Prime Minister directs, but localities are still slow

The State Steering Committee for important national programs, works and projects in the energy sector (Steering Committee) has just sent a document to the Ministry of Agriculture and Rural Development (MARD), People's Committees of relevant provinces; Vietnam Electricity (EVN); National Power Transmission Corporation (EVNNPT) on handling difficulties and problems in implementing the 500kV line 3 circuit projects from Quang Trach to Pho Noi.

The 500kV transmission line projects from Quang Trach to Pho Noi include: 500kV Quang Trach - Quynh Luu, 500kV Quynh Luu - Thanh Hoa, 500kV Nam Dinh I Thermal Power Plant - Thanh Hoa and 500kV Nam Dinh I Thermal Power Plant - Pho Noi.

These are very important projects to improve the transmission capacity of the North-Central axis, and are required by the Prime Minister to be completed by June 2024 at the latest.

Currently, the projects have been approved by the Prime Minister in principle for investment and investors to carry out the next steps.

However, according to the investor's report, the implementation of the projects still faces some difficulties in site clearance compensation and construction implementation.

Regarding this matter, the State Steering Committee for important national programs, works and projects, key to the energy sector, requests the Ministry of Agriculture and Rural Development to promptly coordinate with the Ministry of Justice and the Ministry of Industry and Trade to consider the temporary use of natural forests as temporary works serving construction according to the direction in Document No. 7701/VPCP-NN of the Government Office, and report to the Prime Minister according to regulations.

For the People's Committees of provinces where projects pass through, it is recommended to direct departments, branches and People's Committees of districts, towns and cities directly under the province to urgently complete procedures related to BTGPMB work, creating conditions to speed up the progress of projects; Strengthen propaganda work for people in areas where projects pass through so that households support and agree to hand over the site.

Regarding the conversion of natural forest use purposes, the Prime Minister has approved the policy of converting forest use purposes for projects, so it is recommended that the provinces of Quang Binh, Ha Tinh, Nghe An, and Thanh Hoa promptly implement the next procedures, creating conditions to speed up the work of BTGPMB.

Quang Binh, Ha Tinh and Nghe An provinces coordinate with relevant agencies and units to focus on handling difficulties and problems, promptly consider and approve the policy of changing the purpose of forest use for planted forests according to regulations, as a basis for implementing the work of BTGPMB.

Ninh Binh Provincial People's Committee directed Kim Son District People's Committee to urgently handle difficulties and problems related to land survey and extraction records, and promptly deploy site clearance work.

For EVN and EVNNPT, the Steering Committee requests to strengthen coordination with local authorities to overcome difficulties and obstacles, speed up the progress of BTGPMB of projects. Regularly inspect and urge contractors to construct projects during the construction process. Immediately deploy construction at locations where land is available and construction conditions are met, ensuring progress, quality and absolute safety.
