Prime Minister Pham Minh Chinh meets with Chairman of the Russian State Duma

Prime Minister Pham Minh Chinh warmly welcomed Chairman of the State Duma of Russia V. Volodin and the high-ranking delegation of the Russian Federation on their official visit to Vietnam, right on the occasion of the two countries celebrating the 75th anniversary of the establishment of diplomatic relations; emphasizing that the visit of Chairman of the State Duma of Russia V. Volodin is of great significance in strengthening relations between the legislative bodies of the two countries in particular and promoting the Vietnam-Russia Comprehensive Strategic Partnership in general; is an opportunity for the two sides to continue promoting the substantive implementation of the agreements reached by the two countries' senior leaders in recent times, especially after the very active contacts and delegation exchanges in 2025.

Recalling the recent friendly meeting with President V. Putin on the occasion of attending the Shanghai Cooperation Organization (SCO) Summit in Tianjin, China and the talks with Russian Prime Minister Mikhail Mishustin earlier this year in Hanoi, Prime Minister Pham Minh Chinh congratulated Russia on its achievements in recent times, especially in maintaining political and social stability and maintaining positive economic growth despite facing many difficulties and challenges; affirming that the Party, State and People of Vietnam attach great importance to the traditional friendship and comprehensive strategic partnership with the Russian Federation, and wish to deepen relations with Russia in all fields.

Prime Minister Pham Minh Chinh asked the Russian State Duma to support and create favorable conditions in terms of legal framework to remove difficulties and obstacles, promote cooperation in all fields; support economic, trade and investment cooperation to soon achieve the goal of raising bilateral trade turnover to 15 billion USD, effectively utilize the Vietnam - Eurasian Economic Union Free Trade Agreement, and encourage businesses of the two countries to invest in each other's markets.

Chairman of the Russian State Duma V. Volodin thanked the Vietnamese side for the warm and hospitable reception for the delegation; emphasized that although the world situation and context have changed a lot, Vietnam will always be a loyal friend of Russia; thanked Vietnam for building a monument to pay tribute to Soviet military experts who helped Vietnam at the Vietnam Military Museum; affirmed that Russia always considers Vietnam as its top priority partner in the Asia-Pacific region and in Southeast Asia.

Regarding parliamentary cooperation, Mr. V. Volodin said that all political parties in the Russian Parliament in both the Senate and the House of Representatives, despite their different political tendencies, all agreed to support the consolidation and deepening of relations with Vietnam; affirmed that the Russian Parliament is always ready to coordinate in implementing high-level agreements, supporting the two countries' governments to promote relations in all fields, especially strengthening economic, trade and investment relations, and striving to soon bring bilateral trade turnover to 15 billion USD as expected by the two countries' senior leaders. The Russian Parliament will continue to closely coordinate with the Vietnamese National Assembly in building and perfecting the legal framework for bilateral cooperation, contributing to deepening the Vietnam-Russia Comprehensive Strategic Partnership.

Prime Minister Pham Minh Chinh and State Duma Chairman V. Volodin also agreed to further deepen cooperation in the fields of humanities, education and training, healthcare, defense and security, and construction of transport infrastructure in Vietnam; speed up negotiations on a bilateral visa exemption agreement, and create favorable conditions to promote local cooperation, tourism, and labor.

On this occasion, Prime Minister Pham Minh Chinh sent his regards to Russian Prime Minister Mikhail Mishustin.
