Specifically, according to the executive order:
Tuyen Quang Hydropower Reservoir opened one bottom spillway at 8:00 p.m. on September 29. At 4:00 p.m. the same day, the upstream water level of the reservoir was at 118.86 m, downstream at 50.20 m; the water flow to the reservoir was 1,221 m³/s, the total flow to the downstream was 579 m³/s.
Hoa Binh Hydropower Reservoir also opened a bottom spillway gate from the evening of September 29 to proactively cut floods and regulate water levels according to the operating process of the Red River inter-reservoir.
The Ministry of Agriculture and Environment requests the People's Committees of the provinces and cities of Tuyen Quang, Phu Tho, Hoa Binh and Hanoi to urgently:
Immediately notify authorities, people, production facilities, aquaculture facilities, ferry terminals, water transport vehicles, sand and gravel mining activities, and riverside works to proactively respond.
Check and ensure safety for people, property and construction works along the river.
Timely report on handling plans for unusual situations during flood discharge.
The above localities also need to closely monitor the developments of floods, construction safety, flow to the lake, upstream and downstream water levels of the reservoir, and promptly report to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control) and relevant agencies as prescribed.
