Overview of the 44th session of the Provincial People's Council Standing Committee.
The Office of the National Assembly Delegation and the Provincial People's Council reports on the results of supervision by the Provincial People's Council Delegation, proposes to organize an explanation session; and the results of August work of the Standing Committee, Committees, and Provincial People's Council Delegation Delegations.
Implementing the direction and assignment of the Provincial People's Council Standing Committee, in recent times, the Provincial People's Council Delegation Groups have strengthened the organization of monitoring the law enforcement situation in the candidate areas. Up to now, 8/12 Provincial People's Council Delegation Groups have implemented monitoring; of which, 7 groups have organized monitoring, reported the monitoring results to the Provincial People's Council Standing Committee; 1 group has issued a monitoring plan. The monitoring work ensures the order and procedures according to regulations; the topics and monitoring contents are practical, related to many issues of concern to voters in the candidate areas. Through monitoring, the Delegation Groups have recommended to the relevant levels and branches solutions to resolve voters' concerns, improve the responsibility and effectiveness of management and operation.
In August, the Standing Committee and Committees of the Provincial People's Council performed well their functions, tasks and powers according to the law. Therein, focusing on organizing for the Provincial People's Council delegates to meet voters after the 19th session; organizing thematic supervision of the Standing Committee of the Provincial People's Council; preparing to organize thematic meetings with voters; organizing meetings of the Standing Committee of the Provincial People's Council according to regulations. Receiving citizens, urging the settlement of complaints and denunciations. Giving opinions on proposals to draft resolutions; advising on contents assigned by the Standing Committee and the Standing Committee of the Provincial Party Committee. At the meeting, the Economic - Budget Committee reported the results of the Consultation on the List of construction planning projects and urban planning projects for the period up to 2025 under the approval authority of the Provincial People's Committee; Results of the examination of the proposal to draft a resolution amending a number of Articles of the Regulation issued together with Resolution No. 15/2021/NQ-HDND dated December 11, 2021 of the Provincial People's Council promulgating regulations on the allocation of regular expenditures of the local budget and Resolution No. 13/2023/NQ-HDND dated July 25, 2023 of the Provincial People's Council amending and supplementing a number of Articles of the Regulation on the allocation of regular expenditures of the local budget issued together with Resolution No. 15/2021/NQ-HDND dated December 11, 2021 of the Provincial People's Council. The Provincial People's Council's Committee on Culture and Society reported the results of the review of the proposal to draft a resolution on regulations on policies to support loans from the local budget for workers working abroad under contracts in the province.
Speaking at the meeting, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the committees, groups and each delegate of the Provincial People's Council to continue to promote the spirit of responsibility and strive to complete the assigned tasks in September. In particular, it is important to focus on researching and reviewing the content and feasibility of the resolutions proposed by the Provincial People's Committee to be submitted at the special session of the Provincial People's Council in September to soon finalize the list of resolutions to be submitted at the session, ensuring that after the resolutions are issued, they will quickly come into life, with high feasibility and efficiency.

He highly appreciated the sense of responsibility of the Provincial People's Council Delegation Groups in performing well the supervision work in the past time; requested the Delegation Groups to continue to perform well the functions and roles of inspection and supervision; noted that after each supervision session, there should be a comprehensive report on the contents of recommendations; strengthened monitoring and supervision of the settlement of voters' recommendations and the management and operation work of all levels and functional branches, contributing to relieving frustrations, increasing consensus and unity of voters and people. Regarding the List of construction planning projects and urban planning for the period up to 2025, he requested the Provincial People's Committee to continue to direct all levels and functional branches to coordinate and review regulations, legal bases, and practical requirements to adjust and establish scientific planning, ensuring legality, as well as helping to allocate capital sources for economical and scientific planning.
