At the conference, representatives of the Hanoi City National Assembly Delegation reported on the expected content and program of the 10th Session of the 15th National Assembly; and announced the results of responses from competent agencies to voters' recommendations at previous meetings.

Voters all expressed confidence in the success of the 10th Session; at the same time, they reflected and recommended a number of issues arising from practice that need to be addressed and resolved. Voters from Quang Minh and Soc Son communes highly appreciated the policy of strengthening decentralization and delegation of authority to grassroots levels and requested the Central Government and the city to decentralize more strongly so that localities can increase their initiative, creativity and development; at the same time, they will strengthen their direction to overcome post-merger difficulties, ensure a streamlined and efficient apparatus; continue to direct administrative procedure reform, apply digital technology, and connect data to serve the people quickly and conveniently.
According to the feedback of Me Linh commune voters, currently, the management work at the grassroots level still faces many difficulties, mainly in the field of site clearance for development projects. The handling of violations of land and construction order is still complicated, with many procedures, taking a long time, leaving many consequences, petitions and complaints lasting a long time, making it difficult to resolve. The central government and the city need to take measures to overcome difficulties, especially reviewing and classifying the subjects and purposes of land conversion to have appropriate policies; considering reducing procedures to be able to handle and dismantle illegal constructions as soon as they arise, avoiding wasting social assets...
The representative of voters of Quang Minh commune proposed that at the 10th session, the National Assembly publicly and transparently report the summary of the 15th term, in which it fully assesses achievements and limitations, clearly stating the causes, lessons learned, and solutions for the coming period.

Many voters expressed concern about the following issues: Are economic growth targets truly sustainable, linked to improving people's quality of life? To what extent are social security policies implemented, especially for disadvantaged groups, remote and isolated areas? What solutions are there to create more jobs, control inflation, stabilize prices, and ensure workers' income and living standards? How to overcome the development gap between regions? How to mobilize and effectively use social resources for the goal of inclusive, equitable and sustainable development?
Tien Thang commune voters recommend that there should be a specific plan to implement national target programs, ensuring effective implementation, avoiding spreading and formality. Specifically: Solutions to improve training quality, linked to practical needs. Specific policies to enhance universal health care, ensuring fairness in access to services...
Speaking at the conference, General Secretary To Lam acknowledged that the voters' representatives from 9 communes in constituency 10 had contributed many enthusiastic and responsible opinions. The voters' opinions not only vividly reflected the breath of life and livelihood of the people but also expressed their feelings and responsibility for the development of the country in general and of Hanoi city in particular.
The General Secretary emphasized that the 10th Session is the year-end session, also the term-end session, with an exceptionally large workload. The goal is to resolve institutional difficulties, resolve problems that hinder development, and not let them drag on to the new term; at the same time, decide on important issues of the National Assembly, creating favorable conditions for national development.

Another key task is the preparation for the organization of party congresses at all levels and the 14th National Party Congress. The 14th National Party Congress Subcommittees are actively completing draft documents to be submitted to the congress with many new ideas and new perspectives, emphasizing the requirement to transform the country's development model with the problem of strategic autonomy, not to be dependent on any circumstances.
The 13th Central Conference of the 13th Term, scheduled to take place in early October, will complete a step of the congress preparation work, including introducing personnel for the Central Executive Committee and the Central Inspection Commission. These tasks are all carried out methodically, carefully, and thoroughly according to the correct processes and procedures. At the local level, the policy of arranging Party committee officials who are not local people will continue to be implemented; consideration and evaluation will be given to possibly expanding to a number of other positions.
Discussing the socio-economic situation, the General Secretary said that according to the Government's report, the budget collection in the first 9 months of the year achieved very positive results. A surplus budget will be a favorable condition to do many things such as ensuring social security, taking care of health, education, developing science, improving people's lives... This is also the foundation for us to be determined to strive to achieve the double-digit growth target in the coming period.
The viewpoint of the Party and the State is to take the people as the center, the subject of development, the people must benefit, not wait until the country is rich and strong, but from now on must take care of people's lives in every development policy. Every voter must also see his responsibility for the policies of the Party and the State, ensuring that the policies soon come into life, achieving results in practice.
The General Secretary requested Hanoi city to urgently grasp and effectively implement the conclusions of the Politburo and the Secretariat, ensuring that by October 15, 2025, it completes the mobilization, arrangement, and deployment of sufficient professional staff in land management, planning, construction, finance, information technology, education and health management at the ward and commune levels, and that there is no shortage of staff. Any commune that is lacking must consider bringing in staff from departments, branches, and the city.
Before October 15, 2025, it is also necessary to complete the payment of benefits and policies for retired and terminated officials according to Decree No. 178 of the Government; complete the settlement of pending and overdue administrative documents and procedures, and avoid backlogs in the work of people and businesses. Regarding the arrangement of redundant headquarters, priority should be given to serving the purposes of education, health care, community activities, etc.
Regarding the adjustment of salary and social allowance policies, the General Secretary emphasized that this is a very large, complicated, and sensitive issue, related to many mechanisms and policies, affecting many subjects in society, so it must be implemented according to a roadmap, step by step, cautiously and firmly, ensuring feasibility, efficiency, and conformity with the budget's ability to pay. Regarding land, planning, and construction order, the General Secretary said that the planning has not met the development requirements of Hanoi city, and it is necessary to continue to calculate the planning to be worthy of the capital.
Currently, the Central agencies are studying to amend the Land Law and the Planning Law on the basis of the consistent viewpoint that land belongs to the entire people, is owned and managed by the State, and cannot be privatized. The State guarantees the right to use land fairly and effectively for all people; ensures effective land use, fair and effective land value distribution and allocation, avoids waste, and maximizes the efficiency of land resources for national development.
Voters' opinions and recommendations will be synthesized, fully absorbed, and clearly classified for processing by the National Assembly Delegation.
