The Ministry of Science and Technology is drafting a Government Decree regulating concentrated digital technology zones to promote the formation and development of concentrated digital technology zones, ensuring investment efficiency in the development of the digital technology industry.

The Ministry of Science and Technology said that on November 8, 2013, the Government issued Decree No. 154/2013/ND-CP regulating concentrated information technology zones. After more than 10 years of implementing Decree No. 154/2013/ND-CP, many concentrated information technology zones have been formed and developed, contributing to the strong development of the digital technology industry in Vietnam.

On June 14, 2025, the National Assembly promulgated the Law on Digital Technology Industry along with changes in many mechanisms and policies in specialized laws (investment, land, planning, construction and public asset management). Accordingly, Decree No. 154/2013/ND-CP currently has many provisions that are no longer suitable and consistent with current laws. Therefore, the development of a Decree regulating concentrated digital technology zones (replacing Decree No. 154/2013/ND-CP) is an urgent requirement, stemming from both the legal gap and the lack of consistency of current regulations with other related specialized legal systems.

The purpose of issuing the Decree regulating concentrated digital technology zones is to create a legal corridor for the construction and development of concentrated digital technology zones - an essential and important infrastructure to develop the digital technology industry into a foundational and spearhead industry in the national industrial structure.

The formation and development of concentrated digital technology zones will create infrastructure and a favorable business environment for digital technology enterprises to operate; incubate new digital technology enterprises; promote start-up and innovation activities; form digital technology human resource training centers to serve the national digital transformation process and industrialization and modernization of the country according to the policies of the Party and State.

Promote the formation and development of concentrated digital technology zones suitable to the conditions and potential competitive advantages of localities and regions, ensuring investment efficiency in digital technology industry development.

Forming a digital technology center, creating infrastructure for digital technology application and development

The draft clearly states that the concentrated digital technology park has the following objectives:

Forming a digital technology center, creating infrastructure for digital technology application and development; promoting the development of the digital technology industry; forming a research and development center for digital technology products and services, serving training and technology transfer in the field of digital technology; incubating digital technology businesses.

Establishing a center providing infrastructure and digital technology services creates a favorable environment for investment activities to attract domestic and foreign capital and technology, contributing to building the digital technology industry into a national foundation industry.

Create a working environment that meets international standards, attracts high-quality labor, contributes to improving the competitiveness of Vietnamese digital technology enterprises; creates digital technology products and services that can replace imports, contributing to promoting the development of industries and fields.

Contribute to economic growth, improve production technology level and competitiveness of products and services of Vietnamese enterprises; enhance the position and brand of Vietnamese digital technology.

Functions and tasks of concentrated digital technology zones

According to the draft, the concentrated digital technology zone has the function and task of implementing and linking research - development, application and transfer activities of digital technology. Producing and trading digital technology products, providing digital technology services.

Training and fostering digital human resources. Incubating digital technology and digital technology businesses.

Trade promotion; organizing fairs, exhibitions, demonstrations of digital technology products and services; promoting domestic and foreign investment to promote digital technology industry activities.

Provide infrastructure, services and necessary conditions for organizations and businesses operating in concentrated digital technology zones to perform the above functions and tasks.

Functional zoning of the concentrated digital technology park

The draft clearly states that the concentrated digital technology zone is organized into two main functional sub-zones:

a- Sub-zones implementing digital technology industry activities, including: Sub-zones for production, business of digital technology products and services; sub-zones for research - development, consulting, training, digital technology incubators; sub-zones for offices, working headquarters serving management and operation; sub-zones for key technical infrastructure works such as electricity, water, telecommunications, environmental treatment, fire prevention and fighting and other technical infrastructures; sub-zones for display, fairs, exhibitions, product introduction and communications; other functional sub-zones performing the functions of a concentrated digital technology park.

b- Sub-area groups providing services for concentrated digital technology zones, including: Sub-area for civil services (education, healthcare, culture, sports, etc.); sub-area for accommodation services; sub-area for finance or financial and banking linkages; other sub-areas providing services for concentrated digital technology zones.

The concentrated digital technology zone may not have all the functional zones, but the total land area of ​​the Sub-zone Group implementing digital technology industrial activities must ensure that it occupies at least 60% of the construction land area. The planning of the construction of functional zones can be concentrated or dispersed in accordance with the actual conditions of each concentrated digital technology zone.

The construction density of the concentrated digital technology park must simultaneously meet the following criteria: The net construction density of the land plot for building and production facilities is a maximum of 60% of the land plot area; the ratio of trees, traffic, and technical areas must be at least 21% of the total area of ​​the park or more.
