bringing the product to market is Fujifrance Pharmaceutical and Medical Equipment Joint Stock Company, located at Tower A, Helios Tower, 75 Tam Trinh, Vinh Tuy Ward, Hanoi.

The product is manufactured by Bibita Pharmaceutical Technology Joint Stock Company, located in Nghia Hao village, Phu Nghia commune, Hanoi .

The reason for the recall is that the sun protection factor on the label (SPF 50) does not match the sun protection factor test results (SPF = 12.7).

The Drug Administration of Vietnam requests health departments to notify cosmetic businesses and users in the area to immediately stop selling and using the above batch of sunscreen products and return them to the product suppliers; and handle violators according to regulations.

Sun G8 Collagen SPF skin cream product has a test result of SPF 12.7, which is 25.4% compared to the standard stated on the product label.
According to the provisions of Article 3 of Decree 98/2020, one of the cases identified as counterfeit goods is: Goods with usage value and function that are not in accordance with their usage value; the utility of the goods only reaches 70% or less compared to the quality standards registered, announced, applied or printed on the label or packaging of the goods.

Fujifrance Pharmaceutical and Medical Equipment Joint Stock Company and Bibita Pharmaceutical Technology Joint Stock Company must send recall notices to distributors and users of the above batch of SPF Sun G8 Collagen skin cream; receive returned products from business establishments and recall all products that do not meet regulations; report to the Drug Administration before October 17.

The Drug Administration also requested the Hanoi Department of Health to inspect Fujifrance Pharmaceutical and Medical Equipment Joint Stock Company and Bibita Pharmaceutical Technology Joint Stock Company in their compliance with regulations on cosmetic management, focusing on clarifying product declaration, determining SPF index and labeling SPF index of sunscreens that violate the above mentioned regulations; transfer the files to law enforcement agencies for handling in case of criminal violations, production and trading of fake cosmetics.

The Ministry of Health issued a decision to recall nationwide a batch of SPF Sun G8 Collagen skin cream products.

In addition, the Drug Administration also issued a decision to temporarily suspend the nationwide circulation of Esunvy Sun Care SPF 50+ PA++++ sunscreen product, PCB reception number: 85/23/CBMP-BN.

The organization responsible for bringing the product to market and manufacturing is Meracine Pharmaceutical Research and Production Joint Stock Company, located at YP6 Street, Yen Phong Industrial Park, Tam Da Commune, Bac Ninh Province.

The product is distributed by Tin Phong Pharmaceutical Joint Stock Company, located at lot B8-B10/D6, Cau Giay urban area, Cau Giay ward, Hanoi.

The reason for the suspension is that the product may not meet the requirements for sun protection factor during the process of putting it on the market and preserving the cosmetic product.

Previously, the Center for Pharmaceutical and Cosmetic Testing, Lam Dong Provincial Department of Health reported on a batch of Esunvy Sun Care SPF 50+ PA++++ sunscreen products; announcement receipt number: 85/23/CBMP-BN, batch number: 007/24, of Meracine Pharmaceutical Research and Production Joint Stock Company.

The above cosmetic sample was taken by the Pharmaceutical and Cosmetic Testing Center, Lam Dong Department of Health at An Nhan Pharmacy, located at 64 Nguyen Trai, Ward 10, Da Lat City, old Lam Dong Province for quality testing. The sun protection index on the label (SPF 50+) does not match the test result of the sun protection index of the sample (SPF = 10).

In addition, the Testing Center, Lao Cai Provincial Department of Health also has a report related to the Esunvy Sun Care SPF 50+ PA++++ sunscreen product batch, with the same declaration receipt number as above, batch number: 001/25, of Meracine Pharmaceutical Research and Production Joint Stock Company.

The above cosmetic sample was taken by the Drug, Cosmetic and Food Testing Center, the Department of Health of the former Yen Bai province at Nong Thi Phuong pharmacy, located at village 4, Mo Quan, Xuan Long commune, Yen Binh district, the former Yen Bai province for quality testing. The sun protection index on the label (SPF 50+) does not match the test results of the sun protection index of the sample (SPF = 8.9).

According to a report by Meracine Pharmaceutical Research and Production Joint Stock Company on August 11, a sample of Esunvy Sun Care sunscreen SPF 50+ PA++++, batch number 007/24 was sent to Bio-Nest Biochemical Technology Co., Ltd (Taiwan) and the Ho Chi Minh City Drug Testing Institute for testing the sun protection index, with results consistent with the sun protection index (SPF) listed on the label.

The Drug Administration of Vietnam requests health departments to notify cosmetic businesses and users in the area to immediately stop selling and using the above-mentioned Esunvy Sun Care SPF 50+ PA++++ sunscreen product; seal and preserve it at the business establishment until there is an official conclusion from the competent state agency or return the product to the supplier.

Meracine Pharmaceutical Research and Production Joint Stock Company in coordination with Tin Phong Pharmaceutical Joint Stock Company must send a notice of suspension of circulation to the places distributing and using the above-mentioned Esunvy Sun Care SPF 50+ PA++++ sunscreen product; receive returned products from business establishments and continue to quarantine and preserve cosmetic products until there is an official opinion from the competent state agency.

At the same time, companies must review the production process and storage conditions for Esunvy Sun Care SPF 50+ PA++++ sunscreen products to determine the cause of the difference in sun protection index test results; report to the Drug Administration before October 15.
