On the afternoon of September 21, in Hanoi, the Vietnam National Industry and Energy Group ( Petrovietnam ) solemnly held a ceremony to receive the First Class Labor Medal and celebrate the 50th anniversary of its establishment (September 3, 1975 - September 3, 2025).
General Secretary To Lam attended and delivered a speech at the ceremony.
Also attending were Politburo member, Prime Minister Pham Minh Chinh; Politburo members, Party Central Committee Secretaries: Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front; Phan Dinh Trac, Head of the Central Internal Affairs Commission; Nguyen Duy Ngoc, Head of the Central Inspection Commission; Politburo members: Nguyen Hoa Binh , Permanent Deputy Prime Minister; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Bui Thi Minh Hoai, Secretary of the Hanoi Party Committee.
Party Central Committee members, alternate Party Central Committee members, leaders of the Government, National Assembly, leaders of central and local departments, ministries and branches; domestic and foreign partners and many generations of oil and gas leaders and workers through the periods attended the Celebration Ceremony.

Contribute significantly to ensuring "5 safe" and 5 "best"
Delivering a speech at the ceremony, Mr. Le Manh Hung, Chairman of the Board of Members of the Vietnam National Oil and Gas Group, said that the period of rapid and breakthrough development of the Vietnamese oil and gas industry began after the historic milestone of September 3, 1975: the Vietnam General Department of Oil and Gas was officially established.
Over the past 50 years, under the leadership of the Party and the State, the Vietnam National Energy Industry Group has achieved many great achievements, being the driving force, spreading and making important contributions to building and defending the Fatherland: Building a complete, synchronous and modern oil and gas industry with a strategic and backbone energy infrastructure system; putting into operation many key national projects at home and abroad such as: Bach Ho, Bien Dong, Cuu Long; Phu My Gas, Electricity, and Fertilizer Plant, Ca Mau; Dung Quat Oil Refinery, Nghi Son, Vung Ang Thermal Power Plant... in foreign countries such as Russia and Algeria.
Vietnam National Energy Industry Group has fulfilled its mission of making an important contribution to ensuring the five security (energy security, economic security, national defense security, food security and social security).
Up to now, Vietnam National Industry and Energy Group can be proud of its great achievements, in which 5 indicators are the highest (largest scale; highest budget contribution; continuously achieving the highest profit; enterprise with the most Ho Chi Minh and State awards for Science and Technology; performing social responsibility, highest contribution to Social Security).
Developing further on the traditional oil and gas platform, Vietnam National Industry and Energy Group has made a strategic shift, becoming the National Industry and Energy Group, opening a new era of development, combining Five main areas of operation into Three pillars: Energy is the core, Industry is the foundation, Technical services are the spearhead. Expanding the exploitation of energy layers, resources, and seabed minerals; developing new materials, sustainable fuels, and energy mechanics.

Entering a new era, along with the country's development, despite many difficulties, the Vietnam National Industry and Energy Group is determined to implement the strategic goals set in the Resolution of the 4th Party Congress, striving to be one of the 500 largest enterprises in the world by 2030, developing strongly and sustainably.
Innovate and modernize the management system in line with the model of the National Industry-Energy Group; focus on developing science, technology, innovation, especially 10 strategic technologies, 32 key products, with the target of 25% revenue from Science and Technology; manage talents, prepare high-quality human resources for the future; develop National Ecological Energy Industry Centers; strengthen cooperation, investment, export and international business, strive for 30% international revenue; enhance corporate culture in line with the new mission and vision through human and knowledge development of the Vietnam National Industry-Energy Group.
Speaking at the ceremony, on behalf of the Party and State leaders, General Secretary To Lam warmly commended and congratulated the great achievements of the Vietnam National Industry and Energy Group over the past 50 years; congratulated generations of leaders, engineers and workers of the Vietnam National Industry and Energy Group; thanked international partners and friends for their companionship; wished the industry and energy sector to continue to have breakthrough developments, worthy of the resilient spirit, pioneering tradition and aspiration to rise of the heroic Vietnamese people.
The General Secretary emphasized that looking back at the past 50 years, the Vietnam National Industry and Energy Group has made great contributions, many years reaching 20-30% of the total State Budget revenue, making an important contribution to stabilizing the macro-economy, ensuring national energy security; even contributing to maintaining the lifeblood of society, contributing to protecting the security of the regime, in difficult times, in the face of world political fluctuations.
The General Secretary highly appreciated the initiative of the Vietnam National Industry and Energy Group on the program "STEM Education and Practice Room."
Through educational companion programs, the Vietnam National Industry and Energy Group has deployed STEM classrooms in many localities - a model for nurturing science and technology human resources for the future, a model for exploiting human resources in the digital age.
The General Secretary requested the Minister of Education and Training, the Provincial/City Party Secretaries, and the General Director of Vietnam Television to closely coordinate with Petrovietnam to effectively implement the systematic program connection; summarize, evaluate, draw lessons from experience, and further replicate this very meaningful model and program.
Energy-industry-knowledge creation
The General Secretary said that today's world is rapidly shifting to a green economy, digital economy and smart artificial intelligence, with unprecedented breakthroughs in technology and governance.
In that context, the Central Committee and the Politburo have issued many new, breakthrough and strategic policies and orientations such as Resolutions of the 11th Central Committee Conference, the 12th Central Committee Conference, Resolutions No. 57, 59, 66, 68, 70, 71, 72 of the Politburo to realize three very important goals: Maintaining a peaceful and stable environment; developing the economy rapidly and sustainably; improving people's lives.
These policies are important strategic orientations for national development in the coming period that each level, sector and organization from the central to local levels need to concretize, thoroughly understand and implement.
For the Vietnam National Oil and Gas Group, it is also responsible for implementing Conclusion 76 of the Politburo on the strategic orientation for the development of Vietnam's oil and gas industry to 2025 and vision to 2035 and some orientations for the new period. This is the guiding principle for the Vietnam National Oil and Gas Group to shift from "resource exploitation" to "energy-industry-knowledge creation."

In the new development strategy, the General Secretary proposed to firmly ensure national energy security; proactively build strategic reserve capacity, regulate, supply and dispatch flexibly in association with energy security, national defense security and economic independence and autonomy; lead industrialization and modernization: develop industry and technical services as pillars; focus on completing and expanding integrated refinery-petrochemical-chemical complexes; develop mechanical engineering for drilling rigs, energy equipment, new materials, increase the localization rate in the supply chain; build national industrial-ecological energy centers, associated with infrastructure and supporting industries; promote high-tech services to gradually turn the Vietnam National Energy Industry Group into a leading industrial-technical contractor in the region.
The General Secretary pointed out pioneering in science, technology, innovation and digital transformation; innovating governance, perfecting the corporate governance model according to international practices to improve efficiency and safety; strengthening enforcement discipline, preventing loss and waste; ensuring the principles of transparency, integrity, efficiency and sustainability; actively integrating internationally and promoting the strength of economic sectors to connect for common development.
On the occasion of the Anniversary, the General Secretary presented the Vietnam National Industry and Energy Group with 8 words: "Pioneer-Outstanding-Sustainable-Global."
Pioneering in leading the cause of industrialization, modernization and energy transition, digital and green transformation, enhancing integration, affirming Vietnam's mettle and intelligence. Outstanding in efficiency, competitiveness and innovation, becoming a typical model of state-owned enterprises. Sustainable in vision and action, harmonious development between economic growth, environmental protection, social security and national responsibility. Globally, in aspiration and strength, reaching out to the ocean, positioning Vietnam in the international arena, confidently among the ranks of the world's leading enterprises.
To realize its great aspiration, the Vietnam National Industry and Energy Group needs to continue making outstanding efforts with effective support from the political system.
The General Secretary requested the National Assembly Party Committee to direct the National Assembly to perfect the legal system, create a legal corridor for a competitive energy market and promote the efficiency of state-owned enterprises.
The Government Party Committee directed the Government to concretize the Politburo's policies in the Charter of the Vietnam National Energy Industry Group; continue to strongly implement decentralization and delegation of power; build specific mechanisms for strategic energy projects; and have assignments and orientations for economic sectors to develop.
Ministries, branches and localities coordinate, guide and create an open business environment, remove bottlenecks and bottlenecks to serve development; carry out spatial and infrastructure planning; and at the same time create a national ecological energy industrial center.
The General Secretary believes that with its glorious tradition, mettle, intelligence, professionalism and loyalty, with its faith and aspiration to rise, the Vietnam National Industry and Energy Group will continue to be a pillar of the economy, a "national enterprise" for the national interest, the pride of the Party, State and People; contributing to realizing the country's two 100-year goals and the aspiration to build a strong and prosperous Vietnam.
At the ceremony, in recognition of its important contributions to the country, on behalf of the Party and State leaders, General Secretary To Lam awarded the First Class Labor Medal to the Vietnam National Energy Industry Group.
Prime Minister Pham Minh Chinh awarded the First Class Labor Medal to comrade Le Manh Hung, Chairman of the Board of Members; awarded the Second Class Labor Medal to comrades: Le Ngoc Son, General Director and Le Manh Cuong, Deputy General Director; awarded the Third Class Labor Medal to comrades: Le Xuan Huyen, Deputy General Director, Tran Quang Dung, Standing Deputy Secretary of the Party Committee, Phan Tu Giang, Deputy General Director, Vu Dao Minh, Head of the Oil and Gas Exploration and Exploitation Department.
At the ceremony, General Secretary To Lam, Prime Minister Pham Minh Chinh and leaders of the Party, State and Vietnam National Industry and Energy Group launched the STEM Innovation Petrovietnam program, built STEM meeting rooms applying digital technology, gradually upgraded the educational infrastructure system, and connected schools, localities and internationally.
Previously, within the framework of the Celebration Ceremony, the Vietnam National Energy Industry Group opened the Science and Technology Exhibition displaying outstanding scientific and technological achievements over 50 years.
The exhibits on display and introduced at the exhibition represent achievements and contributions in science and technology, affirming the core competencies of the Vietnam National Energy Industry Group in the process of national development. The exhibition will take place on September 21 and 22; open to the public, free of charge from 8am to 9pm on September 22 for the public to visit./.
