According to Law No. 4255-IX, during the period of martial law, military formations, units and subunits of the Armed Forces of Ukraine may be deployed abroad to ensure national security, repel and prevent armed aggression, protect the sovereignty and territorial integrity of Ukraine and exercise the right to self-defense pursuant to Article 51 of the UN Charter.

The law was amended based on the President's proposals, clarifying the decision-making process for deploying Ukrainian forces abroad, detailing the conditions of their presence outside Ukraine and ensuring compliance with international law.

On January 15, the Verkhovna Rada of Ukraine adopted the law on Amendments to a number of laws related to specific issues of deployment of units of the Armed Forces of Ukraine to other countries during martial law.

On January 30, President Zelensky vetoed the law and returned it to the Ukrainian parliament along with his proposals.

On February 25, the National Assembly passed a revised version incorporating the President's amendments.

Previously, according to the Independent newspaper, French President Emmanuel Macron revealed plans to mobilize military support forces to Ukraine, emphasizing that this is the West's long-term commitment to Kiev.

The force would be called a “voluntary coalition” and could be deployed after a ceasefire agreement between Russia and Ukraine comes into effect. Its tasks could include training Ukrainian soldiers and providing defense support.

According to the source, many European and non-European countries are said to have expressed their willingness to join this force if it is established.
