Successfully organized the Conference to evaluate the PCI index of Lang Son province in 2024, implementation solutions in 2025

Carrying out the assigned task of researching the results of the business investment environment and developing the PCI plan for 2025 of the province; The Department of Finance has chaired and coordinated with relevant agencies to prepare the necessary contents to organize the Conference to evaluate the PCI index of Lang Son province in 2024, and solutions for implementation in 2025. At the conference, delegates listened to the Summary Report on the assessment and analysis of the PCI index of Lang Son province in 2024 presented by Mr. Phan Hong Tien - Director of the Department of Finance and the Summary Report on the results of the Provincial Green Index (PGI) of Lang Son in 2024 presented by Mr. Nguyen Huu Chien - Director of the Department of Agriculture and Environment.

In the 10 component indexes of the PCI Lang Son Report; 4/10 component indexes increased in score compared to 2023, including: Market entry (+ 0.68 points); Transparency (+ 1.9 points); Informal costs (+ 0.25 points); Business support policies (+ 0.49 points). 6/10 component indexes decreased in score, including: Land access (-0.77 points); Time costs (-0.85 points); Fair competition (-0.23 points); Dynamism of provincial government (-0.19 points); Labor training (-0.65 points); Legal institutions and security and order (-0.07 points). This is the third consecutive year that Lang Son province has been in the high-ranking group nationwide.

The results achieved in 2024 from the drastic direction of the provincial leaders and the efforts of the entire political system in effectively implementing the tasks and solutions assigned in the Resolutions of the Government and the Provincial Party Committee, the Action Plans of the Provincial People's Committee on administrative reform, improving the investment and business environment, enhancing provincial competitiveness have created positive changes in reality, recognized and highly appreciated by the business community. Especially the right direction and focus of the Provincial People's Committee leaders in the field of socio-economic development of the province.

At the conference, representatives of the Vietnam Confederation of Commerce and Industry (VCCI) evaluated the results of the province's PCI and PGI indexes in 2024 and suggested, analyzed, and recommended a number of solutions to improve the scores in 2025.

Also at the Conference, representatives of a number of departments and branches gave presentations focusing on analyzing and evaluating the implementation of component indicators and proposing solutions to overcome and improve the indicators in 2025. Representatives of the Provincial Business Association also gave a speech expressing the thoughts and aspirations of the business community, and at the same time made a number of proposals and recommendations for the investment and business environment of the province in the coming time. Continue to deploy the DDCI index (assessment of departments, branches and localities) as a specific tool to improve the PCI index of the province. Mr. Pham Ngoc Thach - Deputy Head of the Legal Department of VCCI also made a number of proposals to the province, in which businesses and people are at the center, while enhancing the role of business representative organizations, associations and business associations. In the coming time, VCCI will continue to accompany the province in improving the investment and business environment, improving the PCI index of the province.

At the end of the Conference, Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee, suggested that in the coming time, leaders of departments, branches, sectors, People's Committees of districts and cities need to continue to unify awareness, innovate thinking, focus on directing the drastic implementation of work to improve the business environment, improve PCI and PGI indexes in 2025, especially strongly and clearly improve low-scoring and reduced-scoring component indexes of 2024. Implement practical and specific solutions to remove difficulties and obstacles for businesses associated with administrative procedure reform, with special attention to digital transformation, digital border gates, and environmental protection. Enhance the responsibility of heads of agencies in removing difficulties for businesses. In the Conclusion, the Vice Chairman of the Provincial People's Committee also requested the Provincial Business Association and Business Associations to continue to promote their role as a bridge between the business community and state agencies in assessing and implementing PCI, DDCI, raising awareness and trust of businesses in the authorities at all levels in performing public duties.
