Imprints of patriotic emulation movement
Delivering the opening speech, Member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Central Committee of the Vietnam Women's Union Nguyen Thi Tuyen reviewed the glorious historical tradition of Vietnamese women over the past 95 years.
Since its establishment in 1930, the Union has become an important force in the revolutionary cause, contributing to building the Party and defending the Fatherland. The Vietnam Women's Union is a socio-political organization representing the legitimate rights of women, a warm common home, and a reliable support for women.
President of the Central Committee of the Vietnam Women's Union Nguyen Thi Tuyen emphasized that one of the factors that make up the strength of the entire Vietnamese nation is patriotic emulation movements.
During the 2020 - 2025 period, hundreds of thousands of members received loans for economic development and job creation; more than 170,000 women's households were supported to escape poverty, 110,000 women were supported to start a business; 660 cooperatives managed by women and more than 10,000 women's cooperatives were established, making an important contribution to the national startup ecosystem, enhancing the role of women in economic development.
In addition, the Women's Union at all levels has mobilized more than 650 billion VND to support the prevention of the Covid-19 epidemic, more than 37,000 orphans have been sponsored with a total amount of nearly 200 billion VND; thousands of "Shelters of Love" have been built. In particular, many exemplary women in various fields have appeared, being commended, rewarded and honored from the grassroots level to the whole country.
Promoting the achievements of 95 years of construction and growth; at the same time concretizing and effectively implementing the directions of the Party Central Committee, the Politburo, the Secretariat, the Women's Union at all levels will diversify forms of attracting and gathering members, paying attention to women in difficult areas, ethnic minorities in mountainous areas, islands, industrial zones, and disadvantaged women so that no one is left behind; continuing to innovate and improve the quality of emulation and reward work.
"With the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, and national pride", Vietnamese women across the country will promote the fine traditions of the descendants of the Trung Sisters and Trieu Thi Trinh, combined with the spirit of innovation, creativity, and aspiration to rise up of Vietnamese women in the new era; continue to promote the tradition, mettle, intelligence, and spirit of mastery, and the aspiration to contribute of women, contributing to building a strong and developed Vietnam", Comrade Nguyen Thi Tuyen emphasized.
Suggesting 10 "Strategic Breakthroughs" for the Vietnamese Women's Movement
On behalf of the Party and State, General Secretary To Lam congratulated the Vietnam Women's Union on being awarded the noble award - First Class Labor Medal.
General Secretary To Lam emphasized that from the early days of building and defending the country, from the Hai Ba Trung and Ba Trieu who were famous in history, to the generations of women in the Ho Chi Minh era who were "Heroic - Indomitable - Loyal - Responsible", Vietnamese women have always been the support of the family, the solid rear, the brave frontline, the nucleus of solidarity and humanity in the community.
According to the General Secretary, the country has entered an era of three major transformations: "green - digital - human resources"; simultaneously facing many traditional and non-traditional security challenges: climate change, supply chain disruption, technological competition, disinformation, cyber violence, and new risks of inequality. At the center of these transformations are people, and women hold a particularly important position.
In the “digital economy”, women are the biggest users of digital services in the family, the “financial directors” of household consumption, and the ones who teach their children their first digital skills. In the “green economy” and “circular economy”, women are the force that organizes green consumption, sorts waste, saves energy, and spreads sustainable lifestyles... In the “care economy” of a society, women shoulder the majority of the care for children, the elderly, the sick... Therefore, investing in women is investing in national productivity and the future of the nation.
The General Secretary affirmed that the Party and State have always consistently advocated promoting substantive gender equality, expanding opportunities for women to participate in leadership, administration, and entrepreneurship; perfecting the social security policy system, protecting women and children, preventing and combating domestic violence, gender-based violence, and cyber abuse; taking care of preschool education and reproductive health; building a healthy and safe cultural environment... However, the policy will only truly come into life when there is a mass movement, creative approaches, concrete, measurable and replicable results.
"That is the mission of the Vietnam Women's Union in the new period," General Secretary To Lam affirmed.
Emphasizing that the 5th Patriotic Emulation Congress of the Association is an important occasion to summarize, honor and open a new practical, effective and widespread emulation cycle, General Secretary To Lam proposed and suggested 10 key orientations and tasks as "strategic breakthroughs" of the Vietnamese women's movement in the period 2025-2035, with a vision to 2045.
That is to build Vietnamese women of the new era with the qualities: patriotism, independence, bravery, humanity, intelligence, creativity, responsibility, number, green... At the same time, the Association needs to upgrade the movement "Building a family of "5 no, 3 clean" to "5 no, 3 clean, 3 safe", in which "3 safe" means safety, peace of mind, and welfare. Specifically, "safe" means no violence, no abuse; "peace of mind" means schools, hospitals, digital spaces that are friendly to women and children; "welfare" means childcare services, elderly care, women's care, micro-insurance, charitable credit...
General Secretary To Lam also suggested that the Association make a breakthrough in digital transformation within the Association and for its members, implementing the movement "Each woman - a basic digital skill; each Association facility - a practical digital service", connecting public services, social security, legal advice, startups...
Along with that, it is necessary to promote economic development for women, from sustainable livelihoods to women-owned businesses. Specifically, each province and city strives to form at least one livelihood project cluster or cooperative led by women; each commune or cluster of communes has at least one OCOP product made by women and meeting standards. Every year, the Association organizes training for core forces on entrepreneurship and digital management.
Next, the Association needs to take care of the young generation, considering this a strategic priority to improve labor productivity and population quality. In particular, the Association protects women and children from gender-based violence, human trafficking, and high-tech crimes. The Association needs to closely coordinate with the police, judiciary, and internal affairs forces to prevent early - intervene early - provide early support, perfect the "first touch point" mechanism right at the grassroots level, train legal and psychological skills for Association officials, build a database connection, ensure privacy, expand free legal aid, health recovery, vocational training - create jobs for victims.
At the same time, it is necessary to discover, train and use female cadres, increase the proportion of women participating in leadership and management at all levels, especially at the grassroots level; build a safe, healthy and cultural environment rich in identity through honoring Vietnamese ao dai, culinary arts, traditional crafts kept by women, preserving the Vietnamese language, family traditions and etiquette, and combating hybrid, offensive and pragmatic manifestations. At the same time, strengthen people-to-people diplomacy and international integration.
Finally, it is necessary to strongly innovate the Association's operating method by closely following the grassroots, relying on impact measurement data, applying digital management to grasp the needs of members in each group, shifting from "spread support" to "problem-based solutions".
The General Secretary emphasized that patriotic emulation is the strongest spiritual motivation to turn the policy into reality. The General Secretary proposed launching an emulation movement in the new term with the theme: "Vietnamese Women: Aspiration - Intelligence - Compassion - Creativity - Sustainability - Happiness".
“Each level of the Association, each sector, each locality registers clear targets, specific “emulation projects”, with timelines, measures, responsible people, and social monitoring mechanisms. Emulation is patriotism; patriotism requires emulation; and “each woman - a flower of good deeds”, “each family - a happy address”, “each Association base - a friendly and useful destination”, the General Secretary emphasized.
General Secretary To Lam believes and expects the Vietnam Women's Union to continue to innovate, be creative, and take decisive and effective actions; to be worthy of being a trusted address for women nationwide; to be a strong bridge between the Party and the people; to be a common home of love and responsibility; to be the origin of movements rich in vitality, humanity, and effectiveness.
At the ceremony, the Central Committee of the Vietnam Women's Union was honored to receive the First Class Labor Medal, a noble award awarded by the Party and State, recognizing the outstanding achievements of the Vietnam Women's Union at all levels.
Also at the ceremony, the Central Committee of the Vietnam Women's Union awarded the Vietnam Women's Award 2025 to 3 outstanding groups and 12 individuals. The Vietnam Women's Award is a noble award of the Vietnam Women's Union, held annually to honor talented female groups and individuals with outstanding achievements in many areas of social life.
On this occasion, the Central Committee of the Vietnam Women's Union awarded Certificates of Merit to 81 collectives and 255 outstanding and typical individuals in various fields.
