Accordingly, many fees that often cause concern for parents are clearly stated by the Department of Education and Training as "not to be collected or not to be encouraged to be collected in schools".

Specifically, regarding the operating costs of the Parents' Representative Board: Schools must comply with the provisions of Clause 1, Article 10, Circular 55/2011/TT-BGDDT of the Minister of Education and Training on the promulgation of the Charter of the Parents' Representative Board. Only fees directly serving the activities of the Parents' Representative Board may be collected. The collection and expenditure of this Board's funds must ensure the principles of publicity, transparency and democracy according to regulations.

Educational institutions are not allowed to coordinate with the Parents' Representative Board to collect fees that do not directly serve the Board's activities, such as: Protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms, cleaning schools; rewarding school administrators, teachers, and staff; purchasing machinery, equipment, and teaching aids for schools, classrooms, or for administrators, teachers, and staff; supporting management work, organizing teaching and educational activities, or repairing, upgrading, and constructing new school facilities.

In addition, educational institutions are not allowed to collect on behalf of union funds, team funds, scholarship funds, Red Cross membership fees or other charitable funds.

Accident insurance is voluntary, parents work directly with the insurance agency, the school is not allowed to collect on their behalf.

In addition, the Department of Education and Training also pointed out that fees such as extra teaching, extra learning, uniforms, badges, student cards, drinking water, photocopying of learning materials, etc. are also on the list of prohibited fees.

For additional services such as electronic contact books, score messages, student pick-up and drop-off, and extracurricular activities, the school can only provide them with an agreement with parents, on the principle of voluntary payment and full collection.
