On the morning of December 3, General Secretary To Lam and National Assembly deputies of Hanoi City, constituency No. 1 met with voters of Ba Dinh, Dong Da, and Hai Ba Trung districts after the 8th session of the National Assembly. Giving their opinions here, voters expressed their interest in following and highly agreeing with the central government's major policies on preventing and combating waste and streamlining the political system's apparatus. At the same time, they hoped that the streamlining would not only reduce the mechanics, reduce the number of focal points, reduce the number of workers, but must truly be in the spirit of streamlining, efficiency, effectiveness, and efficiency as the central government has thoroughly grasped. Voters also expressed their confidence in the innovative policies to promote socio-economic development, bringing our country into a new era - the era of national development.

Missing the opportunity is a mistake to the country and the people.

In his first meeting with Hanoi voters after moving to work at the delegation, General Secretary To Lam pointed out that the voters' opinions showed that he closely followed and was very responsible for the development of the capital and the country in the coming time. The General Secretary pointed out that there was a lot of work, very difficult, especially having to overcome himself, but he was very happy that the voters and people were very unanimous and supportive and would certainly succeed. "The opportunity has come to us now. We see that the country's development process is very large, very great. But it is true that looking back, we see that it is not enough, there is still much to do better. Looking at our brothers and friends in the world, they are developing and going too fast. We just keep going slowly, calmly, and happily on the results, as the late General Secretary Nguyen Phu Trong said, "resting on our laurels is not good." We just stop, go slowly, they go faster than us. People with potential, go faster, apply the progress of the times, science , technology... will leave us far behind. Like that, we will always be left behind. So more than ever, we must focus on reaching out, running really fast to catch up with the world," the General Secretary stated. In order for the country to enter a new era - an era of development and prosperity, the General Secretary informed that in the coming time, the Central Executive Committee has outlined a number of very urgent tasks and directed very focused and consistent directions, receiving the consensus of the people. He stressed that there could be no more delay because this was the opportunity and missing the opportunity would be a mistake to the country and the people. At the same time, he said that he now had enough strength and the right timing.

The desire to grow must be light to fly high

Regarding streamlining the political system's organizational apparatus, the General Secretary said that this is not a new requirement and many congresses have pointed out these shortcomings. But it may be due to reasons and conditions that have not been implemented. "Now the desire for development must be lighter to fly high," the General Secretary said, adding that this is a very difficult task. Because it involves thoughts, feelings, rights, interests, and daily life. But according to the General Secretary, we must overcome ourselves, see the benefits for the country, the nation, the people, and each person needs to see if their contribution is appropriate to the salary paid by the people and the Government. Or standing here receiving a salary, maintaining life, we must see what contribution to society, the country, the people, what it brings to the life of oneself, family, wife, children, parents, relatives. "We must overcome and accept sacrifice. Sacrifice is our tradition. Sacrifice brings glory and honor. Sacrificing personal interests for the country's development, sacrificing the interests of our organization... We must imbibe them," the General Secretary shared. The General Secretary informed that the Central Executive Committee and the Politburo highly agreed on streamlining the apparatus in the political system. Specifically, a number of Party committees, a number of Government ministries, a number of National Assembly committees, and a number of organizations of the Central Committee of the Vietnam Fatherland Front will be rearranged. This is done with the goal of striving for agencies to complete the arrangement and consolidation of the apparatus in the first quarter of 2025. "The issue is ripe, the central government has no qualms and suggests it. This is done very democratically, asking for opinions from agencies and people. We evaluate whether the apparatus is suitable, where it needs to be eliminated, where it needs to be strengthened to complete the task. Besides, what is the coordination mechanism to cut and streamline? This December, the party organizations must be completed. Sundays must still be deployed non-stop to create favorable conditions. At the same time, in the first quarter of 2025, there must be a plan and arrangement for the grassroots congress. This time, it must be done from the top down, with the motto that the central government sets an example, the local government responds, the spirit of running and lining up. Running means the whole line must run, not be messy, not wait for anyone...", the General Secretary further emphasized.

Do not legalize previous violations

Regarding the work of preventing and combating corruption and waste, according to the General Secretary, it must continue to be carried out continuously, without rest, without forbidden areas, without exceptions, so that the organization, apparatus, and political system are truly clean and strong. At the same time, the apparatus is truly of the people, by the people, for the people, civil servants and public employees must truly be servants of the people. He emphasized the need to clearly promote waste, assign responsibility, and solve problems but not legalize previous violations. He pointed out that some projects stopped due to violations but it cannot be said that previous violations have been corrected. It must be corrected but also must mark and conclude those who have committed violations and must be handled according to Party discipline and the law. Also according to the General Secretary, recently the Politburo , the Secretariat, and the Central Executive Committee have disciplined 6 cadres under the management of the Politburo and Secretariat. The total number of cadres disciplined since the beginning of the year is 52, of which 48 cadres were disciplined in connection with cases and incidents under the supervision and direction of the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity. Along with that, for the first time, the Politburo disciplined key cadres of the Party and State with warnings. "There is no stopping but must continue...", the General Secretary further emphasized. The General Secretary also informed about the prosecution and investigation of defendants in corruption cases, the seizure and recovery of assets.
In Hanoi alone, according to the General Secretary, the city's Steering Committee has just reviewed and discovered more than 800 projects with signs of waste and loss. Recently, only 3 projects were handled but they collected more than 42,000 billion VND. This example shows a terrible waste and requires urgent handling. "This is the country's resources. I often say it is very unpleasant to pass by, such prime land is left for decades. Land belongs to the people and the state. The poorly built projects as mentioned by voters are very worrying, someone must be responsible, must be handled...", the General Secretary added.
