(Dan Tri) - Although the water bill was not used up at the end of the 2022-2023 school year, in the 2023-2024 school year, the school increased the collection to the maximum level, resulting in a surplus of more than 185 million VND in this item.


Collecting drinking water fees without ensuring the principle of "collecting enough to cover expenses" is the content raised at Nguyen Thai Son Primary School, District 3, Ho Chi Minh City, according to the conclusion of the inspection of the head's responsibility in implementing anti-corruption regulations by the District 3 inspectorate.

Specifically, for drinking water in the 2022-2023 school year, the school collects 18,000 VND per student/month. The total amount of drinking water collected is more than 324 million VND, of which more than 254 million VND was spent, leaving 145 million VND remaining.

In the 2023-2024 school year, the school increased the water bill to the maximum regulated level of 20,000 VND/student/month. The amount collected was more than 347 million VND, spent more than 306 million VND, with a surplus of more than 40 million. The total remaining water bill to date is more than 185 million VND.

According to the inspection conclusion, the drinking water bill at the end of the 2023-2024 school year at the school was not adjusted according to the principle of "collecting enough to cover expenses", leading to a remaining balance of more than 185 million VND at the end of the school year.

This responsibility lies with the school principal and accountant in advising and making recommendations.

In addition, in the 2022-2023 school year, the school collected nearly 105 million VND in other expenses for school supplies, exam papers, and exam questions and spent more than 50 million VND. Adding the balance from the previous school year, the remaining amount is nearly 114 million VND.

However, in the 2023-2024 school year, the school has made adjustments to this item, only collecting this item with a total of nearly 1.3 million VND. After deducting the amount spent, at the end of the school year, the balance is only more than 50 million VND.

The inspection conclusion also showed that Nguyen Thai Son Primary School still had some shortcomings such as not making financial disclosure on time in the fourth quarter of 2022; spending incorrectly on the reward fund "spending on purchasing tools to participate in the district-level Red Cross competition".

Expenditure documents for health check-ups, purchase of uniform fabric, and visits to families with meritorious services are not shown in the internal spending regulations; the work of receiving, managing, reporting, and publicizing the funding source of "air conditioners" donated by parents from previous years has not been fully implemented; bidding for canteen rental has not been carried out.

In the 2023-2024 school year, Nguyen Thai Son Primary School has 1,947 students with 50 classes and a team of 142 cadres, teachers and staff.
