Effectiveness of corporate training model
According to the report of the Department of Education and Training, the province currently has 112 vocational training institutions including: 31 colleges, 35 intermediate schools, 28 centers and 11 other institutions, meeting diverse vocational training needs. In the period of 2021-2025, Bac Ninh has achieved many outstanding results in training and improving the quality of human resources. Thanks to that, the rate of trained workers in the province is currently 80%; of which, the rate of trained workers with degrees and certificates is 35.9%.

To achieve this result, one of the important solutions that the education sector and related sectors are interested in implementing is to link with businesses in training. Currently, the formation of models such as: "1 + 1 + 1" (1 year of theory at school, 1 year of skills practice in a business, 1 year of internship at a business); "50 - 50" (50% of the time is spent studying theory at school; the remaining 50% is spent practicing at a business); training according to orders... has met the demand for high-quality human resources for large corporations such as Samsung, Canon, Foxconn.
In addition to investing in upgrading facilities to meet the appropriate human resource needs of businesses, every year, the Vietnam - Korea Bac Giang College of Technology proactively reviews, edits, and supplements training programs and curriculum. Mr. Nguyen Cong Thong, Principal of the school, said: The school currently trains 4 key, high-quality majors (industrial electricity, industrial electronics, metal cutting, information technology). In order to create opportunities for experience, helping students find jobs more easily after graduation, in recent years, the school has cooperated with many businesses inside and outside the province with diverse linkage models; ensuring that 100% of final-year students can practice and intern in the production line. Positive results, the rate of students having jobs in the right field of study at the school reached more than 93.5%; the average salary is from 12-20 million VND/person/month.

“With the support of teachers in the school, when interning at Hana Micron Vina Co., Ltd. (Van Trung Industrial Park), we were enthusiastically guided by the professional department, helped to get familiar with the machines, and trained in basic skills to quickly catch up with the modern production line. At the end of 2024, after graduating, I applied and was accepted to work here. Currently, my monthly income is 15 million VND,” shared Ms. Nguyen Thi Hang (born in 2003), a former student of the school's information technology major.
Operating since 2022, IL - Sung Tech Joint Stock Company (Hap Linh Industrial Cluster, Hap Linh Ward) - a member of SMP Holdings, specializes in assembling electronic components, currently creating jobs for about 1,500 workers. With a strategy to attract and develop sustainable human resources, especially qualified and certified workers, the company focuses on cooperating with many universities and colleges in and outside Bac Ninh province to expand training and practice cooperation models at enterprises. In 2024, the company welcomed more than 2,500 students to intern and practice at the enterprise.
Specify policies and replicate linkage models
According to Mr. Doan Xuan Thanh, Deputy Director of the Department of Education and Training, in addition to the achieved results, enrollment is unbalanced. In the period of 2021-2025, vocational training institutions enrolled nearly 538 thousand people; graduated more than 455.7 thousand people. However, the college and intermediate level only reached 12-15%, mainly still primary and vocational training under 3 months. Private vocational training institutions (70 institutions) are still limited in terms of facilities, many places have to rent headquarters, lack standard practice workshops; a number of teachers have not met practical requirements. In particular, the connection of "3 houses" in implementing vocational training activities, improving the quality of human resources in reality still faces many difficulties and challenges.
The legal framework on the role, responsibilities and rights of enterprises in vocational education activities has been stipulated in the Labor Code, the Law on Vocational Education, resolutions of the National Assembly, and decrees of the Government. However, many policies have not been specified and applied in practice. The participation of enterprises is generally not extensive, lacking a mechanism to bind responsibilities, so the effectiveness of cooperation is uneven. Some vocational education institutions and enterprises have only stopped at the level of signing minutes, not making long-term commitments. Small and medium-sized enterprises mainly process and assemble products, so most of them use unskilled labor and have not paid attention to investing in training activities.
Promoting its role as a bridge between businesses and vocational schools, Bac Ninh Employment Service Center No. 1 (under the Department of Home Affairs) has signed a memorandum of understanding on labor supply agreements with many vocational schools and businesses.
Linking training by address, linking vocational schools and enterprises is considered an important solution to meet the needs of the labor market, especially high-quality human resources. In order for this activity to be effective, in the coming time, the education sector will focus on reviewing, arranging, and planning the network of vocational training facilities, ensuring it is suitable to the actual situation; innovating training activities towards modernity, international integration, and meeting the needs of the market. In particular, promoting propaganda to orient, encourage and support enterprises in choosing appropriate training linkage models; at the same time, there will be a mechanism to bind the responsibilities of enterprises, especially recruitment policies. Only then will vocational education truly be a breakthrough in developing high-quality human resources, serving the province's industrialization and integration strategy in the new period.
Mr. Tran Van Ha, Deputy Director of the Department of Home Affairs: Modernizing the labor market information system, expanding the connection between supply and demand In the context of fierce labor competition, to meet the needs of businesses, suitable for both professions and qualifications, the Department of Home Affairs actively consults on solutions, proactively coordinates with related sectors to modernize the labor market information system, expand the connection between supply and demand nationwide. Accordingly, focus on building and implementing solutions to digitize and update data information on businesses and workers; store and manage data centrally at provincial, regional and central levels; have connections and share with the population database, business registration, social insurance... From there, do a good job of collecting, forecasting, analyzing information, connecting supply and demand, promptly responding to labor market trends. Support businesses with labor recruitment needs to connect with reputable and quality employment service units, promptly responding to the human resource needs of businesses. Ms. Nguyen Thi Hong, Principal of Bac Giang Mountainous College: Correctly assess your own abilities to choose a suitable career. In reality, the market requires workers to meet the requirements of suitable positions, not just looking at degrees. At Bac Giang Mountainous College, the total annual enrollment of the school is about 1,000 students. The results are positive when on average, 70-80% of graduates have jobs each year, many of them are recruited at the businesses where they have previously interned. Therefore, in addition to the goal of improving training quality, the school strengthens its links with businesses, creating favorable output for students. Actively coordinates with junior high schools and high schools to promote counseling and orientation activities, helping students have a basis to choose the right career. Ms. Nguyen Thi Ly, Head of Human Resources Administration Department, Sung Woo Vina Limited Liability Company: The province's policy helps businesses ensure human resources for production and business. Sung Woo Vina Co., Ltd. is a foreign invested enterprise, its main business is manufacturing electronic components, always in need of a large number of unskilled workers and highly skilled workers. Coming to invest in Bac Ninh province, in recent times, the Company has not only enjoyed investment attraction policies but also received the attention and facilitation of the province in human resource development. Bac Ninh cares about the lives of workers through policies on housing, health, education, culture and support for disease prevention and control. Sung Woo Vina Limited Liability Company has cooperated closely with Bac Ninh Industrial College in vocational training. Accordingly, the Company “places orders” with the school and participates in the training process to ensure that graduates have qualifications close to the requirements. Workers have been trained at the Company, are familiar with the regulations and work processes, so when officially working, they will quickly adapt and keep up with the requirements of the business, helping to increase productivity, reduce time and costs for retraining. With a highly skilled workforce, good skills help reduce the rate of damaged products, or those requiring correction, the company has the ability to meet higher orders.
