Prime Minister Pham Minh Chinh: Urgently handle backlog projects as requested by the Politburo

On the evening of October 6, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with ministries, branches and localities on the situation of removing difficulties and obstacles for backlogged and prolonged projects according to the Conclusion of the Politburo, Resolution of the National Assembly and Decrees of the Government.

Attending the meeting were Deputy Prime Ministers; Ministers, Heads of ministerial-level agencies; leaders of provinces and cities: Hanoi , Ho Chi Minh City, Da Nang, Khanh Hoa and Tay Ninh.

Through review, currently, the whole country has many backlogged projects, lasting for many years with great value and resources of society being wasted. Backlogged projects, legal problems related to land management, use, planning...

Among them, there are projects that have been identified as having violations, projects that have signs of violations, and many projects that are stuck in processes and procedures. The backlog of projects is under the jurisdiction of the Central Government, but mainly under the jurisdiction of the locality.

The Politburo issued Conclusion No. 77-KL/TW on solutions to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities; the National Assembly issued Resolution 170/2024/QH15, the Government issued Decrees 76/2025/ND-CP and 91/2025/ND-CP to implement the Politburo's policy in Conclusion 77-KL/TW. The Government also established a Steering Committee to resolve difficulties and obstacles in backlogged projects.

At the meeting, the Government Standing Committee and leaders of ministries, branches and localities reviewed the pilot implementation of removing difficulties and obstacles for projects and land according to the Conclusions and Resolutions of the Central Committee, National Assembly and Government in 5 localities: Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa and Tay Ninh.

In particular, delegates pointed out a number of shortcomings that need to be overcome and expressed their commitment to promptly removing difficulties and obstacles for projects and land to put these resources into development; at the same time, there is a basis to propose to the Politburo to allow expansion of implementation nationwide.

Concluding the meeting, affirming the correctness and consistency with the situation of Conclusion No. 77-KL/TW of the Politburo, Resolution 170/2024/QH15 of the National Assembly, as well as Decrees 76/2025/ND-CP and 91/2025/ND-CP of the Government, Prime Minister Pham Minh Chinh highly appreciated the ministries, branches and localities that have taken drastic measures to remove difficulties and obstacles for the projects, with some localities having completed 50-70% of the projects.

However, the implementation progress, especially the synthesis and reporting of the situation, has not met the requirements, especially the reports are not complete and do not closely follow the scope of implementation according to the Conclusion of the Politburo.

Therefore, the Prime Minister requested ministries and branches, especially the five localities of Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa and Tay Ninh to review the backlog and prolonged projects that have been concluded with inspections, examinations and judgments within the scope of Conclusion 77-KL/TW of the Politburo, to be completed before October 15, 2025; in which, a summary report must clearly state which projects have been handled, which projects are being handled, and which projects are still stuck.

Along with that, review other backlogged and prolonged projects and clearly identify which projects, under the authority of which level and sector, must be resolved by that level and sector; for projects similar to those permitted by the Politburo and the National Assembly to be handled, but outside the scope of Conclusion No. 77-KL/TW of the Politburo, synthesize and report to the Politburo to propose that they be allowed to be expanded nationwide.
