Prime Minister: Firmly pursuing the goal of high but sustainable, stable and developing growth

Concluding the regular Government meeting in August, Prime Minister Pham Minh Chinh clearly stated the steadfast goal of stabilizing the macro economy, controlling inflation, ensuring major balances, promoting GDP growth from 8.3-8.5%; high but sustainable growth, ensuring social security, improving people's material and spiritual life, ensuring security, safety, public safety, stability for development, development for stability.

On the morning of September 6, Prime Minister Pham Minh Chinh chaired the regular Government meeting for August 2025, discussing many important contents.

Attending the meeting were Politburo members, Party Central Committee Secretaries, Party Central Committee members, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee; ministers, heads of ministerial-level agencies, government agencies; Assistant to the General Secretary, leaders of ministries, branches and central agencies.

According to the program, the meeting focused on discussing the socio -economic situation in August and the first 8 months of 2025, the allocation and disbursement of public investment capital, the implementation of 3 national target programs; the direction and administration of the Government and the Prime Minister, the results of the implementation of assigned tasks, administrative procedure reform; key tasks and solutions in September and the fourth quarter of 2025; and a number of other important contents.

Strictly comply with the Party's leadership, operate decisively, proactively and flexibly.

Reports and opinions at the meeting unanimously assessed that the highlights in the direction and administration of the Government, the Prime Minister, all levels, sectors and localities in August and since the beginning of the year are the strict implementation of the leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, and General Secretary To Lam, closely coordinating with the National Assembly and agencies in the political system, creating consensus among the people, support from businesses, and attention and assistance from international friends, carrying out heavy and important tasks, achieving basically good results.

The Prime Minister, all levels, sectors and localities direct and operate with high determination, great efforts, drastic, proactive, flexible and effective actions in all fields; with the spirit: "The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, the Fatherland has expected, then only discuss and do, not retreat" and "what is said must be done, what is committed must be implemented, what is done must have results that can be weighed, measured, counted and quantified".

Accordingly, focus on perfecting institutions and concretizing the Party and State's policies and guidelines. In August 2025, the Government issued 47 resolutions and 23 decrees; the Prime Minister issued 30 telegrams and 3 directives. In total, in 8 months, the Government issued 241 decrees and 308 resolutions; the Prime Minister issued 2,021 decisions, 25 directives and 145 telegrams.

At the same time, resolutely implement the resolutions of the National Assembly, the action programs of the Government, and the direction of the Prime Minister on implementing the "pillar" decisions of the Politburo; the most recent of which is Resolution No. 71 on breakthrough in education and training development. Currently, the Politburo's resolutions on people's health care, state economy and culture are being urgently submitted for promulgation and continued to be developed.

At the same time, develop scenarios and solutions to promote growth of over 8%. Remove difficulties, organize and operate local governments at two levels; reform administrative procedures and business conditions. Continue to proactively and promptly respond effectively to the US's reciprocal tariff policy. Start and inaugurate 250 typical projects nationwide with a total investment of about 1.28 million billion VND.

Carefully prepare and well organize the celebration of the 80th anniversary of the People's Public Security Traditional Day, the 80th anniversary of the August Revolution and National Day September 2, especially the exhibition "80 years of the journey of Independence - Freedom - Happiness" and the parade.

Focus on developing culture and society, ensuring social security and people's lives (promoting the construction of social housing; reaching the goal of eliminating temporary and dilapidated houses nationwide with over 334,000 houses 5 years and 4 months early; giving gifts to all people on the occasion of National Day; responding urgently to storm No. 5, providing rice to relieve hunger, repairing schools affected by storms and floods so that students can start the new school year in time; preparing free tuition and lunch for students in the new school year...).

Successfully implemented many high-level foreign affairs activities; maintained a peaceful and stable environment for development.

The situation next month is better than the previous month and better than the same period in 2024

Regarding the socio-economic situation and results in August and the first 8 months of 2025, the meeting unanimously assessed that, in general, the situation continued to trend positively, with each month being better than the previous month, and the first 8 months being better than the same period in 2024 in most areas, with some major and outstanding results.

Firstly, the macro economy is stable, inflation is controlled, growth is promoted in all three sectors: industry, agriculture, and services, and major balances of the economy are guaranteed. Import and export in 8 months reached nearly 600 billion USD. Industrial production in August increased by 8.9% over the same period, and in the first 8 months it increased by 8.5%, in which the manufacturing and processing industry maintained double-digit growth, reaching a rate of 10%. The average consumer price index (CPI) in the first 8 months increased by 3.25%; the state budget revenue in the first 8 months reached over 1.74 million billion VND, up 28.5%, while about 187.6 thousand billion VND of taxes, fees, and land rents were exempted, reduced, and extended (equal to 10.8% of the total collected).

Second, focus on accelerating infrastructure projects; ensure the completion of over 3,000 km of expressways and 1,700 km of coastal roads by 2025.

Third, investment has achieved positive results, including public investment, private investment and foreign investment. In particular, Vietnam remains an attractive destination for foreign investment in the context of difficult global conditions. Total registered FDI capital was over 26.1 billion USD, up 27.3% and the highest in the past 5 years; realized FDI capital reached about 15.4 billion USD, up 8.8%.

Fourth, the business development situation continues to improve. In total, in the first 8 months, nearly 210,000 businesses registered to establish new businesses and resume operations, up 24.5% with a total additional registered capital of nearly 4.14 million billion VND, up 105.34%.

Fifth, tourism continued to recover strongly; in 8 months, it attracted 13.9 million international visitors, an increase of 21.7%.

Sixth, the two-level local government generally operates smoothly; many long-standing projects (nearly 3,000 projects) are focused on handling; administrative procedure reform is promoted.

Seventh, the cultural and social fields are focused on, social security is ensured, and people's lives are improved. The rate of households with increased and unchanged income is 96.6%. Since the beginning of the year, 11,300 tons of rice have been supported during Tet, the harvest season, and overcoming the consequences of natural disasters. Social housing construction has been promoted (according to the report of the Ministry of Construction, by July 2025, there were about 700 social housing projects being implemented nationwide with a scale of about 650,000 units, of which 146 projects were completed, with a scale of more than 100,000 units; 144 projects have started construction, are being implemented with a scale of more than 127,000 units; more than 400 projects have been approved for investment, with a scale of more than 400,000 units). Organizing the opening ceremony of the new school year online nationwide, focusing on unity, solemnity, economy, and practicality.

Eighth, political and social stability; national defense and security are maintained; social order and safety are ensured; foreign affairs and international integration are promoted; the country's prestige and position are enhanced.

Ninth, implementing two special amnesty campaigns for more than 20,000 prisoners, demonstrating the humanity of our Party and State, on the basis of careful consideration and in accordance with regulations.

Many international organizations continue to positively and optimistically assess Vietnam's economic situation and forecast that by 2025 Vietnam will be among the top countries with the highest growth in the region and the world.

Control gold price, exchange rate, credit according to existing tools

In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated and basically agreed with the reports and opinions and requested the Ministry of Finance and the Government Office to absorb and complete the reports and draft Resolution of the meeting, and soon submit them for signing and promulgation.

On behalf of the Government, the Prime Minister acknowledged and commended all levels, sectors and localities for their outstanding efforts, overcoming difficulties and challenges, achieving important and quite comprehensive results in all fields in the first 8 months of the year, contributing to the successful implementation of the 2025 goals, the goals according to the Resolution of the 13th National Party Congress and creating momentum for double-digit growth in the coming years, the whole country is ready to enter a new era.

In addition to the basic results achieved, the Prime Minister frankly acknowledged that our country still has shortcomings, limitations and inadequacies. Accordingly, the pressure to direct and manage the macro economy is still great, especially in terms of interest rates, exchange rates and inflation in the face of external fluctuations. Production and business activities in some areas are still difficult, especially for small and medium enterprises. Traditional growth drivers (consumption, investment, export) have not met expectations, while new growth drivers need time to be effective (such as digital economy, green economy, circular economy). Gold prices fluctuate, prices of some commodities need to be managed and controlled more closely. Institutions and laws in some areas are still entangled; the implementation of the two-level local government model is sometimes and in some places still inadequate. The lives of a segment of the population are still difficult; natural disasters and floods are forecast to continue to be complicated and unpredictable.

According to the Prime Minister, the results achieved were thanks to the correct and timely leadership of the Central Committee, regularly and directly led by the Politburo and the Secretariat, headed by General Secretary To Lam; the coordination, accompaniment and supervision of the National Assembly; the participation of agencies in the political system; the efforts of ministries, branches and localities; the support and active participation of the people and the business community and the cooperation and assistance of international friends.

Regarding the causes of limitations and shortcomings, the Prime Minister said that the work of analyzing, forecasting and responding to policies in some areas is not timely and effective; the situation of a number of cadres and civil servants with limited capacity, not being decisive, not daring to think and act has not improved much...

The Prime Minister emphasized some lessons learned from practice:

Firstly, grasp the situation firmly, respond proactively, promptly, flexibly and effectively with policies; look far and wide, think deeply and do big things; value time, intelligence and timely decisiveness; focus on implementation with high determination, great effort and drastic action. Assign tasks to ensure "6 clarity: clear people, clear work, clear responsibility, clear authority, clear time, clear results", and at the same time balance and arrange resources for implementation.

Second, promote decentralization and delegation of power, promote the role of leaders, along with resource allocation, strengthen inspection and supervision; seriously rectify discipline, promote sense of responsibility, do not shirk or avoid; reward and discipline promptly and strictly.

Third, resolutely not backing down in the face of difficulties; not being subjective in the face of advantages, not being pessimistic in the face of difficulties; steadfast in achieving the set goals and mobilizing the participation of the entire political system, people and business community.

In the coming time, the Prime Minister clearly stated the goal of stabilizing the macro economy, controlling inflation, ensuring major balances (in food, revenue and expenditure, import and export, energy security, labor supply and demand), promoting GDP growth from 8.3-8.5%; high but sustainable growth, ensuring social security, improving people's material and spiritual life; reviewing the targets of 2025 and the 5-year period of 2021-2025, improving the quality and efficiency of the targets that have been achieved, striving to achieve the targets that have not been achieved; ensuring security, safety, public safety, stability for development, development for stability.

Regarding a number of key tasks and solutions, the Prime Minister first requested to focus on careful preparations for the 12th Central Conference, the 10th Session of the 15th National Assembly and the Government Party Congress.

Second, continue to prioritize promoting growth in conjunction with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Continue to implement a proactive, flexible, timely, and effective monetary policy, closely coordinated and synchronized with a reasonable, focused, and key expansionary fiscal policy.

Regarding monetary policy, the Prime Minister requested timely, flexible and effective control of exchange rates; stable control of interest rates and the banking system striving to reduce costs to reduce lending interest rates, sharing with people, businesses and the country; control of gold and USD prices according to existing tools, competent decision-making agencies, if anything is needed or lacking, must promptly report to the Government and the Prime Minister; credit growth must direct cash flow into production and business, improve people's lives, control credit, not let cash flow go into speculation; inspect, check and control banks that only mobilize but do not lend or lend little. The Prime Minister assigned Deputy Prime Minister Nguyen Hoa Binh to directly direct, the Government Inspectorate to step in to strengthen inspection and examination of the banking sector according to Party regulations and laws, not let small violations become major violations.

Regarding fiscal policy, the Prime Minister noted that it is necessary to pay special attention to disbursing public investment; mobilizing and leading social investment; and studying the issuance of construction bonds. The Ministry of Finance will strengthen the management of state budget revenue and expenditure, striving for a 25% increase in state budget revenue in 2025 compared to the estimate, and strive to disburse public investment capital to reach 100% of the plan.

The Prime Minister requested to focus on renewing traditional growth drivers and strongly promoting new growth drivers. Boosting production, business, export, negotiating and signing new FTAs, especially with the Gulf Cooperation Council (GCC) and the South American Common Market (MERCOSUR); stimulating domestic consumption, developing the domestic market. Preparing well for the groundbreaking and inauguration of projects on December 19, 2025, including basically completing the Long Thanh International Airport Project Phase 1.

Third, resolutely, promptly and effectively implement the "pillar" resolutions of the Politburo on science and technology, innovation, digital transformation, law making and enforcement, private economic development and international integration, state economic development, educational and training breakthroughs, and people's health care...

Fourth, urgently build an international financial center and free trade zones. Relevant ministries and agencies must urgently complete the Decrees to immediately implement Resolution No. 222/2025/QH15 of the National Assembly on the Center, to be completed before September 15.

Fifth, focus on removing difficulties and obstacles, effectively implementing the 2-level local government model. The general spirit is to continue to promote the work of reviewing, perfecting institutions, decentralization, decentralization, administrative procedure reform, and digital transformation. The Central Inspection Committee has reported, and the Prime Minister requested Deputy Prime Minister Nguyen Hoa Binh to direct ministries and agencies with problems to implement in accordance with the spirit suggested by the Central Inspection Committee.

Sixth, focus on removing difficulties and obstacles for long-standing projects, clearly defining responsibilities and authorities in handling them.

Seventh, focus on timely and more effective implementation of tasks and solutions on: Cultural and social development; environmental protection; natural disaster prevention and control, climate change response; prevention and control of smuggling, trade fraud, counterfeit goods, especially medicines and food; prevention and control of corruption, waste, and negativity; consolidation and enhancement of national defense and security; maintenance of social order and safety; enhancement of foreign affairs and international integration.

Eighth, the Prime Minister requested that the nuclear power project be approved soon; assigned Deputy Prime Minister Bui Thanh Son and the Ministry of Industry and Trade, the Ministry of Science and Technology, and the Ministry of Agriculture and Environment to focus on building a strategy for nuclear power development.

Ninth, urgently prepare to deploy the Lao Cai - Hanoi - Hai Phong high-speed railway project; Deputy Prime Minister Tran Hong Ha is responsible for directing and preparing for the meeting of the Intergovernmental Committee to promote it soon.

Tenth, regarding the construction of 100 solid boarding and semi-boarding schools in border communes, the Prime Minister directed the Ministry of Education and Training to identify schools, the Ministry of Construction to design standards, the Ministry of Finance to balance the budget, and with localities to start construction simultaneously with the spirit of the state budget being the main source of funding while mobilizing socialized capital.

Directing a number of specific tasks, the Prime Minister requested ministers and heads of ministerial-level agencies to continue focusing on law-making, reviewing and proposing amendments to regulations; ministries, branches and localities to focus on reviewing, cutting and simplifying administrative procedures related to production and business activities, ensuring a minimum reduction of 30% of administrative procedures, 30% of time for implementing administrative procedures, and 30% of compliance costs in 2025; strengthening information and communication work, especially policy communication, replicating good models, good and effective practices, creating a spreading effect, social consensus, and creating a driving force to promote national development in the new era.
